BEING AN ORDINANCE PROVIDING FOR THE ISSUANCE OF
ON SALE INTOXICATING LIQUOR LICENSE TO CERTAIN
CLUBS AND PROVIDING FOR THE REGULATION THEREOF.
THE CITY OF COLUMBIA HEIGHTS DOES ORDAIN:
Section I.
Definition: The term 'LClub~ means and includes any
corporation duly organized under the laws
of the state for civic, fraternal, social, or business
purposes or for intellectual improvement or for the
promotion of sports, which shall have more than fifty
(50) members and which shall, for more than a year, have
owned, hired, or leased a building,or space in a building
of such extent and character as may be suitable and adequate
for the reasonable and comfortable accomodation of its
members, and whose affairs and management are conducted
by a board of directors, executive committee, or other
similar body chosen by the members at a meeting held for
that purpose, none of whose members, officers, agents, or
employees are paid directly or indirectly any compensation
by way of profit from the distribution or sale of beverages to
the members of the club, beyond the amount of such reasonable
salary or wages as may be fixed and voted each year by the
directors or other governing body.
Section II.
Qualifications: "On-Sale~ licenses may be issued to any
bonafide club in existance twenty years
and to bonafide club of congressionally chartered veterans
organizations which have been in existence for ten years prior
to January 1, 1961. All such clubs must be duly incorporated
to be eligible to apply for such license.
Section III. ApDlication: Any club as provided herein, may make
application for such license. The appli-
cation shall be made to the City Clerk and shall contain the
following:
1. Name and address of Club.
2. ~Date of incorporation of Club.
3. A certified copy of the articles of incorporation.
4. Certified copy of the by-laws of the club, including
therein a definition of the word member.
5. A list of the,membership.
6. A copy of charter, if any.
7. A list of corporate officers and board of directors.
8. A copy of resolution of the club appointing a person
to be in f~ll charge of liquor operation.
9. A copy of plat plan showing the size and location
of building upon premises occupied by applicant.
10. Off-street parking available.
11. Zoning of land.
12. Statement of ownership of premises occupied by
applicant.
Section tV.
Section V.
License Fee: The license fee shall be $100.00 annually.
Regulations:
(1) Hours of operation: Sales made under such license
shall be made only during the hours of 4 p.m. to
1 a.m., Monday through Friday, and 1 p.m. to 1 a.m.
on Saturday. No sale shall be made on Sundays.
(2) Sale shall be made to club members only.
Section VI.

No such license shall be issued to any club which
shall occupy premises contrary to the provision of
the zoning ordinance of the City.
Section VII. Revocation:
Any violation of any provision of this
ordinance or the general statutes ~overning
sales hereunder, or any falsification of any
statement in the application shall be grounds
for revocation of the license.
Section VIII. Penalty: A club violating any provision of this ordinance
shall be guilty of a misdemeanor, and upon con-
viction thereof shall be punished by a fine of not more
than $100.00.
Section IX. Revocation:
This ordinance specifically repeals
Ordinance No.408.
Section X. Time of taking effect:
First reading: December 9, 1963
Second reading: December 23, 1963
This ordinance shall take effect
and be in force from and after
thirty (30) days after its passage.
