Motion by Julkowski seconded by Chies, that th~se bids be turned

Motion by K~ seconded by Proft, that these bids be turned over
to the City Manager for tabulation. Roll Call - All Ayes.
Petitions were received as follows:
(a) Utility extensions 45th to 47th Avenye east of Central. (Central
Ave. east side, Tyler, Polk & Taylor Streets)
(b) Curb,Gutter & Asphalt Mat for Jefferson St., 45th to 46th.
(c) Sewer and water - Monroe Street north of 45th Avenue.
(d)Watermain - 4th Street, 46th to 47th Avenue.
(e) Curb,gutter & Asphalt Mat - Cleveland St., 41st to 42nd.
(f) Opposing alley opening, Jackson-VanBuren, 44th to ~5th.-
(g) Alley platting request between 6th & 7th, from 43rd to 44th.
Motion by Chies seconded by King, that a hearing be held on projects
(~)thru(e) on March 24th. Roll Call - D~i Ayes.
~X~H~Fd:X~mXXE~M~Xf~mX Item (f) was referred to the City
Engineer to determine the grades.
Item (g) was referred to the City ~ttorney to determine the legality
of removing a name from this petition.
A request was received from the V.F.W. for a Bingo permit for March
23rd, 1958. }~tion by King seconded by Chies, that this request
be granted. Roll Call - All Ayes.
Regarding the request received at the last council meeting from the
~nnesota Silica Sand Co. to purchase certain lands, the City Manager
was asked to negotiate with them regarding the purchase of only Lot 8,
Block 2, Rearrangement of Block C, C.H. Annex.
A letter was received from ~. Ed.P. Sullivan, 47th & Central Avenue
inquiring regarding plans for opening of 49th Avenue, also consider-
ation of a storm drain for this area. This letter was referred to
the CityManager and City Attorney.
A request was received from LeRoy'Sm[th to plat a North-South Street
between 44th and 45th, across Lots 16 and 33, Blo~z 1~ Reservoir Hills.
(250 feet east of Central Avenue, 44th to 45th. ~
Motion by Julkowski seconded'by King, that a Hearing beheld to determine
th~ advisability of platting this street, at the March 24th Council
meeting. Roll Call - Ail ~yes.
A request was received from Samuel Rusinyak Jr. tp purchase the
westerly 65 feet of Lot 8, Block 3, REservoir Hills, to build a home.
The City ~nager was asked to check into this matter and prepare an
ordinance fort the sale of a portion of this Lot 8 with a revised
description. '
A resignation was received from Asborne Anderson on the ~4erit
Commission. Motion by Ju!kowski seconded by King, that this
resignation be aceepted. Roll Call - All Ayes.
Notion by Julkowski seconded by Chies, that Chet Herringer be
appointed as a member of the i~Ierit Commission, toR~ill~tSe un~i~dzterm
of Asborne Anderson. Roll Call - All Ayes.
Second reading of Ordinance No.395, rezoning to multiple dwelling
Lots 21 & 22, Block 68,C.H. Annex.
Offered by King seconded by Chies. Roll Call - Ail Ayes.
First reading of Ordinance No 396,

amending Ordinance ~207, regarding
Resolution offered by Chies seconded by Proft, BE IT HEREBY RESOLVED
by the City Council of the City of Columbia Heights, that the City
Treasurer be and she is hereby instructed to transfer from the Liquor
Fund as follows: 85,007.68 to the Police & Court Fund
2,624.55 to the Fire "
2,112.92 to the Park "
and that there are sufficient moneys in said liquor fund to make such
transfers. Roll Call - All Ayes.
Resolution offered by King seconded by Proft, BE IT HEREBY RESOLVED
by the City Council of the City of Columbia Heights, that as of January 1,
1958, the permanent labor classification shall be discontinued and truck
driver scale paid as basic salary for laborers and truck drivers.
BE IT FURTHER RESOLVED that temporary seasonal labor shall receive
81.65 per hour until such time as they are re-classified or work con-
tinuously six months. Roll Call - All Ayes.
Regarding an addition to the Fire Station and Police & Court building,
the City Manager was asked to contact different firms and try and
obtain preliminaryplans.
Regarding an inspector for Masonry and Cement work, the City Manager
was asked to investigate this further and report back.
Motion by Chies seconded by King, authorizing expenses for those
attending continuation center courses at the University. Roll Call -
All Ayes.
Motion by King seconded by Proft, that the following License be
granted: Heating: Heating Service Co. 3122 Wash. Ave. No.
Hilltop Drive-in TheaterT Restaurant, Cigarette & Theater.
Plumbing: Rivard Plbg.& Htg. Co., %Fnite Bear Lake 10,Minn.
Roll Call - All Ayes.
A letter was received from Fran Bassett, Fire Chief, in regard to the
pumping capacity of our pumpers.
Motion by Julkowski seconded by Chies, that this letter dated March 7th,
be placed on file, and that the City Manager write a letter to the
Fire Department. in reply. Roll Call - All Ayes.
Motion by Julkowski seconded by Chies, authorizing the City Attorney
to obtain estimates on repairing damage So driveway of Walter Latawiec,
1235 - 43rd Avenue N.E. Roll Call - ~11 Ayes.
Everett Collins was present and submitted a plan for changing the existing
building and fencing the area he presently uses st 40th and University.
This matter was turned over to the City Manager and City Attorney.
Motion by Chies seconded by Julkowski, that Harvey Rau be appointed to
the Planning and Zoning Commission to replace Don Martin when his term
expires. Roll Call - Julkowski, Chies, Proft, Stopka - yes.
King - No.
Motion by Ju~cowski seconded by Chies, that Robert Proft be the Council
representative to the Recreation Commission, at the expiration of the
term of Bernard Julkowski. Roll Call - Ail Ayes.
The City Manager was asked to contact the State Highway Department
in regards to a traffic count at 37th and Central.
Motion by Chies seconded by King, that the meeting adjourn at 10 p.m.
Roll Call - All Ayes.
