Minutes of the previous regular and special meetings read an~ ~l~ng addition wmm recon~ended for the minutes of the June 20th meeting: That the fact be noted that the only resi- dents present at the hearing for local imorovements were those of $Sth Ave.; no other localities where improvements are to be made were represented. Aoplication to do plumbing in the City of Columbia Heights was submitted by the Hum- boldt Plumbing & Heating Co. (A. R. Levy) 1507 ~ashington Ave. ~o. Discussion. Hotion by Nygaard that apolication be denied. Motion by Sp~ulant that s~plic~tion be tabled until the next meeting. Mayor declared both motions void for lack of a second to sam~ Motion by Jackson, seconded by Bentzen, that aoplication of Humboldt Plumbing & Htg. Co. be held over until the next meeting and that the City Manager request A. R. Levy to be present at said meeting. Roll Call - All ayes. Motion by Spek~lant, seconded'by ~ygaard, that the note of thanks from Conrad Johnson be placed on file. Roll Call - All ~yes. Motion by Nyga~rd, seconded by Spekulant, that the communication from H. J. Bikson,~ attorney for C. Jo~ms - 1802 - 40th Ave., advising of impending suit against the City, be turned over to the City Attorney. Roll Call - All ~yes. Motion by Bentzen, seconded by l~ygaard, that'letter from Mayor McDonough of St. Paul regarding Aeronzutics Constitutional Amendment be placed on file. Roll Call - All ayes. Motion by Jackson, seconded by Spek~lant, that the communication from the )~ational Aeronautic Assoc. relating to the proposed "Aviation ~mendment" to the Constitution of Minnesota be placed on file. Roll Call - All ayes. City Manager recommended that new tile on north side of 43rd Ave. west of Central with an additional catch basin on the northwest corner of the intersection of ASrd and Central Aves. would be adequ~.te means of taking care of' storm water on 43rd Ave. Discussion. Motion by Nygaard, seconded by ~oekulant, that City Manager be instructed to install tile drain on the north side of 43rd Ave. from Central Ave. to a ooint aoproximately AC0 ft. west. Roll Call - All ayes. Mr. Sauber and Mr. Anderson aooeared before Council in regards to the Riding Stables. Council declared that no action had been taken due to the fact that no oninion had been received from the Attorney-Geneval stating Council's auCho~lCy~in the.ma~ter., as Mr. Bessessen had failed to forward ~o our City Atty. the ma~erxa~ as orom~sea.- City Manager reoorted that the reeuest of Mr. Johnson, 3854 Van Buren St., for per- mission to install a drain in his lot to connect with the storm drain on 39th Ave. and Ven Buren could be granted, as the grade of his lot was sufficient to allow drainage.
