HomeMy WebLinkAboutOrdinance 613 PREAMBLE PREAMBLE TO ORDINANCE NO. 613, BEING AN ORDINANCE ENTITLED "AN ORDINANCE DIRECTING THE CITY MANAGER NOT TO ADVERTISE FOR BIDS FOR STORM SEWER REPLACEMENT AND REPAIR WORK. WHEREAS, it has become necessary to properly carry on the functions of Municipal Government of the City of Columbia Heights, to proceed with public improvement; and WHEREAS, ,there is not sufficient time to enable the city of columbia Heights to advertise for bids for storm sewer replacement and repair work, as approved by the Federal Governman~ for emergency relief financing. The City Council hereby and under this Preamble, declares an emergency exists for the preservation of the public safety and in order to meet said emergency, it is necessary to pass Ordinance No.613, as an Emergency Ordinance. Secretary of the Council oRDINANCE NO. 613 AN ORDINANCE DIRECTING THE CITY MANAGER NOT TO ADVERTISE FOR BiDS FOR STORM SEWER REPLACEMENT AND REPAIR WORK. THE CITY OF COLUMBIA HEIGHTS DOES ORDAIN: Section I. That the City Manager of the City of Columbia Heights is hereby directed to refrain from advertising for bids for the replace- ment and repair work for the Storm Sewers on Maiden Lane and Heights Drive in the City of Columbia Heights. Section II. That the City Council has been advised by the appropriate department heads of the City of Columbia Heights, that the storm sewer replacement and repair work as approved for flood relief funds, must be completed and invoiced prior to April 11,1966, and with the onset of winter digging conditions, it is necessary to proceed immediately with said replacement and repair work. The City Council is further advised that in order to properly comply with the limitations presently set forth by the Federal Agency concerned, that as a pre-requisit to obtain- ing Federal Funds, a contract between the City of Columbia Heights and a qualified excavating contractor be entered into and that said construction and repair cost shall be limited to $5,!57.00. The City Manager is further directed to negotiate with storm sewer contractors presently in the area, to obtain the best bid from the respective storm sewer contractors. Section III. This ordinance being necessary for the immediate preservation of public peace, health, and safety, hereby declares it to be an emergency ordinance and shall take effect immediately upon its passage.
