The decision on the Bond Issue for $750,000 was taken up at ~his t~ue.
The City Attorney e~plained the statu~ of this matter, and that in the ~
absence~of Mr. Ernest~ ~an amendment to the Resolut%en of July~ 31st could
be made, authorizing N~O. Watson, Acting City Manager, to execute the Bonds.
~. Holm discussed our financial condition in C.H. r~egarding our bonded indebtedness.

BE IT RESOEVED~ by the City Council of the City of Columbia Heights, Minnesota,
that paragraph 3 of the Resolution Adopted July 31, .1957, entitleds "A Resolution
fixing ~he Form and Detail of $750,000.00 Permanent ~ Improvement Revolving F~und
Bonds, Directing their execution and Delivery, and Levying a Ta~ for their Smprovement" ·
be, s~u~ the s~me is hereby, a~ended to read as follows:
"3. , Said Bond shall be forth%~th prepared for execution under direction of the
Acting City l~L~nager, Mr. ~lco!m O. Watson, and shall thereupon be executed in. behalf
cf the City by the signature of the ~yor attested by the Acting City Mauager, and
sealed ~th the official corporate seal; and the interest Coupons sh~]l be executed
and authorized by printed, lithographed or engraved~ facsimile of th~ signatures
of said~ Mayor and Acting City Manager. %.~en the bonds have been so executed,
the Cit~y Treasurer shall deliver them or cause them~ to be delivered to the
purchasers upon receipt of the purchase price heretofore agreed upon~ and the .purchasers
shall not be obligated to see to the application of~ such purchase price."
BE IT F~RTHE~ RESOLVED, thab' all other resolutions and proceedings of this
CouncL% which are in any wise inconsistent with the~ details of this resolution~

give full force and effect to the .provisions of this resolution.
BE IT FURTHER RESOLVED that this resol~ution is adopted under auld pu~s~ant to the
provisions of Section tl of Chapter 2 of the City Charter as amended June 9, 1921,
it being hereby foun~d and determined that during the present~ absence or dis.ab%lity of
l~r. R.I~ Ernest frc~a performing the duties of his office~ said k cting City Manager
is a qualified person to perform such duty and is hereby des£g~ated by this Council

BE IT RE~OLVED by the City Council of the City of Columbia Heights, Minnesota,
that the City treasurer be and is hereby authorized and directed to purchase, at
a price of par plus accrued interest, out of moneys now on hand in the sinking funds for
the outstanding bond issues of the City listed below, Permanent Improvement Revolving
Fund Bonds of the issue of September 1, 1957, maturing in the years 1968 through 1972
and bearing interest at 4.50% per annum, in the respective amounts listed opposite
the designations of said sinking funds below:

until and unless sale of such investments shall be directed by further resolution

Motion by Julkowski seconded by King, that Walbon Excavating Co' be
a~arded the bid on watermain for 4th Street between 45th and 46th. Roll C-l]'- Ail Ayes.
Bids on Cash Register for Off-~ale Liquor Store were taken, up at this time.
The City Manager reported that the Cash Register of Natio~l Cash R~gister Co.
was best suited to our needs, which ~as determined after inveStigation.
Motion by Chies seconded_by King, that the bid of National Cash Register Co.
be accepted for a Cash Register in the ~aount of $2.169.00. RoLl Ca~l - All Ayes.
Petitions for Sidewalk on Hayes Street from 40th to 41st, east side only, and
Concrete Curb Ciurb on Ha~es Street from 4Oth to ;.~-~t, were brought up.
Motion by Julkowski seconded by Chios, that a Hearing be held .for these improvements
on September 23rd. Roll Call - All A~es.
Petition for Asphalt Mat on 4th Street between 47th and 48th was ~ received.
Motion by King seconded by Chies, that a Hearing be held for this improvement on
September 23rd. Roll C~ ~ - ~ ~ A~es.
The City Engineer reported on the Storm sewer for the 40th & Polk St. area.
Motion by Chios seconded by Julkowski, that a Hearing be held on this project
on September 23rd. Roll Call - All Ayes.
The Engineer reported on the tests that had been taken on 43rd Avenue east of
Central for the re-construction of Sanitary Sewer, and that unstable soil was
found in a large portion..
The Engineer reported on drainage problenz on 42nd Avenue east of Central and
several residents from that area were present also. The City ~nnge~ agree~ 'to
have a pump in operation the next day to try and help this situation.

A letter was received from the Fire Chief regarding having the inside of Fire
Station painted.
Motion by King seconded by Chies, that the City Manager be authorized to advertise
for bidb for painting inside of Fire Station. Roll Call - All Ayes.
The following recomnendations were received from the Planning & Zoning Commission:
That University Avenue between 51st and 53rd be re-zoned to Commercial.
In favor of platting of 449 Avenue, east of Central Avenue.
Motion by Chies seconded by King, that the recomnendations of the Planning &
Zoning Commission be laid on the table. Roll C~l - Ail Ayes.
An invitation was received from Anoka County to attend a meeting in Anoka on
September 10th at 8 P.M.
Notion by Julkowski seconded by King, that this letter dated August 26th, be

Second reading of Ordinance No.392, Being an Ordinance amending' Ordinance entitled
PAn Ordinance licensLu~ and regulating the sale at retail of non-intoxicating Malt
Liquors and providing a penalty for the violation thereof."
THE CITY OF ~OLUMBIA HEIG~S ~DES OEBAIN:
Section 1. ~hat there shall be added to Sec'tion 6 of OxQlinance No.143,
the fo~: Dancing that is incidental to the main operation of the cafe or
restaurant licensed hereunder shall be permitted in such establishment as are
licensed hereunder, provided that such place have available for dancing an area
not less than four hundred (400) square feet, and at such times that .dancing is
permi[tte~, that said .are~. be free from any tables, chairs, furniture or equipment
of an~ kind~
A~r Establishment licensed under t~is ordinance shall file an application ~ith
the City Council of the City of Columbia Height'.s for permission to have dancing
on the premises and the City Council may grant permission for the same upon payment
