Regular meeting called to order Jan. 14th, 1941. Ail members present.
Previous minutes read and approved.
Motion by Jackson, seconded by Pritchard, that C N. Annis be granted a renewal
his electrical license. Roll call - All ayes.
Motion by Pri~chard, seconded by Jackson, ttmt the Dutch Mill Dairy Inc. be granted
a restaurant license. Roll call - Ail a~es. (4054 Central A~e.)
Motion by Bentzen, seconded by Speku]~nt that Johnson Bros. 4043 Central, be granted
a 4 pump gas station license. Roll call-Ail ayes.
Motion by Pritchard, seconded by Jackson, that G F. ~tu~tms, be granted a res-
taurant, off and on sale license, for 3911 University Ave.. Roll call - Ail ayes.
Motion by Bentzen, seconded by Pritchard, that Buffum's Drugs be granted an off and
on sale license for 427 - 40th Ave. Roll call - Ail ayes.
Motion by Pritchard, seconded by Bentzen, that Abe Levitt be denied an off sale license
for 4048 Central Ave. Roll call - Ail ayes.
Motion by Bentzen, seconded by Jackson, that the City Treasurer be instructed to refund
money paid for license by Abe Levitt, and notify him that his application was denied due
to the fact that he is a non-resident. Roll call - Ail s~ves.
Motion by Jackson, seconded by S~pekulant that Anok~ Co-op Gas be granted a 2 ~ump gas
station license for 3907 Central Ave. Roll call - Ail ayes.
Motion by Jackson, seconded by SDekulant, that J McOallum and C A. Baker be granted
licenses for Ice Trucks and Ice Stations. Roll call - Ail ayes.
Motion by Bentzen, seconded by Pritchard, that H W Lennox be granted a 2 pump gas
station license for 4755 University Ave. Roll call - Ail ayes.
Motion by Jackson, seconded by Bent zen, that J Rofff be granted a 3 pump gas station
license ~x~, for 3824 Central A..e. Roll call - Ail ayes.
Motion by Pritchard, seconded by Bentzen, that B Julkowski be granted a 3 pump gas
station license for 573-AOth Ave. Roll call - Ail ayes.
Motion by Pritchard, seconded by Jackson, that Dan Walthers be granted an of~ sale
license for 804-40t~, Ave. Roll call - Ail ayes.
Motion by Bentzen, seconded by ?ritcl,~rd, that l. 0stmoe be granted a 3 pump gas station
license for 40th & 7th St. Roll call - Ail ayes.
Motion by Jackson, seconded by Spakulant that R. Bromherg be granted an off sale license
for 42~7 Jefferson St. Roll call - Ail ayes.
Motion by Bentze, seconded by Pritchard, that Joe Hayney be denied an off sale license
due to tha fact that he is a non-resident. Roll call - All ayes.
Motion by Pritchard, seconded by Bentzen, tMt the City Treasurer be authorized to re-
fund money paid for license and notify him of the reason. Roll call - Ail ayes.
Motion by Jackson, seconded by Pritchard, th t J. H. NU~din be granted a S pump gas
station license for ~201 Central A~. Roll call -All ayes.
Motion by Bentzen, seconded by Spekulant, that Heights Theatre be granted a theatre
license. Roll call-All ayes.
Re~lution ofi'ered by Bentzen, seconded by Pritc~ard - This is toe certify that at a
meeting of the City Council of the City of Columbia Heights, Anoka County, Minnesota,
d~ly called and held on Jan. 14, 1941, the following resolution was adopted: RESOLVED
That we hereby designate the First National Bank and Trust Company of Minneapolis
Minnesota, as a depository for momeys of this city for a oeriod of one year, beginning
the 1st day of January 1941, and the Treasurer of this city is hereby directed ~o de-
posit moneys of this city in said bank; and the said First National Bank and Trust Co.
of ~inneapolis is hereby authorized and directed to honor and pay any checks or orders,
when't signed by t e Treasurer, for the withdrawal or transfer of funds on deposit in said
bank in whatever form. BE IT EYRTHER RESOLVED,~ That ia case such deposits shall at any
time exeeed Five Thousand ($~000.) Dollar s, said depository shall immediately furnish
bond or s~curities in lieu of bond according to law, and the Federal Reserve Bank of
Minneapolis, Minnesota, is hereby designated as a place for the safeEeeping of all se-
curities furnished in lieu of such bond. This is to furh~er certify, that Hazel A.

Mayor Bassett appointed Walter Cottrell, as Chief of Police until that time when the
0ivil Service C0~nisSion f~ lls the ofz~ice of the Chief of Police. R
Motion by Jackson, seconded by Pritchard, that the fourth man be added to the present
Police force. Roll call - All ayes.
Motion by Pritchard, seconded by Bentzen, that a notice be' sent to the ~ivil Service
Commission advising them of the establishment of ~ four-man police force. Roll call
all ayes.
Motion by Pritchard, seconded by Soekulant that Ray Ernest be re-appointed for a five-
year period as member of the Park Board. Roll call -tAll ~yes.
Motion by Pritchard, seconded by Jackson, that communication from Hamrik Shipstead re-
garding approval of W.P.A. project ~0241 in amount of $120,826. be filed. Roll call -
all ayes. (For City-wide improvements)
Motion by Pritchard, seconded by Jackson, that the City Manager be author~ed to adver$
rise for ~id~~ for m~terial for water ma~s.- Roll call - All ayes$
Motion by Jackson, second6d by Pritcl~ard, that the City Treasurer be authorized to issue
a check in the amount of $~00. for settlement for claim for d~mages, to Chris Skaaden,
guardian of Clarence Skaaden and Joe Ws~go his attorney. Roll call - All ayes.
Re~lution of~'ered by Bentzen, seconded by Jackson, The City Council ~of the City of
Columbia Heights hereby Resolves: That the City Council hereby goes on record as en-
dorsing the installing of Federal Food Stamp P~ in Anoka County, and that a copy
of this resolution be transmitted to the Counts Oontmission of Anoka County. Roll call-
all ayes.
Motion by Bentzen, seconded by Pritchard, that the City Attorney be instructed to. check
on the legal steps necessary to establish a levy for ~ band purposes. Roll call -
All ayes.

Motion by Bentzen, seconded by Pritch~d, that the City Ma~er be instructed to check
into signs for 43rd and re~ort back to the next meeting. Roll call - All ayes.
Resolution offered by Pritchard, seconded by Jackson, The City Council of the City of
Columbia Heights hereby, resolves: That the City Treasurer be and she hereby is authori~
ed and instructed to transfer Two Thousand and no/lO0 ($2000.) Dollars from the "LiQuor
Fundm to the mStreet Maintenaucee Fund, and the City Council hereby finds that there is
sufficient surplus monies inthe #Liquor Fund" to nmke such transfer. Roll call - All
