Regular Meeting
April~ ~4th, 1945~
The meeting was called to order at 8:30 P. M. wall members present. Minutes of the'
previous meeting were approved as read.
Roy Anderson of 4243 Washington St. N. E. appeared before the Council stating that he had
petitioned the Zoning Commission for permission to n~.e an addition to his home at the
said address (dwelling located on rear of lot near alley) and suc~ permission was denied
him by the Commission. City Manager~read the minutes of the Zoning Commission meeting
verifying the action taken. DiscusSion.

Motion by Bentzen, seconded by Nygaard, that the members of the Co~ncil/view the situation
at 4245 Washington St. with regard to building an addition to the present dwelling and give
a recommendation in the matter at the next regular meeting. Roll Call - All ayes.
Fred Spoor aopeared before the Council in regards to his dismissal from the Liquor Store
and requesting that he receive vacation pay, over-time pay due him, and'notification of
dismissal' pay, as per Union contract.
Motion by Jackson, seconded by Spekulant, that. Mr. Spoor be given vacation pay and pay for
all other time due him. Roll Call - All ayes.
Resolution offered bY Nygaard, seconded by Jackson. BE IT HEREBY RESOLVED by the City
Council of the City of Columbia Heights that we are not in favor of a return to Standard
Time on July 8th in accordance with a recent act passed.by the legislat~e. BE IT
FURTHER RESOLVED that the City of Columbia Heights will continue on War Time with the
City of Minneapolis and other metropolitan areas in compliance with federal law. BE IT
FURTHER RESOLVED that the City Attorney's office cooperate with the City Attorney's
office of the City of Minneapolis to take whatever steps are necessary to carry out
the intentions of this resolution. Roll Call - All ayes.
· ~A claim in the amount of $20.00 for damage done to a tricycle by the city truck was
presented to the Council by Mr. Robert Re!mann of 3822 Polk St. N. Eo City Manager
stated that street crew reported seeing tricycle in street but had no knowledge of the
truck running over it; City Manager also reported that claimant stated that he did not
see the city truck ruu over the tricycle or d~mage it in any way. Discussion.
Motion by Nygaard, s$conded by .Bentzen, that Nr. Reimann's claim be placed on file. Roll
Call - All ayes.
Motion by Bentzen, seconded by Jackson, that the application of Maurice Klugman - 1315
Olson Memorial Highway - for a plumber's license be granted, subject to the condition
that he establish a contact ohone number in this City. Roll Call - Ayes: Bentzen,
Jackson, Spekulant, Bassett - Nays: Nygaard
Letter from Clyde C. Johnson read requesting extension of water main on Stinson Blvd.
to the North limit of Lot 19, Block 2, Silver Lake Addition. Discussion.
Motion by Jackson, seconded by Spekulant, that the request for watermain extension be
turned over to the City Manager for further report on the matter. Roll Call - All Ayes.
The matter of the sale of the $55,000 Series "B" Refunding Bonds of 1944was d~scussed.
Resolution offered by Jackson, seconded by Nygaard. A resolution fixing time and place
for receiving sealed bids for the sale of $~5,000 Series "B" 1944 Refunding Bonds, and
declaring an e~ergency. WHEREAS the City has heretofore authorized $105,000 1944
Refundin~ Bonds of which $50,000 Series "A" have already been sold and issued; and,
WIIE~, it now appears that the State Board of Investment will oermit the City to re-
tire the balance of the City's bonds held in their funds by oaying the necessary pre-
pa,vment premium; and, WHEREAS, said Series"B" Refunding Bonds cannot be sold within the
time limit orescribed for an orderly payment of the moneys due the State of Minnesota
and its reinvestment by the State Board of Investment in the forthcoming issue of gover~
merit bonds unless this resolution takes effect forthwith upon its passage; wherefore
this resolution is declared to be for the in~nediate oreservation of the ~ublic peace
and safety andis declared to be an emergency resolution; NOW, THEREFORE, BE IT RE-
SOLVED by the City Council of the City of Columbia Heights, Minnesota,as follows: 1. That
the Council will meet on the 15th d~ of Ma~, 1945 at 8:00 o'clock P. M. in the City
Hall in the City of Columbia Heights-to receive and consider sealed bids for the sale
of $55,000 Series "B" 1944 Refunding Bonds. 2. That all bids shall be sealed and filed
with the City Manager at or before the time fixed for the sale and accompanied by a
certified check or cashier's check ~%e~vable to the order of the City Treasurer in the
amount of 2% of the face value of t~'bonds bid for. The Council reserves the right
to reject any or all bids. 3. That ~he City Marm. ger be and hereby is authorized and
directed to give due notice of such ~ale by oublishing notice thereof once in each
week for two successive weeks in th~ Columbia Heights Record, the official newspaner
of said City, being a legal newspan~r published in the City of Columbia Heights, ~inn.

Motion by Nygaard, seconded by Jackson, that the cuestion of wage increase for the
street crew be tabled until next meeting for further consideration. Roll Call - All ayes.
Representatives of Ralph D. Thomas & Associates, sewer engineers, aopeared before the
Council and submitted reoort on survey of extension of sewer system in the City of
Columbia Heights.
