by the City Council of the City of Uolumbia Heights that:
.Whereas, it is deemed advisable and in the public interest that a F~remans
Civil Service Oommission be created in the City of Columbia Heights and,
.Whereas, the City has a Fire Dept. consisting of 2 or more regularly employed
and pai~ Firemen amd desires to avail itaelf of provisions of the law of the State
of ~esota for the creation of a Fireman's Civil Service Co,mission.
Be It F~rther Resolved, that from and af~ appointment of the Commission
provide~ for in said laws, said $ommission shall have control and supervision over
the employment, proa~tion, discharge and suspension of all Officers and ~nployees of
the Fire Bept. of the City of Columbia ~eights as provided in said Laws.

December 19th, 1944.
The meetin~ was called to order at 8:25 P.I~. Bentzen, Nygaard, Sp. ekulant, ~assett
present; Jackson, absent.
Mr. Harold lfood~ was present at the meetin~ and discussed with the Council the progress
made in the matter of issuin~ $105,000 Refundin~ Bonds of the City; he stated that final
word had not yet been received from the State Board of Investment as to the City's right
to redeem the entire $10§,000 of outstanding bonds of the City held by said Bo~rd.

Resolution offered by Bentzen, seconded byNy~aard. 'Being a resolution fixin~ the form
and details of $105,000 Refundin~2onds, providin~ for the present issuance of $~0,000
thereof', providin~ funds for their payment, and declarin~an emergency. Hell Call -

Messrs.' Frank and McMillan of Ralph D. Thomas & Associates, conslt, emirs., were present
at the'meetin~ to discuss means of extending the sewer system of the City. They sub-
mitted a proposal of services, charges for same to be made on the followin~ basis:
· Survey and report - 14% of the estimated cost.' This amount &amranteed not to
exceed $4,000.
For the preparation of plans and specifications ~ of the estl~ted cost of
the entire project.
For ~en. supervision and an~ additional nlans recuired durin~ course of construc-
tion, 1~ of the balance. This amount being the difference paid for the report,
piano and s~ecifications, whichpa.vment was based on est. costs, and the balance
d~e on the work based on actual construc, costs. In the event an over-pa~ment
is made on the est. costs, corresponding adjustment will be made in the finaL1
settlement.~
Motion by l~ga&rd, seconded by Spekulant, to accent and si~n the Retailers' Fair Trade
A~reement as submitted by Hiram Walker Inc. Roll Call - Ail ayes.
Motion by l~aard, seconded by Spekulant, that the petition recuestin~ that a street
light be placed at 49th and Sth St. N. E. be turned over to the City ~an~ger for proper
action and that he re~ort back at next meeting. Roll Call - All ayes.
Resolution offered by Bentzen, seconded by Spekulant. ~REAS the .assessment rolls for
special assessments ~lOS and ~111 were duly adopted by the Council on November 14, 1944;
and, ~tEREAS such assessment rolls have alread~ been referred to the County Auditor to be
spread with the taxes; and, ~HEi~AS the Council ha8 permitted pro~erty owners to pa~ such
assessments in full without interost and penalties at the City Office on or before
December 15, 1944; and, ~ the followin~ assessments have thus been paid in full:
