Regular Meeting December 9, 1957
Meeting called to order at 8 P.M. All members present.
Mr. Shattuck was present and gave a statement of recommended planning and zoning
x~ork that is planned~ and estimated cost of s~uch work and time required. The City

Continued Hearing on concrete curb 2½ Street between 37th and 38th.
Motion by Okies seconded by King, authorizing the City Manager to install this
concrete curb. Roll C~l~ - All ~yes.
R~solution offered by King seconded by Julkowski, Establishing Municipal State
A~d Street, WHEP~, it appears to the City Co~uucil of the City'of Columbia Heights,
Minnesota, that the Street hereinafter described, should be designated as a
"Municipal STATE AID STREET" under the provisions of Minnesota Laws of 1957,
Chapter 943;
NOW THEREFORE, BE IT RESOL~, By the City Council of the City of Columbia Heights,
that the street described and numbered as follows, to-vrit:
'MUNICIPAL STATE AID STREET
Nc.lO5 - Main Street N.E. from 43rd Avenue N.E.
(County'State Aid No.676) to 44th Avenue N.E.

be, and hereby is designat.ed as a ~-~nicipal State Aid Street" of said City,
subject to the approval of the Commissioner of Highways of the State of Minnesota.
BE IT FURT.EER RESOL~, thlt the City Cler$ is hereby authorized and directed to
forward two certified copigs of this resolution to the Commissioner of Highways
for his consideration, that, upon his mpproval of the designation of said street,
smch approved street shall.comprise a Municipal State Aid Street of the City of
Columbia Heights, and that same be constructed, improved and maintained in accordance
with the rules and regulations of the Commissioner of Highways, and the provisions

directed to.strike from the assessment rolls the aforesaid assessments subsequent

Council of the City of Columbia Heights, increase the sewer Disposal Charge to one
Dollar and Twenty-five Cents ($1.25) per month~ per f~mily unit, and $1.25 for ~the
1st unit and $.75 for each additional unit in ~u!tiple dvzellings, per ~onth, in
Columbia Heights; and that the sex~er disposal oharge for commercial~buildings be
increased to $~07 per 100 C.F. 1st 15,000 C.F.

Mr. Arneson discussed the proposed 1958 salary adjustments and submitted recormaendations
for severance pay based upon accumulated sick leave, establishing greater sick leave
accumulation based on one day per ~onth~ and a Health & Welfare plan, City financed.
The Council agreed to take this up at the next meeting,
Salary adjustments and a Health & Welfare plan for Liquor Store employes was
discussed. The City Council will stud~ this further and take it up at the
next Council meeting.
Motion by Julkowski seconded by Chies, that the following estimates be paid

Two letters were received from the Anoka County Law Enforcement Association,
one regarding their opposing one man Police cars at an~ time and the other
regarding radio communications.
Motion by Julkowski seconded by King, that these two letters be ~placed on file.

The Oity Attorney suggested that A bomm~ttee be set up to study our Traffic
Ordinance ~hd make any changes ne&ded.
Resolution offered by' King seconded'by Chies, BE IT HEREBY RESOLVED by the City
Council of the City of Columbia Heights, that 'a committee be appointed consisting
Of the Mayor, Police Chief~ and City Attorney, to stud~ our Traffic Ordinance and
make recommendations for any changes needed. Roll Call - Ail Ayes.

authorized to execute the Agreement with Rauenhorst Construction CO. for the
~se of a portion~ of ou~ streets to store materials. ~Roll Call - Ail Ayes~
Resolution offered by Julkowski seconded by King, BE IT HEREBY RESGLVED by the
City Council of the City of Columbia Heights, that the City Treasurer be and
She is hereby instructed to transfer from the Liquor Fund as follows:
$2,500.00 to the Fire Fund
and that there are sufficient moneys in said Liquor Fund to make such transfers.
