HomeMy WebLinkAboutOrdinance 635PREAMBLE PREAMBLE TO ORDINANCE NO. 635, BEING AN ORDINANCE ENTITLED "AN ORDINANCE DIRECTING THE CITY MANAGER NOT TO ADVERTISE FOR BIDS TO INSTALL 468 FEET OF 8 INCH CAST IRON PIPE WATERMAIN REPLACEMENT UNDER UNIVERSITY AVENUE AT 4~TH AVENUE, WHEREAS, it became necessary to properly carry on the functions of municipal Government of the City of Columbia Heights, toiproceed with public improve- ment; and i WHEREAS, there is not sufficient time to enable the City of Columbia Heights to advertise for bids for utility extension. THIS CITY COUNCIL HEREBY, and under this Preamble declares an emergency exists for the preservation of the public safety and that in order to promptly meet said emergency, it is necessary to pass Ordinance No.635, as an emergency ordinance. THE CITY OF COLUMBIA HEIGHTS DOES ORDAIN: Section 1. That the City Manager of the City of Columbia Heights is hereby directed to refrain from advertising for bids for watermain extension under University Avenue at 40th Avenue N.E. Section 2. That the City Council has been advised by the appropriate de- partment heads of the City of Columbia Heights that watermain replacement must be extended underneath University Avenue at 40th Avenue. That the watermain replacement must be coordinated with the Highway construction work, which is now in progress; at University Avenue. That Knutson-Seurer is the Highway Department Sub-contractor, which will be working on the utilities in the Highway construction. That Knutson-Seurer has been g~ven plans and has submitted a low bid in the amount of 83695.00. The bid of Knutson-Seurer very favorably compares to the Engineering! Department estimate. Section 3. This ordinance being necessary for the immediate preservatic~n of public peace, health, and safety, hereby declares it to be an emergency ordinance and shall take effect immediately upon its passage.
