Regula~ ~feeting - Eay 8th, 1945
~eeting was called to order at 8:E5 F. ~v'~. All members present. ~{inutes
of the previous meeting were read and omission of the following motion v.~as
noted: ~otion by Nygaard, seconded by Jack, son, that the bid of John Behun
to collect g~rbage in the City of Columbia Heights for one year beginning
~,.~ay 1st, 1945 for a fee of ~9~.00 per month be accepted. Roll Call - All
ayes ·
~otion by Jackson, seconded by Bentzen, that the application of John DeGidio
to operate a third pump at his gasoline station at 57~ - 40th Ave. be grant-
ed. Roll Call -All ayes.
Notion by Jackson, seconded by Nygaard, that the copy of letter from the
~inn. Dept. of Health written to Mudolph Swanson regarding the latter's
violation of the City ~lumbing Ordinance be placed on file. Roll Call -
All ayes,
Letter from The Barrett D~vision read regarding continuation of last year's
Tarvia contract for the season of 194~.
Motion by Bentzen, seconded by Spekulant, that the City continue the contract
1'or Tarvia with the Barrett Division during 1945. Moll Call - All ay es.
Letter from Local No. 544 read recommending wage rate for truck drivers and
patrol grader operators comparable ~ith the City of ~,~pls. - also, that such
employees be placed on a forty-hour week basis.
~,~.r. Harold Sevea~ representative of Local #544, appeared before the Council
in regards to such wage increase for the street crew. Discussion. ~r.
Sevea requested the Council to consider the recommendation and stated that
he would be present at the next regular meeting to discuss the matter fur-
ther.
Mr. Carl Anderson of 4400 - 7th St. N. E. was present at the meeting to ob-
tain the Council's decision on his request that the City construct a retain-
ing wall along the south line of his property. He was advised that investi-
gation of the matter had not been completed and that he ~ould be advised
further in this regard at a later date.
Motion by Nygaard, seconded ~y Spekulant, that the letters received by the
City Manager on the practice of picking up dogs in the City be placed on
rile. Roll Call -.All ayes.
Fred Spoor was present at the meeting regarding vacation pay and over-time
pay due him prior to his dismissal as bartender of the liquor store. Dis-
cussio~.
~,Iotion by Bentzen, seconded by Jackson, that Fred Spoor be paid $145.06 for
over-time pay due him plus 4 weeks' vacation pay, less I4~ hrs. vacation
taken in 1944. Moll Call -Ail ayes.
Council decreed that City Attorney be instructed to draw up a resolution
governing City employees' vacations - also holidays to be observed by the
City

obtaim Council's decision in regard to making an additiom %o their dwelling
which is located on re,ar Of lot. Discussion.

Zoning Commission on Thursday, ~a.Y .l~oth, to. discuss the question of con-

tko Veterans .of Foreign Wars) requesting permission to conduct a parade in
th~ City' ~on ~lemoriaZ Day'; also invited Council members to participate in
the parade and ensuing ceremonies.

City Manager re'quested permission to advertise for bid's for painting the
exterior of the Police S%a~,tion and the in'terior of the ~unicipaI Liquor Store

advertis~ for bids for- painting' Police Station and Liquor" Store and such

City Manager- submitted following' questions for the Cou~nciI~s ~consideration:
New. light fixtures for the Pest Office; Ne'ed of an ordinance regarding park-
ing re':strictions and designation of authority' for regulation of same.
City ~anager.reported that the owner of Lot 24, Block 21 C.H.A. requests
that the City purchase.said lot for the reason that a city drain ditch
Ice,ted thereon r~nders the propmrty unsuitable for'selling p~rposes.
Discussion. CZ.t.y ~an~ger instructed to investigate the situation and repprt
at the next meeting.

May 15th, 1945
A special meeting of the Council was held for the puroose of opening sealed bids for the
'purchase of $55,000 Refunding Bonds of the City advertised for sale as directed,by Council
ADril 24th, 19~. All members present. The meeting was called to order at 8:05 P. M.
Four bids were submitted, opened and found to be as follows:

Resolution offered by Jackson, seconded by Nygaard. A'Resolution Accepting a Bid for,
and Relating to the Form and Manner of Execution of $55,000 Series B. 1944 Refunding Bonds,
and Making Provision for Their Payment and Declaring an Emergency. WH~REAS, pursuant to
proper action of the City Council and notice given, bids hs~e been received for the our-
chase of the bonds described below, which ,are to be issued for the ouroose of redeeming ~
and prepaying outstanding bonds of the City held by the State of Minnesota, and a substan-
tial additional premium on such redemption may be inctufred if this resolution is not de-
clared to be for the immediate Dreserw~tion of the public peace and safety and is declared
to be an emergency resoiution, wherefore it is so declared~ NOW, THEREFORE BE IT RESOLVED
by the City Council of the City of Col~bia Heights, Mi~nnesota, as follows: 1. The bid
of Paine, Webber, Jackson & Curtis of the City of Chicago to Durchase the $55,000 Refunding
Bonds of the City described in the notice of sale thereof dated Aprtl 24, 1945, and here$~
fore' duly published, is hereby found and determined to be the highest and best bid received
and ~hould be and is hereby accepted, said bid being to ourchase said bonds bearing inter-
est at the rate of 1.10% per annum, and to pay therefo~e~the sum of $55,017.70~olus
accrued interest. The City Treasurer is directed to retain the certified check of said
successful bidder'pendiP~ completion of the sale and delivery of said bonds, and the City
Manager i~ direct~Jto return forthwith the checks of the unsuccessful bidders. 2. The
City'Eanager is hereby ~uthorized and directed to cause printed bonds to be prepared for.
execution and delivery to said purchaser, said bonds to' be in the orin6ipa! amount of
$55,000, consistipg of bonds each in the denomination of $1000, to be numbered and to
mature as follows~
