HomeMy WebLinkAboutOrdinance 568OPdDINANCE NO. 568 AN ORDINANCE CREATING A BAND AND CIVIC CHORUS BOARD FOR THE CITY OF COLUMBIA HEIGHTS AND PRESCRIBING CERTAIN DUTIES AND FUNCTIONS. THE CITY OF COLUMBIA HEIGHTS DOES ORDAIN: ~ Section 1. That there is hereby established for the City of Columbia Heights, a Band and Civic Chorus Board to be known as the Columbia Heights Band and Civic Chorus Board. Section 2. Appointment and Personnel. The said Columbia Heights Band and Civic Chorus Board shall consist of 6 members. The Band Director, the Choir Director, the High School Principal and three additional members, to be chosen by the City Council for the terms of one, two, and three years respectively, and thereafter for three year terms, all of whom shall be residents of the City of Columbia Heights and serve without compensation. Vacancies created by termination of office, removal from the City, resignation or otherwise shall also be filled by the City Council. Section 3. The Band and Civic Chorus Board may acquire and hold property subject to the approval of the City Council. Said Municipal Band and Civic Chorus Board shall be authorized and em- powered, for and on behalf of and in the name of the City of Columbia Heights~ to acquire by gift, purchase or lease, musical instruments, publications, books, music, uniforms and other materials incidental to the Municipal Band and Civic Chorus. Section 4. Powers and Duties. The said Board shall have exclusive control and supervision over all equipment and property used by the Band and Civic Chor~s. It shall recommend to the City Council the purchase of new equipment. It shall have exclusive control and supervision over the training and operation of the Municipal Band and Civic Chorus. It shall make such reasonable rules and regulations as it may deem proper and set up qualifications for the members of the Municipal Band and Civic Chorus. It shall have authority to appoint such new members as it may deem fit, and it may discharge or suspend such members as it deems unqualified or unfit for membership in the Band or Civic Chorus. It shall be charged with the responsibility for the conduct of the members of the Band and Civic Chorus during the times in which the said Band and Civic Chorus performs. Section 5. Receipts to be turned over to the City Treasurer. All moneys received by the Band and Civic Chorus Board or its members in its administration of any of the property or equipment under its jurisdiction shall be turned over to the City Treasurer at least once a year, and shall be placed by said City Treasurer in the Band and Civic Chorus Fund and no moneys placed in said Band and Civic Chorus Fund shall be transferred to any other Fund by the City Council. Section 6. Annual Audit and Budget. The Band and Civic Chorus Board shall keep such books and records of accounts as are necessary for the proper recording of its financial activities, tt shall cause an audit of its accounts and records to be made at the same time as the City Audit which audit shall be submitted to the City Council. During the month of July of each year said Band and Civic Chorus Board shall submit:to the City Council at a regular meeting thereof, a proposed budget showing its estimated financial requirements for the ensuing fiscal year. Section 7. Fayments of Claims. Ai~ claims and all bills incurred by the said Band and Civic Chorus Board when en-dorsed as hereinafter provided shall be presented to the City Council for payment and be paid in the same manner as other claims against the City are paid. Section S. This ordinance does repeal a resolution dated June 26, 1945, and shall be in full force and take effect from and after thirty (30) days after its passage.
