The meeting was called to order at 8:10 P.M. All members mresent. Minutes of the
orevious meeting read and sm~roved.
Communication read from Albert Alth~us reeuesting nermission to o~rk and tenroorari]y
occupy ~ trailer on the ~remises at 4231 Central Ave.
Motion by Bentzen, seconded by Jackson, instructing Police Deo't. to issue a. ten-day
permit for trailer occunancy and advtse !.fr. ~ltbout that after e~irstion of such oermit
trailer is to be used for storage ~rcoses only. Roll Call - All %yes.
Apolication to do ol=mbing in the City of Col~znbia Me~ghts s~bmitted by S~m G. Brown,
~22 E. ~ake St. Mr. A.E. Sundberg, City plmmbing insoector, recuested the Council that

Several residents on Second and Third Sts. amoeared before the Council recuesting
information on the assessment of curb, ~tter and sidew~l~ ~ro~ect o~ Vortleth Ave. on
said szreets, when lots are not abuttlnE the oroJect. City Manager emml,ined the
method and reason for such assessment to the satisfaction of the incuisitors.

Mr. Bessessen, attorney for the oeti~ioners, appeared before the Council (meetinff in
joint session with the Fridley Town Board) an~ s~s~ed their compiaints Zurtner, urging
the Council to grant their request.
Acting City Attorney Pe~erson read letter received 0y nlm ~'rom ~ne A~orney-Genera£
advis~n~ ~n~.~ ~ne Academy wa~ o~era~ng as a £egai ous~ness and as SUCh, any
would come ttuder the jt~sdict~on of the local police department. Mr. Petersou coutended
that violation~ cited by petition and ~es~monles constituted private nuisances and
therefore the City was not ~he agent ~o deal w~h in ~n~s case.

Decided that City 0ouncil and Fridley Town Board should proceed in their investigation
of the ~ituation, giving the matter due consideration, and that Mr. Bessessen and Mr.
Peterson would inouire further into the nmtter and 'determine the City Council's and
Fridtey Town Board's anthority in this regard.

Mr. Sauber and Mr. Anderson asked audience of the Council i;~ regards to the ho~e
stables, requesting to 5mow the CoUncil's decision in the matter. ',,tr. Peterson, acting
city attorney, stated th~.t he had not been contacted by Atty. Bessessen nor received ar~v
material from hir~ to be incorporated in the letter to the Attorney-General as oer their
agreement. The residents orecent at the meeting urged that action be started and
Peterson assured them he would contact their attorney im~.~ed~ately in the ratter.

Discussion.

Mr. Sundberg appeared before the Council in regards to the p~um~ng appx~ca~on of
Sam Brown. The pl=nbing inspector advised the Council to reject ~aid application.
Motion by Spekulant, seconded by Jackson, t?mt the a?plication of Sam Brown be granted.
