representative to the Recreation Commission, at the expiration of the

The City Manager was asked to contact the State Highway Department
in regards to a traffic count at 37th and Central.

Awarding of bids on Road Material:
Motion by Chies seconded by King, that Richards Oil Co. be awarded
the bid on Asphaltic Material for 1958. Roll Call - Ail Ayes.
Motion by Julkowski seconded by Proft, that Chies Brothers be awarded
the bid on base material at $1.58 per cubic yard, delivered. Roll Call -
Ail Ayes.
Motion by King seconded by Julkowski, that Barton Contracting Co. be
awarded the bid on BA-2 Aggregate at 77¢ per cubic yard picked up and
81.65 per cubic yard delivered. Roll Call - All Aues.
Motion by Chies seconded by Proft, that Barton Contracting Co. be awarded
the bid on Sanding Sand at 77¢ per cubic yard picked up and $1.65 per
cubic yard delivered. Roll Call - All Ayes.
Hearings were held on Sanitary Sewer and Watermains for Tyler, Polk,
Taylor and east side of Central, 45th to 47th .
Motion by Julkowski seconded by King, that these Hearings be continued
until the April 14th meeting, and in the meantime the people should get
up petitions. Roll Call - All Ayes.
A Hearing was held on Watermain for 4th Street¥~ 46th to 47th.
A recess was called in order to look up the petition on this Watermain.

Motion by King seconded by Julkowski, that this Hearing be continued
until the April 14th meeting. Roll Call - All Ayes.
A Hearing was held on Curb & Gutter and Asphalt 5~t for Jefferson,
45th to 46th.
Motion by Chies seconded by King, that the City Manager be authorized
to proceed with this improvement. Roll Call - All Ayes.
A Hearing was held for Curb & Gutter and Asphalt 5~t for Cleveland St.
41st to 42nd.
Motion by Julkowski seconded by Proft, that the City Manager be authorized
to proceed with this improvement. Roll Call - All Ayes.
~ Hearing was held on Street Platting, North-South from 44th to 45th,
250' East of Central.
Motion by King seconded by ~ulkowski, that this hearing be continued

A Petition was received for Concrete Sidewalk on ~th Street, 47th to 48th.
M~tion by Julkowski seconded by Chies, authorizing the City Manager to
advertise a Hearing for April 14th on this improvement. Roll Call - All Aye
A Petition was received for Watermain extension on Leander Lane south
of 44th Avenue.

A &etter was received from the Village of Hilltop requesting a sewer
agreement with the City of Columbia Height~.
M~k~z~x~. The City Manager was asked to set up a meeting with the
Village of Hilltop on Monday, March 31st at 7:30 p.m. if possible.
The City Manager reported ~. Dale Wick had been hired as Assistant
Engineer.
A request was received from Rudy Ocel to operate a pay dump west of
37th and blain Street. The Council agreed to investigate this location.
Motion by King seconded by Julkowski, that this letter be placed on file,
and discuss this matter further at the next meeting. Roll Call - Ail Ayes.
The City Manager reported on his negotiations with the ~nneso~a Silica
Sand Co.regarding the purchase of Lot 8, Block 2, Rgt. Blk.~C'~,C.H. Annex,
They have agreed to pay ~1,000.00 for this lot and the City Manager will
prepare an Ordinance for this sale.
A letter was received from Collins Truck Lines regarding rezoning 40th
and University and also presented a plat and proposal for the land usage.
Several persons were heard from that live in the vicinity of this operation.
The City Fmnager was asked to draw~ up an ordinance rezoning to commercial
the portion of Lots 13 and 1~ owned by k,~. Collins, and also an amendment
to the Zoning Ordinance allqwing b~. Collins trucking operations in its
present location.
Second reading of Ordinance ~qo.396, Being an Ordinance to amend
Ordinance No.207, being an ordinance concerning the regulatibg and
licensing and keeping of dogs within the City of Columbia Heights.

First reading of Ordinance No.397, Authorizing the sale by the City of
C.H. of Lot 62,except the Easterly seven & 9/10 feet thereof,Block 65,
C.H..Annex.
First Reading of Ordinance No.398, Authorizing the sale by the City of
Columbia Heights of the Easterly 60 feet of Lot 8, Block 3, Res. Hills,
except the southerly 30 feet thereof.

The City Attorney~resented a contract received from the ~nneapolis
Gas Users Association, and the Council asked to have time to study
this proposed contract before entering into an agreement.
The City Attorney reported it was legal to remove a persons name from
aPetition if they so requested. Therefore the petition for an alley
opening between 6th and 7th from 43rd to 44th is invalid, as one name
was removed, and there would not be over 50~ of the property owner's
signatures on this petition.
The City Manager stated there is an alley platted between Jackson and
Van~uren, from 44th to 45th, and as such we are obligated to open this
alley upon request.
