The City ~ngineer recommended after investigation, accepting the low bid, which was the International Harvester Truck at $4,561.19. Motion by Chios seconded by King, that the ~bid of International Harvester Co. be accepted. Roll Call - Ail Ayes. '.A. Hearing was held for Concrete Curb on 2~ Street from 37th to 38th. The Engineer estimated the cost of Concrete. curb next year would be $2.25 or less. Two persons ~ere present opposing this curb installation. Motion by Chios seconded by Julkowski, that this Hearing be continued until · the next regular meeting. Roll Call - Ail Ayes. A Hearing was held on Concrete Alley between Jackson and VanBuren from 42nd to 43rd. People were present objecting to this improvement. The Engineer gave an estimated cost of $3.75 per front foot for concrete alley and 35% of this amount for Asphalt surfacing. Motion by Julkowski. seconded by King, rejecting the concrete surfacing of this · .a~ley, .and the Engineer was asked to investigate trees in the alley right-Of- way. Roll Call - Ail Ayes. A Hearing was held on the opening of the. following streets~~ Ma~aon & Monroe between 49th and 50th, also 53rd. Avenue south side, from 7th to Madison Street. Motion b~ King seconded by. Chios, that the City Manager be authorized to proceed with this work. Roll O~.l..1. - ~ll A~es, Resolution offered by Julkowski seconded by King, WHEREAS, it appears to the City Council of the City of Columbia Heights, Minnesota, that a certain portion of ~he State Aid Road Funde available to the City should be allocated for maintenance on the Municip.al State Aid Street 8ystem, under the provisions of Minnesota Laws of 1957, Chapter 943, Section 68, Subdivision 3. NOW THEREFORE, BE IT R~SOLVED, by the.City Council of the City of Columbia Heights, that the Minnesota State Highway Commissioner allocate Seven Thousand Nine Hundred and F~ty-Nine and no Hundredths Dollars ($7,959.00) to the City of C$1umbia Heights, Minnesota as their State Aid Maintenance Allotment for the calendar year 1958. BE IT FURTHER RESOLVED, that the City Clerk is here~ authorized and directed to forward two certified copies of this Resolution, together with a m~ntenance report, to the Commissioner of Highways for his consideration, .that upon his approval of the requested allocation, said allocation be expended for the maintenance of the Municipal State Aid Street System, in accordance with the provisions of Minnesota Law of 1957, Chapter 943. Motion ~y Ohies seconded by King, that the ~ity Manager and Mayor be authorized to e~ecute the following Agreement between the City of Columbia Heights and the County of .Anoka, relative to routine maintenance of County roads in Columbia Heights.- THIS AG~T made and entered into this first day of Jan,,~ry, 1958, by and between the City of Columbia Heights, Minnesota hereinafter referred to as the "C~2I~ and the County of Anoka, Minnesota hereinafter refer~ed to as the "COUNTY". ~tEREAS, Chapter 943, Minnesota Session Laws of 1957 permits the County to designate certain roade and streets within the City as County State Aid Highways, and WHEREAS, The City ~as concurred in th.e .d~signation of the County State Aid ILighways within its limits as identified in the County Board,s resolution of July 8, 1957 and October 9, 1957, and tEREAS~ .there.~is specifically in-the City portion of C.S.A.H. #2; viz. A total of 4.02 miles, and I~E~EAS, it is desirable to both the City and the County that ordinary maintenance, including snow pl~x~ing and isolated bituminous patching of C.S.A.H. #2 and C.S.A.H. #4, ~thin and along the City boundaries be performed by the City and remuneration thereof be raade by the County. ~ , NOW THEREFORE, it is mutually agreed and understood as follows: the City shall perform routine maintenance including snow plowing and isolated bituminous patching of C.S.A.H. #2 and C.S.~.H. #4 as hereinbefore' described for the sum of Four Hundred Dollars ($400~00) per year per mile or a total annual sum of Sixteen Hundred and Eight Dollars ($1608.00), ~ich sum the county agrees 'to pay the City per year. The postponed meeting with the Highway D~artment and Fridley on Storm Se~.rer project is set for December 10, 1957 at 7:30 P.M. at Columbia Heights. Motion by King seconded by Julkowski, that a special meeting be set for q~ed~uesday December 4, 1957 at 7:30 P.M., for the purpose of discussing zoning. Roll Call - All Ayes. 'BE IT FURTHER RESC~VED, that as the City of Oolumbia Heights has supplied .,, Street lighting ax a part of said maintenance Agreement, the City of Fridley is hereby requested to reciprocate in kind, by-installing the necessary street lighting on 53rd Avenue, on ~th, 5th and 6th StreetsN.E. A letter was received from the Park Board recommending that the City purchase Lots 1 thru 7 in Pleasant View Addition, Block.3, and Lots 1-thru.8 in Block 4, Pleasant View A~dition, for park addition to the area which the .City owns in Auditor.s Subdivision No.1, as the Park Board has over $3,800 left in the 1957 Budget for land purchase. Motion by Julkowski seconded by Chi.s, authorizing the City Manager to negotiate for additional 'Park property as described in this letter from the Park Board. Erwin Peterson, Attorney, a representative for'the Bartender.s Union and Waitresa.s Union was present, and explained a Health & Welfare Plan for this.' group, and asked that the City institute this plan, cost to be $5.50 per employe. The City Manager was asked to check into this matter' and bring back a report to the next meeting. A letter was received from the Police Department, requesting approval for starting the new Policeman granted, on December 23rd, 1957 rather than on. Jan,,a_wy 1, 1958. Motion by King seconded-by Julkowski, that this request be granted. 'Roll Call All Aves. Sewer rates will be taken up at the next meeting, after the Council has had time to 'study this further. The Council requested that the City Manager try and arrange an unofficial meeting with the Sewer and Water Department, on Saturday morning, November 30th, at 9 A.M., to discuss the needs of that department.
