Regular Meeting
August 22nd, 1944
The meeting was called to order at 8:10 P.M. All members present. Minutes of the orev-
ious meeting read and approved. ' -
Mr. Cameron, together with other interes~property owners, appeared before the Council
inquiring as to progress on the extension of city water .main on Stinson Blvd.
0ity Manager reported that pipe for water main was available, with certain priorities, but
that the project must be approved by the W.P.B. E~t!znated cost of nroject not yet cpm-
Dleted. Investigation showed a n~mber of state-owned lots abutting route of proposed
Petition submitted to the Council for spreading of Tarvia (or oil) on Second St. betPeen
~7th Ave. and 40th Ave. N. E.
Motion by Jackson, seconded by Snekulant, that the petition be turned over to the City
Manager for checking and that he report back. to the Council on same. Roll Call - All ayes.
0oening of bids for sale of $9,000.00 in Certificates of Indebtedness to be issued, by the
City of ColEnbia Heights:
1.. Fidelity State Bar~ - entire issue at 2%
2. Juran & l~oody - entire issue at 2~, plus ~remium of $6.00
S. Kalman & Co. - entire issue at ~¥~, plus ~remium of $8.10
4..First National Bank of Np!s. - entire issue at 2~, plus oremium of $9.00
Motion. by Nygaar&, seconded by Jackson, that the bid of Kalman & Company be accepted.

Motion by Nygaard, seconded by Jackson, that the City Manager be instructed to notify
Kalman & Co. of the. awarding of the bid and take the necessary steve to negotiate the

Resolution protesting treatment given 0AA clients by welfare worker submitted to Council
by representatives of Townsend Cl~o.
Motion. by Bentzen, seconded by Spekulant, that the. resolution be referred to the Anoka
Count~ Welfare Board. Roll Oall- Ayes: Bentzen,, Jsckson, Nygaard, Spekulant. Nays:

orooosition to refund the $105,000 bonds carrying 3% interest, held by the State of Minn.,

Complaint on condition of City Dump reoorted by City Manager. Discussion.
Notion by Jackson, seconded by Nygsard, t?mt the City Manager place a man in charge
of the'City Dumo and ooerate the dumo on a p~v basis (10¢ per trailer-load, 25~ per truck-
load) if such p~actice-would be considered legal when subjected to City Attorney's
ruling. Roll Call - All ayes.

City Manager reported bonds (to defra,vexpenses incurred in n~ing Local Improvement Nos.
105 - 116 incl.) were printed, signed and turned over to ¥~lman& Co. and check thereon
received.
Otto Moe. appeared before the Council requesting oermission to install venetian blinds at
his beer. parlor at 506 - 40th Ave. N. E. Discussion. Council gr~nted Hr. Noe oeEntssion
to install said blinds.
City Manager reported on the City Dump situation, stating that t~r. Plochocki had been
hired to maintain the dump.
Motion by Jackson, seconded, by~emtzen, that City Manager be authorized to cay the d~mp
caretaker $20.00 per month until further notice. Roll Call - All ayes.
