HomeMy WebLinkAboutOrdinance 606~REAMBLE PREAMBLE TO ORDINANCE N0.606, BEING AN ORDINANCE ENTITLED "AN ORDINANCE DIRECTING THE CITY MANAGER NOT TO ADVERTISE FOR BIDS FOR SANITARY SEWER CLEANING AND REPAIR WORK." WHEREAS, it became necessary to properly carry on the functions of Municipal Government of the City of Columbia Heights, to proceed with public improvement; and ~ WHEREAS, there is not sufficient time to enable the City of Columbia Heights to advertise for bids for sanitary sewer cleaning and repair work. THIS CITY COUNCIL HEREBY, and under this Preamble declares an emergency exists for the preservation of the public safety and that in order to promptly meet said emergency, it~is necessary to pass Ordinance No.606, as an emergency ordinance. Secretary of the Council ORDINANCE NO. 606 AN ORDINANCE DIRECTING THE CITY MANAGER NOT TO ADVERTISE FOR BIDS FOR SANITARY SEWER CLEANING AND REPAIR WORK. THE CITY OF COLUMBIA HEIGHTS DOES ORDAIN: Section I. That the City Manager of the City of Columbia Heights is hereby directed to refrain from advertising for bids for the cleaning and repair work for the sanitary sewer of the City of Columbia Heights. Section II. That the City Council has been advised by the appropriate department heads of the City of Columbia Heights, that the American Pipe Cleaning Company is the best and only quali- fied sanitary sewer cleaning company. The City Council is further advised that in order for the City of Columbia Heights to obtain Federal Funds for the repair and the cleaning of the sanitary sewer system of the City of Columbia Heights, representatives from the Federal and State agencies will inspect the sanitary sewer system on June 29, 1965. That as a prerequisite to the obtaining of Federal funds a contract between the City of Columbia Heights and a qualified sanitary sewer cleaning company be entered into. Section III. This ordinance being necessary for the immediate preserva- tion of public peace, health, and safety,hereby declares it to be an emergency ordinance and shall take effect immediately upon its passage.
