AN ORDINANCE TO AMEND ORDINANCE NO. !7~ BEING AN ORDINANCE AMENDING
AN ORDINANCE TO AMEND ORDINANCE NO. !45 BEING AN ORDINANCE LICENSING
AND REGULATING TKE SALE AT RETAIL OF NON-INTOXICaTING MALT LIQUORS
AND PROVIDING A RENALTY FOR VIOLATION THEREOF.
THE CITY COUNCIL OF THE CZ~Y OF COLUMBIA H~IGHTS DOES ORDAIN:
Section !. That tha~ portion of Section Two (2), of Ordinance No. !7g which
reads as follows:
"No license shali,be granted to any person who has been convicted
of a felony. Nor shall any license be granted to any person convicted
of violating the national or state laws, or local ordinances relating
to the manufacture, trgnsportation, or sale at wholesale or retail
of intoxicating liquors or of non-intoxicating malt liquorswhich
violation was committed after the passage of this Ordinance."

Section 2. In the place and in the stead of that portion of Section Two (2), of
Ordinance No. 17~ repealed by Section ! hereof, the following provisions shall
be inserted in said section:
"No license shall be issued to any applicant who does nS meet with
the following qualifications:

He must be the actual owner of the premises or the business at
the licensed premises. In case of a corporation, he must be the
manager of such premises or business.
b. He cannot have been convicted, within five years of the date of
the application of any felony, or of any two crimes other than a
felony or of any willful violation of any law deaiing with the sale,
possession, manufacture, transportation of liquor or beer. If such
conv~ion is in the United States, shall have resulted in a for-
feiture of his civil rights~ the five year period sh~ll begin to run
at the date of restoration of his civil rights.
c. If the applicant is a corporation~ it must be authorized to do business
in Minnesota, and must have its registered office in the C~ty of Columbia
Heights.
The duly appointed, qualified and acting executor, executrix~ administra-
tor, administratrix of the estate of a licensee may conduct the business
authorized by any license issued under the terms of this Chapter to the
deceased licensee, and under any renewal thereof, issued to such executor,
executrix, administrator or administratrix, upon the filing with the City
Clerk of a certified copy of his or her appointment as such executor, execu-
trix, administrator or administratrix; provided, however, that the executor,
executrix, administrator or administratrix of the estate of a deceased
licensee under this chapter shall a!sp apply to such executor~ executrix,
administnator or administratrix, except insofar as such qualifications
shall atto be required by any other law.
Section 3. Time of taking Effect. This ordinance shall be in effect and take
force from and after thirty (30) days after its passage.
