Regular Neeting
June 12th, 1945
~,{eeting was called to order at 8:.S5 P.N. All members present. Minutes of the
orevious regular and soecial meetings read and aoproved.
Beer parlor ooerators aO_oeared before the Co~nci! and made inouiries as to certain
matters regarding ooeration of beer oarlors. Discussion.
~otion by Nyge~rd, seconded by $oekulant, that the letter from the Police Department
co~taluing a proposed wage scale for the department, be olaced on file. Roll C~ll -

Officer Podany protested recommendation of the proposed wage scale th~.t Officer Glader's
salary be put on a par with his ~Podany's).
Chief Cottrell advised that Arthur Porter's resign~.tion from the Force would beccme
effective June 16th and stated t?~t the c~nce of obtaining ~ m~n to t~ke Porter's
place was very unlikely; he advised the Council that to fill in the shift, men ~st
either work longer hours or else the work of the deoartment must be curtailed.
Representative of Local ~544 aopeared at meeting in regards to demands of street crew -
i.e. 40 hr. week with time and a h~lf for Saturday work. snch r~te retroactive to
~arch 27th, and 4th utility ,man be paid $175.00 Der month. Discussion. Cour~ci!'s
~rooosal for Saturdays off every other week starting July !s~ t~ end of year was re-
fused by street crew.

John Lakotas appeared before the Council in his mother's behalf, as per reouest made
by the the Council to Mrs. Lakotas on June 5th. The Council a&monished John on the
condition of the beer parlor and the .manner in which it had been operated in the past
and cautioned that the onerator must adhere to re~llations in the future.

restaurant, cigarette, on and off-sale beer licenses be granted. Roll Call - All ayes.

the conducting of Youth Centers in the City of Columbia Heights. Roll Call - All ayes~
Letter from Mrs. Roy ~illismson, 4369 Arthur St. N. E. read, regnesting a street light
at 44th and"Arthur St. ~.E.
Motion by Bentzen, seconded by'Jackson, that City Manager be instructed to install light
at 44th and Arthur St. N. E. and also set up the necessary warning signs. Roll Call -

Motion by Jackson, seconded by Nygaard, that the City Manager compile figures on bids
far watermain an& have them rea~; for special meeting to be held Friday, June 15th.

Resolution offered by Nyg~.ard, seconded by Jackson. BE IT HEREBY RESOLVED by the City
Council of the City of Columbia Heights that the City Treasurer be and she is hereby in-
structed to transfer the sum Of One Thousand ($1,000.00) Dollars from the Liquor Fund
to the Police Fund; and that there are s~3~ficient moneys in said Liquor Ftu~d to make
such transfer. Roll 0all - All ayes.
Resolution offered by Jackson, seconded by Spekulant. WHEREAS: The City of Columbia
Heights, did on the llth day of Jttue, 1945, conduct and hold a General Municipal Elec-
tion for purpose of electing candidates for 0ity Office; and, ~HEREAS: The City Council
of the City of 0olumbia Heights, at a regular meeting of said Council held on the l~h
day of June, 1945, did canvass~ the returns and results of said General }~unicipal Election;
and, WHEREAS: The following results were determined by said canvass of said General
Municipal Election, to-wit~

John Nordin be and is hereby declared to be Mayor of the City of Columbia Heights.' That
~ard Lathrop and Irving H. Nygaard be and they hereby are declared to be Councilmen of
the City of 0olLvnbia Heights. Roll Call - All ayes.
Question of police wage scale proposal deferred until special meeting Friday, June 15th;
also, consideration of liquor store maD~ger~s request for wage increase.
City Manager reported reouest from the American Legion for the City to provide ~esk space
for Veterans~ Rehabilitation representative. Discussion. 0ity Manager ~nstructed to
provide such space either in Police Station or Fire Station, as the case mss' be.
Chief Cottrell re~uested~action o/~ new state legislatio~ governing bingo. Discussion.
City Attorney. instructed to draw up ordinance in this regard and have it ready for the
special meeting, June l~th.
Motion by Jackson, seconded by Spekulant, that the apDlication of the Civic Improvement
Ass'ri. to operate a Bingo Stand at the Jubilee - July 27-29 - be granted subject to the
passage of ordinance regulating bingo Olaying. Roll Call - All syes.
