Bids for a Towing Con~act were received from the following: Shorty's Towing Service: 81.50 per day inside .50 " ' outside Towing 5.00 days 7.50 nights Emerson Mobile Service: 1.00 per day inside · 50 " " outside Towing 4.00 days 5.00 nights Motion by Chies seconded by Proft, that Emerson Mobile Service be awarded the Towing Contract for 1958. Storage A Public Hearing was held on the following ir~provements: Madison St. 49th to 50th - Sanitary Sewer Monroe St. 49th to 51st - Sanitary Sewer Madison St. 49th to 51st - Watermain Monroe St. Jefferson St. 49 to 51 - Storm Sewer Madison St. 49th to 100' No.of 50th Monroe St. 49th to 100' No.of 50th Motiin by Julkowski seconded by King, authorizing the City Manager to .proceed with th~se projects. Ball Call - All Ayes. ?A Hearing was held on Street opening Madison from 48th to 49th. Motion by King seconded by Chies, that the City Manager be authorized to proceed with this street opening. Roll Call - Ail Ayes. A Petition was received for concrete alley paving between Jackson and VanBuren from 37th to 39th. Motion by Julkowski seconded by King, that a Hearing be set for February 24th on this improvement. Roll Call -Ail Ayes. Petit~ons were received for concrete cur~ & gutter and asphalt mat on 39th Avenue between Buchanan and johnson Streets· Motion by Chies seconded by Proft,,that a hearing be held on February 24th on these improvements. Roll Call - Ail Ayes. A request was received from Northern States Power Co. to install high tension line on west sade of Main Street from 37th to 40th. Motion by King seconded by Chies, that this request be granted. Roll - Call - Ail Ayes. A letter was received from J.T. Chudek,' D.F.L. A letter was received' from the State Highway Department regarding obstructing traffic on state trunk routes in connection with Celebrations caruivals, etc. Motion by Julkowski seconded by King, that this letter dated Jan 22. 1958 be placed on file. Roll Call - Ail Ayes. A letter was received from the State Highway_Department regarding school crossing signal at 51st and University. Motion by King seconded by Chies, that the City ~,~nager be authorized to apply for the necessary permit for the installation of this school signal at'51st & University, and that the City of Fridley has offered to stand the cost of this. installation. Roll Call - Ail Ayes. ~ An invitation was received to the County Board Meeting Feb. llth at 8 p.m. from Kenneth Campbell. Motion by Juikowski seconded by I~ng, that this letter dated Jan. 30th, 1958, .be placed on file. .Roll Call - Ail lAyes. A letter was received from the Park Board requesting rental from the City of $225.00 per month, for the Administrative Offices. Motion by Julkowski seconded by Chics, that this letter dated 2/2/58 be placed on file. Roll Call - Ail Ayes. The CityManager reported on the recommendations of the Drivers & Helpers Union regarding wages and fringe benefits. The City Manager was asked to contact the Union in regard to more specific recommendations on compulsory retirement before the next meeting. Mayor Stopka left the meeting at 9:20 p.m. and turned th~ meeting over to Councilman Julkowski. The recommendation of the Dog Catcher regarding female dogs was discussed.. Motion by Chics seconded by Proft, that this matter be referred to the City Manager for further study and information. Roll Cell - All Ayes. The Police report on tavern license for Park Ln~n, 547 - 40th ~ve. was received. This is under surveillance of City Inspection Dept. as to sanitation. Motion .by Chics seconded by King,,that this License application be tabled. Roll Call -All Ayes. Motion, by. Chies seconded by King, that a special meeting be set for Tuesday, February llth, at 6:30 p.m. R~x~~~3~x for discussing the Proposed Public. Works Program, and awarding the bid on Insurance. Roll Call - All Ayes. Resolution, offered by ICing seconded by Chies, BE IT RESOLVED by the City Council ~f the City of Columbia Heights as follows: !. it is hereby determined to be necessa.ry and expedient t~ the public health, safety, proDperity, convenience, and ggneral welfare to enter into an agreement for the investigation of the rates of the Minneapolis Gas Company in this municipality and that such investi- gation can best be made by a joint and cooperative study of such rates with other municipalities in the vicinity. 2. In order to make such a joint investigation, a proposed agreement entitled, "Joint Agreement relating to Investigation of Suburban Gas Rates", a copy of which is attached hereto and made a part hereof, is hereby approved and adopted and the appropriate officials of this ~unicipality are hereby authorized and directed to enter into said agreement and to take such steps as may be necessary to give effect thereto, including the payment to the Village of Edina of the sums specified in said agreement to be paid by this municipality. Resolution offered by Chies seconded by Proft, BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights, that the City Treasure: be and she is hereby instructed to transfer from the Liquor Fund as follows $4,532.04 to the Administration Fund 8,029.96 to the Street 617.26 to the Library 917.56 to the Park " 2,253,72 to the Police & Court 895.77 to the Fire " and that there are sufficient moneys in said Liquor Fund to make such transfers. Roll Call -All Ayes. The City Manager asked for permission to send five employees to Public Finance officers School, offered by the General Extension Division of the University of Minnesota starting February 17,1958 and thru the week of June 9th, every Wednesday night from 6:20 to 8 p.m. Motion by King seconded by Proft, that the City Manager be authorized to enroll five employees in this course at a cost of 821.00 each. Roll Call - All Ayes. A recommendation was received from the Planning & Zoning Commission that Lots 21 & 22, Block 69, C.H. Annex be rezoned to multiple dwelling. An Ordinance will be drawn up and presented at the next meeting. Motion by King seconded by Chies, that the electric License of Stevens Elec. Co., 310 Johnson St.N.E. be granted. Roll Call - All Ayes. M~tion by Chies seconded by King, that the Restaurant, On & Off Sale Beer License application of Clarence A. Hallin, 4010 Central Ave. N.E. be turned over to the Police Department for routine investigation. Roll Call - All Ayes. The City Manager will report back at the next regular meeting regarding a Liquor Commission. The Council thanked Mr. Dencker for the fine work he has done in Columbia Heights, and wished him success in his new job. Mr. Dencker stated he has enjoyed working here and found the work very interesting. Motion by King seconded by Chies, that the meeting adjourn at 10 p.m. Roll Call - All Ayes. Secretary to City Council OFFICIAL PROCEEDINGS Special Meeting February 11, 1958 Meeting called to order at 6:40 p.m. Chies, Proft, Stopka. Roll Call - King, Julkowski, The purpose of this meeting is to award the insurance bid. After some discussion a recess was called to allow the City 5~nager time to make a further investigation of one bid. Meeting Called to order. Motion by Julkowski seconded by King, that the bid on inland marine floater and general comprehensive liability insurance be awarded to Mutual Service Insurance, representing general accident, fire and life assurance company, Ross Brown, Agent, in the amount of 82,815.12. Roll Call - All Ayes. The City Attorney reported he had contacted Mr. Erwin Peterson, representative for the Bartenders Union, and had discussed Union jurisdiction to represent Mr. Drangeid. Mr. Peterson had stated that unless we submit the matter to arbitration, they have the authority of the Joint Council to banner the Liquor Store. The City Attorney was asked to check on the possibility of obtaining a restraining order in case the union actually attempted to banner the liquor store.. 5~tion by King seconded by Julkowski, that the meeting adjourn at 8 P.M.
