Meeting called to order at 8 P.M. Ail members present.
Minutes of the last regular ~nd special meetings were read and approved.

The CSty 5~nager reported additional study wOuld be required on,
Insurance needs for the City and asked that we re-advertise for
bids to be opened at the next meeting.
Motion by Chies seconded by King, authorizing the City Manager to
re-advertise for bids for insurance. Roll Call - Ail Ayes.
~lotion by Julkowski seconded by Chies, authorising the City Manager
to advertise for a Towing Contract. Roll Call -All Ayes.
Resolution offered by King seconded by Chies, The City CoSncil of
the City of Columbia Heights, HEREBY RESOLVES that, the City Manager
be authorized to proceed with the surfacing of Reservoir Blvd.,
between 37th and 40th Avenue, utilizing Municipal State Aid Funds;
BE IT FURTHER RESOLVED, that this surfacing of Reservoir Boulevard
from 37th to 40th, bearing Minnesota Department of Highways Control
Section No.103, be carried out in conjunction with the surfacing of
Reservoir Boulevard from 40th to 44th by the County of Anoka;
BE IT FURTHER RESOLVED, that said construction be in accordance with
Municipal State Aid standards, and that application be submitted to
the Minnesota Department of Highways for a project number for this
Municipal State Aid Route No.103. Roll Call - All Ayes.
A hearing was held on Sanitary Sewer, Watermain & Storm Sewer for
Madison & Monroe Streets, 49th to 50th, but it was decided to re-
advertise a hearing as follows:
Motion by King seconded by Chies, that a hearing be held February
10, 1958, on the following proposed improvemen=s:
Sanitary Sewer - Madison Street, 49th to50th
" " - Monroe Street, 49th to 51st
Watermain - Madison Street, 49th to 51st
" - Monroe Street, 49th to 51st
Storm Sewer - Jefferson Street, 49th to 51st
" " - Madison Street 49th to 100' north of 50th
" " - Monroe Street 49th to 100' north of 50th
Roll Call - Ail Ayes.
The City Engineer presented a tabulation relative to the existing
outlet portion of the proposed Fridley-Columbia Heights storm sewer.
Motion by King seconded by Julkowski, that a hearing be set for
February 10th, 1958, for the opening of Madison Street from 48th
to 49th. Roll Call - All Ayes.
A special meeting will be set at the next regular council meeting
regarding the 1958 Public Works construction Program.

The recommendation of the Planning~that an Asphalt Plant be permitted
in .the industrial area west of California was discussed.
Motion by Julkowski seconded by King, that a special meeting be set
for Saturday, February 1st at 10 A.M. regarding this request. Roll
call - Ail Ayes.
Motion by Julkowski seconded by Chies, that Ralph D. Thomas & Associates
be paid the sum of 8611.96, out of the proper funds. Roll Call - All Ayes.
A letter from the Oakwood Mother's Club was received asking for a
permit to hold a dance at Oakwood School, January 30th,1958.
Motion by Chies seconded by King, that this request be granted.
Roll Call - All Ayes.
A letter was received from Eugene M. Aanerud, 4356 N.E. 7th Street,
regarding a~bulance service in Columbia Heights. '
~4otion by Julkowski seconded by King, that this letter dated January
17, 1958, be placed on file. Roll Call - Ail Ayes.
A letter was received from Don Felling, 1002 N.E. 40th Avenue, regarding
Lots 11 thru 18, Block 65, C.H. Annex (Between 39th & 40th on Quincy)
stating he was interested in the purchase of these lots.
Motion by King seconded by Julkowski, that this letter dated January
21, 1958 be referred to the Park Board. Roll Call - Ail Ayes.
Motion by Chies seconded by King, that the following Licenses be

Motion by Julkowski seconded by King, that a special meeting be held
Saturday at 11 a.m. February 1st, 1958, to discuss the Planning
proposal of Gardner & Associates. Roll Call -Ail Ayes.
A letter was received from Erwin A. Peterson regarding re-hiring
Peter Heryla.
Motion by King seconded by Chies, that a copy of,this letter dated
January 10, 1958, be placed on file. Roi1 Call - Ail Ayes.
Motion by King seconded by Chies, that the City Manager be authorized
to advertise for bids for a new Police Car. Roll Call - All Ayes
Motion by Julkowski seconded by King, that Robert Proft, 5034
Jefferson St.N.E. be appointed to the Columbia Heights City Council,
to fill the unexpired term of b~. Leonard Holm. Roll Call - Ail Ayes.

Carlisle from the Park Board, be accepted. Roll Call - Ail Ayes.
Motion by Chies seconded by Julkow~ki, that John Rak be appointed
to the Park Board to fill the unexpired term of bits. Carlisle.

January 30, 1958
Meeting called to order at 9:10 P.M.
King, Proft, Stopka - present.
Roll Call - Julkowski, Chies,
Mayor Stopka announced that this special meeting has been called to
discuss the threatened picketing of the municipal liquor store by
the bartender's ~nion.
Mr. Watson, City Manager, stated that he has sent Mr. ~rangeid a
letter listing the reasons for his discharge, and that a copy of the
letter has been sent to the bartenders union and their attorney
Erwin Peterson. The bartenders union has assured Mr. Watson that the
store will not be picketed.
Motion ..by Chies seconded by Julkowski, to adjourn at 9:20 P.M.

Special Metting
February 1, 1958
Meeting called to order at 10:15~A.M. Roll Call - Chies, King,
Julkowski, Stopka.- p~ssent. Proft - absent
Also present were Howard & Roger Dunkley, who are contemplating
building an Asphalt plant west of California Street. A preliminary
discussion took place regarding this and the Council recessed and
went down to the site, and re-convened.
Motion by King seconded by Julkowski, that the recommendations of
the Planning & Zoning Commission for an Asphalt plant be approved.
