Discussion. Cot~cil a&aonished Mr. Levy for not obtkining 19~ license before con-
tinuing Work on the sewer job before 'mentioned, and stated that work done in the future
must pass the inspection of the pl-mmbing inspector.
Motion by Jackson, seconded by Spekulant, t?~t the plumbing application of A. R. Levy
be granted. Roll Call - Ayes: Bentzen, Jackson, Soekulant, Bassett. Nays: ~Iygaard.
Motion by Nygaard, seconded ~y Bentzen, that the aoplication of Arthur Andersch to sell
cigarettes at 604 - 40th Ave. ~. E. be granted. Roll Call - All ayes.
Motion by Nygaard, seconded by Spekulant, that the collateral offered by the Columbia
Heights State Bank (listed as follows: $S0,000.00 U. S. Treasury l~,~'~ notes due 9/1-~4_7)
be accepted, subject to the approval of the City Attorney and City Treasurer. RSll

accepted, according to the City's need. Roll Call - Ail ayes.
Mr. and Mrs. Pohl, 4S00 Central Ave., appeared, recuesting Council's decision on work
to be done on drainsge of 43rd Ave. west of Central Ave. City ~nager stated that work
would be started on installation of tile (as Get motion passed July llth) as soon as
another tile oroject is comoleted.
City Manager reoorted t~t the estimated cost of installation of tile on 42nd Ave.
between University Ave. and Third St. in Rearrgt. of Blk. C would be aoproximately
$300.00, not including back-fill.
Motion by Bentzen, seconded by Nygaard, that Ray .Pritchard be aooointed temoorarily to
Park Board to fill the vacancy left by Mr. Von Dell. Roll Call - Ail ayes.
Motion.by. Jackson, seconded byNygaard, to allow the bills out of their proner funds.

Resoldtion offered by Jackson, seconded by Soekulant. BE IT HEREBY RESOLVED by the
City 0ouncil of Columbia Heights that the City Treasurer is hereby authorized and instructed
to transfer the following moneys from the funds named to the Fire Pund, to reimburse the
Fire Pund for equipment repairs: Street, $~10.00; Water, $48.00; Park, $25.25; Police,
$106.?§; and that there are sufficient moneys in said funds to m~ke such transfers. Roll
Call - All ayes.
Resolution offered by ~Tygaard, seconded by Spekulant._ BE IT HEREBY RESOLVEN by the City
Council of the City of Col~mbia Heights that the City Treasurer is authorized and hereby
instructed to transfer the sum of $1000.00 from the Liouor Fund to the Band l~und; and that
there are sufficient moneys in said Liouor l~md ~o make such transfer. Roll Call - All ayes.
Motion by Bentzen, seconded by Jackson, that City ~nager be instructed to check into
band fund and ~ay whatever said fund allows on the 'Uniforms by 0stwald' bill. Roll Call -
All ayes.
Motion by Bentzen , seconded by Spekulant, that the City Manager be instructed to oreoare
necessary ~apers to issue an emergency certificate to the Si~J*ingFund in the ~mount-of
$1000.00 to cover cost of two tile projects (43rd Ave. west of Central and 42nd Ave. between
University and Srd St.). Roll Call - All ayes.
Motion by Nygaard, seconded by Jackson, that the City Mar~ger be instructed to advertise
for bids for the sale of bonds uo to $10,000.00 for local imorovements. Roll' Call - All
ayes.
