covering Columbia Heights~ Roll Call - All Ayes.
2~otion by King seconded by Julkowski~ that the matter of bids for Electrical
Energy be t~k~n from the table. Roll Call - All Ayes.
A bid on electrical energy was received from Northern States Po~.~er.
Mot£on by Chies seconded by King, that the ~.L~yor ~nd City ~Lm~ager be
authorized to execute the contract for electrical energy ~th Northern
States Po~er Co. Roll Call - All Ayes.
Motion by Julkowski seconded by ~-nies, authorizing the Mayor and City
~L~uager to execute a contract with the Northern States. Power Co. for electricity for
street lighting in Columbia Heights. Roll Call - All Ayes.
Bids on a cash register for the liquor store were received from the following:
Cash Register Sales, inc. $1,465.00 National Cash Register $2,169.00
Motion byKing seconded by Chies, that these bids be turned over to the City
Manager for tabulation. Roll Call -Al lAyes.
A Hearing was held on concrete surfacing off alley between Washington and ?th
Street, from 41st to 42nd Avenues.
Motion by Julkowski seconded by King, authorizing the ~Ity Manager to proceed
with the paving of this alley, Roll Call - All Ayes.
The matter of re-zoning land at 40th & University was taken u~ and petitions
were received from residents in this commmity against this re-zoning and
several people were present also protesting this.

Planning & Zoning Commission tomorrow night, August 27th, at 9 p..m. regarding

A Flat was presented for Roelyn Heights SeCond Addition.
Motion by Julkowski seconded by Chics, that this plat be accepted as presented,
,which has been approved by the Planning & Zoning Cc~mission. Roll C,11 - Ail Ayes.
The City Engineer gave a report on the University Avenue Storm ~eeer ~ich is
being proposed and his meeting with the Highway Department. As soon as the
Hig~ Department have completed their stud~ of this matter, a Joint meet .ing
to discuss this project w~ll be held.
Fwe Ernest reported on information he ~ad received regarding periodic check
of Municipal Liquor Store. No action was taken at this time.
A letter ~ received fro~ Mark Z. Jodes Co. inquiring when sewer 'would be
installed to service lots between 3~th and 4Oth on east side of Arthur Street.
This is dependent on construction of the 37th Avenue sewer trunk.
Motion by Chies seconded by Julkowski, that this letter dated August 13th,
be placed on file. Roll Call - Ail Ayes.
A letter ~as received from the Fire Department announcing their 50th Anniversary
celebration this year and asked to use the City Park the week starting Oct. 4th,
also permission to operate a Bingo game and kiddie rides for their celebration.
Motio$ by J,,l~owski seconded by Chies, granting this request to use the City
Park, subject to the approval of the Park Board. Roll Call - All Ayes.
Motion by King seconded by Julko~ki, that the Fire Department be granted
permission to operate a Bingo Stand during their celebration starting the
4th of October for one week. Roll Call - Ail Ayes.
A letter was received from the Fire Department reg.arding the ex~eLling of
R~y Drangeid from the fire department, as he has not complied with Article
of Rules' and Regulations.
Motionby King seconded by Chics, that this letter dated August 19th, be
placed on file. Roll Call - Ail Ayes.
A letter was received from the Park Board asking to ~eet with the. City. CoUnCil
r. egarding the 1958 budget. ~.
Motion by Julkowski seconded by Chies, that this letter dated.August 20th,' be

Resolution offered by King seconded by J~lkowski, BE IT HEREBY RESOLVED by the
City Council of the City of Columbia Heights, that the sum of $500.00 be And the
same is hereby transferred from the Liquor fund to the Administration Fund.

First readings.of Ordinance No.392, Being an Ordinance amending Ordinance entitled
~a~u Ordinance licensing and regulating the sale at retail of non-iuto~cating
malt liquors and providing a penalty for the violation thereof." Addition to
Section 6 of Ordinance No.143.
Resolution offered by Julkowski seconded by King, the City Council of the City
of Columbia Heights hereby resolves that ~tEEEAS, Special assessments for the
following lots have been paid in f~ll:

A claim was received Trom Walter Latawiec, 1235 - 43rd Avenue in the amount of
$198.66, for damage done to his concrete apron by pa. trol grader.
Motion by King seconded by Julkowski, that ~his claim be turned over thethe
City Attorney. Roll Call - All Ayes.
Motion by Julkowski seconded by King, that H.& ~. Spray Service be paid the
sum of $2,640.00, out of the proper funds. Roll Gall-~'All Ayes.
Petitions 'were received for concrete curb and sidewalk on Hayes Street be~een
40th and 41st, ~east side of street.for sid~.~lk and both sides for curb.
Motion by King seconded by Julkowski~ .that' th~s~petitions be turned over to the
City Engineer for tabulation. Roll Call - All Ayes.
The City engineer~ reported %hat tests ?~ere being made by the T;,ln City Testing
and Eng.ineering Laboratory, on 43rd Avenue east of Central for the re-construction
of se~.~er pipes, and that bids wil~l be advertised as soon as~pos'sible.
The Engineer reporte~ that the alley between University and 4th Street, from
52nd to 53rd, is in the process of being filled.
The matter of a' storm sewer at ~0th and PoJdc Street wins discussed and the ~gineer
~ms asked to report on this at the next meeting after investigation.
Motion by Chies seconded by J~kowski, that the City Manager be removed from
office. Roll Call - Stopka, Julkowski~ Chies- yes. King - Noj
Motion by Chies seconded by Julkowski, that ~lcolm Watson be appointed ACt~
¥~nager. Roll Call - All Ayes'.
Resolution offered by Julkowski seconded by Chies, BE IT HEREBY RESOLVED
by the City Council of the City of Columbia Heights, that the Acting
City Manager's salary be set at the current rate of the City Manager.
Roll Call - Ail Ayes.
Motion by King seconded by Julkowski, that the review of the Audit be
continued until the next meeting. Roll Call - Ail Ayes.

Meeting called to order at 10 p.m.
Motion by ~ulkowski seconded by King, that Joe Wargo be appointed
secretary, pro tern. Roll C~1~ - Ail Ayes.
Roll Call - Stopka, King, Julkowski, Chies- present. Holm - absent.
Comments were made by Carl Wegner, attorney for persons objecting to
the operation of Truck terminal byCollins Truck Lines, at 40th & University,
requesting termination of such activity.
Motion by King seconded byChies, to remand this matter to the City~nager
for final disposition of truck terminal at 4Oth& University. Roll Call -AllAyes.
The City Manager announced he would notify Collins Truck Line to vacate
premises in regard to present operation, within 45~days hereof.
