HomeMy WebLinkAboutOrdinance 659PRF~LE PREAMBLE TO ORDINANCE NO. 659 BEING AN ORDINANCE ENTITLED "AN ORDINANCE DIRECTING THE CITY MANAGER NOT TO RE-ADVERTISE FOR BIDS ON CATIONIC EMULSIONS FOR THE BALANCE OF THE 1967 CONSTRUCTION SEASON". WHEREAS, it became necessary to properly carry on the functions of municipal government of the City of Columbia Heights, to proceed with public improvements; and WHEREAS, there is not sufficient time to enable the City of Columbia Heights to re-advertise for bids on cationic emulsions. THIS CITY COUNCIL HEREBY, and under this preamble declares au emergency exists for the preservation of the public safety and that in order to promptly meet said emergency, it is necessary to pass Ordinance No. 659 as an emergency ordinance. Nawrocki, Mayor AN ORDINANCE DIRECTING THE CITY MANAGER NOT TO RE-ADVERTISE FOR BIDS ON CATIONIC EMULSIONS FOR THE BALANCE OF THE 1967 CONSTRUCTION SEASON THE CITY OF COLUMBIA HEIGHTS DOES ORDAIN: Section 1o That the City Manager of the City of Columbia Heights is hereby directed to refrain from re-advertising for ~ids on cationic emulsions for the seal coating project in the 1967 construction season. Section That the City Council has called for bids on cationic emulsions together with other asphaltic materials for the 1967 construction season but received no bids on cationic emulsions from suppliers at that time. That the 1966 successful bidder~ Jay W. Craig Co., on cationic emulsions has agreed to supply the necessary~olumes required on demand at the 1966 bid of $0.195 per gallon for CRS-1 or CRS-2 cationic emulsion. That the City Council has been advised by the appropriate department heads and administrative officers of the City that said offer compares favorably with similar material prices in our area and have recommended acceptance° Section This ordinance being necessary for the immediate preservation of public peace, health, and safety, hereby declares it to be an emergency ordinance and shall take effect immediately upon its passage.
