Meeting called %o order at 8 P-~. Ail members present.
MAnures of the last regular meeting were read and approved.
Ra~mond Ross was present and spoMo re~arding lots on 40th Avenue, east of
Central, in which he is interested. He was a~ked ~o ha~e his proposal
iR writing and prese~ to City Council.

Preamble to Ordinance No.383, being au Ordinance entitled "Au Ordinance authorizing
t?~ sale by' the City Treasurer of $100,000.00 Emergency Debt Certificate,.
I~IEREAS, it ~ecame necessary to properly carry on the functions of Municipal
Government of the City. of Columbia Heights to precedd with the Public improvements;
and, WHERE,, there~ are insufficient monies in the City Treasury to pay costs
currently due, and the City is therefore without funds to pay for comtract
'payments now due; ,

(3834 Buchanan) on Job No.205 in the amo~t of $17.6~ have been ,paid in full;
BE IT THEREFORE RESOLVED THAT the County Auditor be and he is~hereby authorized
and directed to ~trike from the assessment rolls the aforesaid assessments.

that the County Auditor be and he is hereby authorized and directed to strike

Th~ City Engi~ser reported o.n Sanitsr2 Sewer and Water. alu for Tyler, Polk and
'Ta~le~ Streets fre~ 4S~h to ~Tth..This w~w~ be taken up at a later date .after.
The City Engineer presented a report for the need~ ~o~ storm sewer which would
serve the low area at 40th and Polk and 41st and Hayes, md was instructed to
have an estimate of the cost at the next council meeting. ,
The Engineers' report on the 19~? street program and e~:~p~ent, needs was discussed
bu~ the Council felt they should have more time to stud~ this.
Motion by Hosch seconded by Julkowski~ that a special meeting be held on Tuesday,
Apr~.l 3Otb, at 7~30 p.m. for consideration of the street program. Roll C~ - A~I A~es.
The Ma~or state~ he would like to appoint Ralph Lawrence to the Police Civ~_l
Service Commission to replace Elsie Wermerskirchen. ~
Motibn by Julkowski seconded by Knutson, confirming Zhe Ma~or's appointment
of Ralph. Lawrence to the Police Civil Service Commission. Roll C~ -. Ail Ayes.
Other appointments on various Oommissions wa~ brought up but Council members
asked that they be held over until the next meeting, .
Motion by Holm seconded by .Hosch, that the report from the Arbitration Panel
be placed on file. Roll Call - Ail Ayes.
The Shattuck report was brought up but decided to hold this u~ until the next
meeting for further stud~.
The notification of'Contract expiration 'for sewer connections on 37th Avenue .
wa~ discussed and' the City Engineer was asked to start working on this.
The State Auditor's Draft for Audit was presented in the amount of $6,309.96.
Motion by Julkowski, that this b~l for the Audit be paid. ·
Mr. H61m stated he ~as not in favor of p~ging this b~ unt~.l a qualified answer
is received from the State Auditors, in regards to information asked for.
