Regular Meeting Februamy 12, 1957
Meeting called to order at 8 P,M. All members present.
Several Boy Sgouts were ~n attendance 'an~ introduced.' They par%icipa~d
in~ discussion on w~ether the vo~ing age should be r%duced to 18. They
als~ discussed the Resolution which 'th~ Minnesota State Legislature is' presently
considering, about not allowing a driver under 18 to ~rive between 11 ~-~. and

voted to retain the present ruling. ·

The City Manager reported he had contacted Hr. Gerbe~ of the Bus Company, and he
s~ated inasmnch as considerable time had been spent on thcs proposed'route it
should be given a trial.
Resolution offered by Hosch seconded by Julkowski, BE IT HEREBY RESOLVED that
the City Counc~_l of the City of Columbia Heights, hereby authorizes the Tein
City Rapid Transit Company to use the Streets designated on Map presented by
the~j and to extend Bus sex, ice within the CitY of Columbia'Heights over the
Streets as designated on said map. Roll Call - All A~es.
Motion by Julkowski seconded by Knutson, that a' special meeting be set for Wednesday,
February ~th, at 7~30 with the Fire Department and 8~30 with the Police
Department. Roll Call - All Ayes.
Resolution offered BY Holm seconded by Julkowski, BE IT HE~Y RES~4~ by the City
Council of the City of Columbia Heights, that the CitY Manager be authorized to
enter into Contract Amendment Noel with the Matba~e Addition Contractors,
'Petrowske, Petrowske & Ross, to make changes i~ the Sewer and Watermain construction
adjacent to Central Avenue, as recon~ended by the City Engineer. These changes
the extension of the Ten (10) inch Watermain from'5Oth and Central to 51st and Central,
and the c .h~nging of She ~anitary Sewer line from 49th and Central to 51st and Central,
from an e~h~ (~) inch"l~ne 'tO 'a Ten (10) inch line, at an increaSed depth so that
this sewer may be utilized as a portion of the Trunk Sewer 'Syste~.
Al~ revised constr~ction to be at the ,,"~t ~rices previously bid by the Contractor,
e~CeP~ that the Sanitary Sewer ~pecial Construction item be increased in the
amount o~ $1~650'00' and the Watermain special construction item increased in the

37th Avenue, and advertising ~r bids to be made together with the s~er program,
A' Hearing was held on the installation of the North Trunk Sanitary Sewer, Watermain
and Storm Sewer; The City Engineer gave a detailed repor~ on this project and
estimated costs.
Motion By' Holm seconded'by Hosch, authorizing the City Manager to advertise for
bids for the construction of ~hese projects described as the North Trunk Sanitary

by the City Cou?i! of t_h~e City of Columbia Ee~i~hts, that the Planning Commission
of the City of Oo!umbia Heights be ~nd is ~hereby designated as the Board of Appeals,
as defined in Section.204 of Ordinance No.376, the same being the Building Code
for the City of Columbia Heights. Roll Call - Ail Ayes.
The City Attorney reported that the contract had been drawn relative to
routine maintenance of certain State and County aid roads within the City of
Columbia Heights, and submitted to the County of Anoka for approval.
A claim was received from Lillian 0. Watford for injuries.

A Petition was received for Sanitary Sewer on Jefferson Street from hSth to 46th.

The Engineer reported on hi~ inspection of the Water TarJ~, and recommends that
in the next year or two the interior should be sand blasted and painted, but the
exterior is in good shape. He pointed cut that the concrete around the base of
the tank has pulled awa~ and that this forms a water trap which could cause serious
rusting and pitting. This concrete should be removed and the entire tank shell
exposed to the air.
