BEING AN ORDINANCE PROVIDING FOR THE LICENSING AND
BONDING OF INDIVIDUALS, FIRMS, CORPORATIONS, CONTRACTORS
AND SUB-CONTRACTORS DOING OR PERFO~vIING WOi~/~ WITHIN THE
CITY OF COLUMBIA HEIGHTS AND FOR WHICH PEP~iITS ARE
REQUIRED AS SET FORTH IN APPLICABLE CODES AND ORDINANCES
OF THE CITY OF COLUMBIA HEIGHTS.
THE CITY OF COLUMBIA HEIGHTS DOES ORDAIN:
Section 1.

That it is deemed in the interest of the public and the
residents of the City of Columbia Heights, 'that the work
involved in building construction, building alterations,
and building remodeling, and the installation of various
applicances and service facilities in connection therewith
be done only by individuals, firms, and corporations that
have demonstrated or submitted evidence of their competency
to perform such work in accordance with the applicable codes
and ordinances of the City of Columbia Heights regulating same.
The permits which the Building Inspector and City Manager are
authorized to issue under City Ordinances of the City of
Columbia Heights, shall be issued only to individuals,firms,
or corporations holding a license issued by 'the City for
work to be performed under the permit, except as hereinafter
noted.
Application for license shall be made to the City Council and
such license shall be granted by a majority vote of the Council
upon proof of the applicant's qualifications therefore and upon
filing a bond in the amount of Two Thousand Dollars ($2,000)
conditioned upon compliance with the provisions of said City
Ordinances, the filing of certificates evidencing the holding
of Public Liability Insurance in the limits of $25,000.00
per person, $50,000.00 per accident of bodily injury, and 85,000.
for property damages and certificates of Workmen's Compensation
Insurance as required by law.
Section 4. License fee shall be set by resolution annually by City Council.
Section 5.
Licenses shall be obtained by every person engaging in the
following businesses or work in accordance with the applicable
ordinances of the City of Columbia Heights:
(a) General Contractors, including erection,alteration or
repair of building.
(b) Masonry, cement work, cement block work, block laying,.
or brick work. ~
(c) Plumbing, including the installation of cesspools,
septic tanks, drainfields, connections to the municipal
system, minside plumbing and including excavations for
sewer and water line installation.
(d) Electrical construction and installation.
(e) Roofing.
(f) Plastering, stucco work, sheet rock taping.
(g) Heating, ventilation and refrigeration, including
gas piping, gas service, gas equipment installation,
oil he%ting, add ~ip.ing work.
(h) Excavations, mnc±u~zng excavations for footings,
basements and grading of lots, etc.
(i) Moving and wrecking of buildings.
(j) Blacktopping driveways, parking lots, etc.
(k) Sign erection, construction and repairs,including
billboards and electrical signs.
Nothing herein shall be construed as ureventing any such qualified
licensee from performing the work by an employee under his
supervision and control.
General Contractors. A license granted to a general contractor
shall include the right to perform all of the work included in
his general contract, Such license shall include any or ali.
persons performing the work which is classified and listed in
Section 5, providing that each person performing such work
is in the regular employ of such general contractor and
qualified under State Law and the provisions of this ordinance
to perform such work. In these cases, the general contractor
shall be responsible for all of the work so performed. Sub-
contractors on any work shall be required to comply with the
sections of this Code pertaining to license, bond, qualifica-
tions, etc. for h~s particular type of work.
Section 6.
For each of the above listed businesses or occupations for
which the State of Minnesota provides for 'the registration
thereof, licenses shall be granted only to holders of master
licenses of the State of Minnesota, except that the owner of
any property may perform work on property which he occupies
so long as the work when performed is in accordance with the
codes and ordinances of the City; and for such purposes a
permit may be granted to such owner without a license obtained.
Section 7.
Public Service Corporations shall not be required to obtain
licenses for work upon or in connection with their own
property except as may be provided by other ordinances.
Section
Manufacturers shall not be required to obtain licenses for
work incorporated within equipment as a part of manufacturing,
except as may be provided by other ordinances.
Section 9,
A person, firm or corporation who shall violate any of the
provisions of this ordinance shall be guilty of a misdemeanor
and upon conviction thereof, shall be punished by a fine of not
r~ore than One Hundred Dollars ($!00.00) for each offense or by
imprisonment for not more than ninety (90) days.
Section 10. This ordinance shall not be construed to affect the responsi-
bility or liability for any party owning, operating or in-
stalling the above described work for damages to persons or
property caused by any defect therein or shall the City of ~.['~
Columbia ~leights be held as assuming any such liability by reason
of the licensing of persons, firn]s, corporations engaged in
such work.
Section 1!.
Section 12.
If any section, sub-section, clause, or phrase of this
ordinance is for any reason held to be unconstitutional,
such decision shall not affect the validity of the re-
maining portions of this ordinance. The Council of the
City of Columbia Heights hereby declares that it would have passed
this ordinance, any section, sub-section, sentence, clause,
or phrase 'thereof, irrespective of the fact that any one or more
sections, sub-sections sentences, clauses, or phrases be
declared unconstitutional.
This ordinance sh~l! tske effect and be in force from and
after thirty (30) days after its passage.
