Minutes of the last special and regular meetings were read and approved. Motion by Julkowski seconded by King, that the following bills be paid out of their proper fund: Roll Call - All Ayes. Motion by King seconded by Chies, that the bid of Anderson Motors, for a 1958 Plymouth Plaza V-8 Four-Door, with 315 H.P. motor and Power Flite Trasmi~sion at $1,664.00, be accepted. Roll Call - All Ayes. Motion by Chies seconded by Proft, authorizing the City Manager to advertise for bids for road Material for 1958. Roll Call - All Ayes. A Public Hearing was held ~ for concrete alley paving between VanBuren and Jackson from 37th to 39th Avenues. Motion by Chies seconded by King, authorizing the City Manager to proceed with this improvement. Roll Call -Ail Ayes. A Hearing was held for concrete curb and asphalt mat on 39th Avenue between Buchanan & Johnson Streets. Motion by Julkowski seconded by King,'authorizing the City Manager to proceed with this improvement. Roll Call - All Ayes. A letter was received from the ~nnesota Silica Sand Co. offering 8550.00 for Lot 8, Block 2, Rearrangement pf Block C, C.H..Annex, also the North 40 feet of Lot 7, which adjoins Lot 8. Motion by King seconded by Proft, ,that this letter be turned over to the City Manager for further investigation. Roll Call - Ail Ayes. A request was received from Kenneth H. Lee for a private water connection on Lakeview Drive. ~otion by King seconded by Julkowski, that this request be granted upon payment of the proper fee. Roll Call - Ail Ayes. First reading of Ordinance No.~95, rezoning to multiple dwelling Lots 21 & 22, Block 69, C.H. Dn%nex. Resolution offered by King seconded by Chies, BE IT HEREBY RESOLVED by the City Council of the City}~f Columbia Heights, that all Petitions for public utility installations, be presented at the City Office on or before ~v~y 1, 1958, and April 1st annually thereafter, to be con~ sidered for that season's construction. BE IT FURT~iRESOLVED, that any additional public works of an emergency nature, may be installed by a four-fifths vote of the City Council. Roll Call - All Ayes. Resolution offered by Julkowski seconded by King, BE IT HEREBY RESOLVED by the City C~ouncil of the City of columbia Heights, that the City Employees shall be granted sick leave benefits of one (1) day per month (12 days per year) accumulative to One Hundred ~enty (120) days, and; BE IT FURTHER RESOLVED that severance pay in the amount of one-third (1/3). total acc~umulative sick leave be paid upon leaving City emplbyment under honorable conditions. Resolution offered by Julkowski seconded by ~ing, BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights, that all full time City Employees~ shall be required to be residents of the City of Columbia Heights, or obtain residency within six months of the date of this resolution, or within six months of their full time employment date. BE IT FURTHER RESOLVED, that in hardship cases when an employee is making an honrest endeavor to-acquire residency, but is unable to do so within the time limitations, he may appeal to the City Council for an extension of time to obtain residency within Columbia Heights. Resolution offered by Chies seconded by King, BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights, that Sewer and Water Maintenance men be granted an additional Five (5) Cents per hour over t=Uck driver scale, effective January 1, 1958. Roll Call-Ail Aye Motion by Julkowski seconded by Chies, that the license request of Park Inn, 547 - 40th Avenue, be taken from the table. Roll Call - Ail Ayes. Motion by Chies seconded by King, that the License of James R. Nold, 4010 Central Avenue N.E. be cancelled. Roll Call - Ail Ayes. Motion by King seconded by Proft, that a Restaurant, On & Off Sale Beer License be granted to Clarence A. Hallin, 4010 Central Ave. N.E. Roll Call - Ail Ayes. The City Manager reported be had received a letter from the Merit Commission stating Mr. Drangeid had requested a hearing · before that body.
