Julkowski, authorizing the City Manager to advertise Hearings to be held at the ~[ay 28th meeting on %he above listed improvements, with the exception of Asphalt mat on 4th Street, 47th to 48th, which vdll be considered part of the 1958 street program, and the petitign for Stz?et oiling on Polk Street be placed on file, and to get easement and other information regarding A~ey opening. Petitions were received for Mosquito spra~ng from residents in Hilltop Addition. Motion by Hosch seconded by· Julkowski, that~ the City Manager ~be ~thorized to contract for mosquito control for the Hilltop area included in this petition, the cost of which would not exceed $4~50 per residence. Ro~! Call - Ail Ayes. Notion by Knut~n seconded by Holm, that the City Manager be~ authorized to advertise a hearing for mosquito control for the.entire City and also to advertise for bids for same. Korman who owns several lots on 4th Street between 45th ~ud 46th Avenue, for water installation. ~oti&n by Hosch seconded by Julkowski, that the City Manager be authorized to advertise a Hearing on Nay 28th, for wate~ on 4th Street between 45th and 46th, Roll C~ll - All Ayes. ~ A letter was received from I~ndale Builders petitioning for Curb and Gutter~ also Asphalt M.at on 7th Street from 51st to 53rd, also 51st, 52nd and 53rd Avenues from 7th to~ 6th Street, also street signs. Notion by Hosch seconde~ by Julkowski, that this work as requested in letter fro~ Lyndale Builders dated Nay 13th, be included in the 1958 street program. Roll Call - All Ayes. A letter wa~ received from Lyndalo ~,~ders requesting that sewer and water be stubbed to lot lines on 7th Street from 51st to 53rd on the west side of street. Mo~ion by Holm seconded by Hos~h, that anyone requesting ~ither sewer or water stubs, can request the installation frmn the City Manager and it w~ be so anthori~ed upon payment of the proper fee -.Sewer Stub $68.00~ Short,water stub $~8.00 and Long water ~tnb $118.~. Ro~l Call - Ail Ayes. The City Engineer reported on a proposed storm sewer for the east side of 40th and Polk and 41st and Hayes. Motion by ~,~owski seconded by Hosch, that the City Manager be authorized to advertise for bids for a Storm Sewer starting Just north of intersection of 41st and Polk Street, thence south to 41st Avenue, thence along 41st Avenue and certain lot lines to Arthur Street, thence south on Arthur to 40th Avenue amd thence ~ast on ~0th Ave~us. Roil Call - Ail A~es. Road surfacing for this year was discussed. Motion by Hoach zecomded by Enutson, that the 0ity Manager be authorized to advertise a Hearing on June llth to cover the pmopozed street surfacing. Roll Call - ~_~ Ayes. Second reading of Ordinance No.384, Being an Ordinance authorizing the establish- ment amd maintenance of a Policemen's Relief Association within the City of Columbia ~eights. Ordinance No.384 offered by .Holm seconded by Hosch. Roll Call - A~l Ayes. First reading of Ordinance No.385, An Ordinance providing ,for the issuance of $750,000 of Bonds, for creating and maintaining the City's permanent improvement rewlvtn g fund. Councilman Julkmeski introduced a written Ordinance No.385, seconded by Ehutson, entitled SAn Ordinance providing for the issuance of $750,000 of Bonds for creating _~,amintaining the City's Permaaent Improvement Revolving Fund~" which was given its first reading. Roll Call - Ail Ayes. O~ Motion made, seconded and carried, said Ordinance was ordered filed in the office of the Secretary of the Council and~to be published as a proposed . Ordinance in the next issue of the official newspaper. Resolution' offered by Enutson seconde~, by Holm, BE IT HEreBY RE~OLVED by the City CouncLl of the City of Columbia Heights, that the City treasurer be and she is hereby instructed to transfer from the Liquor Fund as follows s $3,593.10 to the Police & Court 1,698.71 to the Fire 1,667.12 to the Street 292.69 to the Library and that there are sufficient moneys in said Liquor fund to make such transfers. The City Manager reported a meetin~ had been arranged with Mr. Shattuck for May 16th at 7:30 P.M. Earl -~rneson, Union representative was present w$~vref.erence to retroactive pay for the period from January 1st to April lst~fSr the dSpartments which .he represents. No action was taken and it was deferr$~d until the next meeting for further study. The City Manager brought up the matter conce.rning the letter sent all Council members by the Department of Police, concerning vacation procedures abd Status of the assistant Clerk of Court. By mutual consent this letter was deferred to the meeting of May 28th. ~ The EngiSeer reported-oh tabulation of bids for asphalt and gravel vhich were received at the beginning of the 'meeting.
