PREAMBLE TO ORDINANCE NO. 669, BEING AN ORDINANCE ENTITLED
"AN ORDINANCE DIRECTING THE CiTY MANAGER NOT TO ADVERTISE
FOR BIDS FOR SUPPLYING AND LAYING CAST IZON WATER MAIN."
WHEREAS, it became necessary to properly carry on the ructions of ~iuni-
cipal Government of the City of Columbia Heights, to proceed with public
improvement; and
WHEREAS, there is not sufficient time, due to the lateness of the season,
to enable the City of Columbia Heights to advertise for bids for supply-
ing and laying 10~ Cast Iron watermain west from Main Street on 38th
Avenue N.E. to California St.N.E.
THiS CITY COUNCIL HEREBY, and under this Preamble declares an emergency
exists for the preservation of the public safety and that in order to
promptly meet said emergency, it is necessary to pass Ordinance No.669,
as an emergency ordinance.

ORDINANCE NO. 669
AN ORDINANCE DIRECTING THE CITY MANAGER NOT TO ADVERTISE
FOR BIDS FOR SUPPLYING AND LAYING CAST IRON WATER MAIN.
THE CITY OF COLUMBIA HEIGHTS DOES ORDAIN:
Section 1. That the City Manager of the City of Columbia Heights is
hereby directed to refrain from advertising for bids for
supplying and laying 10 inch mst iron water main pipe in
38th Avenue,West of Main Street, to California St.N.E.
Section 2.
That the City Council has been advised by the appropriate
department heads of the City of Columbia Heights, that the
water main is to be an integral part of the city trunk water
main distribution system and the most economic means of sup-
plying water to this area is by extending the trunk main at
this time in lieu of allowing a temporary private line for
service. In view of these determinations the engineering
department of the City of Columbia Heights, has determined
the cost of supplying and laying this water line, as $3,500
based on competitive bids on similar projects during the
1967 construction season.
Section 3. That the Mayor and City Manager shall be authorized to enter
into an agreement with the petitioner for water service at
3755 California Street, wherein the petitioner shall pay to
the City the sum of $500.00 for the water service, and
aforesaid construction shall not proceed until this agreement
is consummated.
Section
This ordinance being necessary for the immediate preservatioh
of public peace, health, and safety, hereby declares it to
be an emergency ordinance and shall take effect immed±ately
upon its passage.
