AN ORDINANCE CONCERNING AND REGULATING THE
LICENSING AND KEEPING OF DOGS ~.~THIN THE
CITY OF COLU~BIA HEIGHTS.
THE CITY OF COLUMBIA HEIGHTS DOES ORDAIN:
Section I. That every owner or keeper of a dog or
animal of the dog kind within the !im~ts of the City of Col-

umb!a/ shall cause the same to be registered, numYered, des-
cribed and licensed in the office of the City Clerk of said
City. Such licensing shall be for the whole or unexpired
portion of the year ending on the ensuing first day of
january.
Provided, that no license shall be required for a
dog or animal of the dog kind while iS is less than three
(3) months old.
Such owner or keeper shall pay therefor to the
City Clerk such sums for an annual license fee as the city
council may by resolution adopt. Providing, however, that
the City Council may by resolution provide a higher license
fee for female do6s than for the male dogs.
Section ~. The City Clerk of said city shall in
the matter of issuing such licenses perform all duties fixed
by the general laws of the state? He shall provide and fur-
nish for each licensed dog a metallic tag upon which he
shall have stamped or engraved the registration number of
the dog and the year when registered: The design of such
metallic tag to be chan~ed each year.
.~ny person who shall make~ sell, purchase, posses
or shall place or allow to be placed on the~_r dog any
metallic tag of the same form or shape or intended to be
!~k~ the official tag, or shall attempt in any way to
conterfe!t the design adopted for such official tag shall
be ~uilty of a misdemeanor.
In case the said metallic tag is lost or stolen
after having been regularly issued as herein provided, the
owner or keeper of a dog upon presenting and surrendering
to the city clerk the license or receipt issued when the dog,as
registered~ numbered, described and !icensed~ as herein pro-
vlded shall receive a duplicate tag and a duplicate license
upon the payment of ~.25 to the city clerk, which said dupli-
cate license shall be registered, described and issued in
the same manner as the original license. The city clerk may
before issuing such duplicate tag and license require an af-
fidavit to be made and furnished by such applicant for a dup-
!icate license and tag, setting forth the fact that such tag
has been lost or stolen and is not at that time in their
possession.
Section 3. Every owner or keeper of a dcg or sm!real
of the dog kind within said city, shall place and keep around
the neck of the dog or animal owned by him a collar on which
shall be securely fixed the met~l!ic tag above mentioned.
Section 4. No person having the custody or control
of any dog or animal of the dog kind shall permit the same
to go upon any street in said city. or to run at large within
the limits of said city unless it wears a collar and tag above
described.
Section 5. No person shall keep or suffer to be
kept on his premises or on premises occupied by h~m within
'said city, nor permit, nor suffer to run at large in said
city or any street thereof any dog of a ferocious or vicious
character.
Section 6. No owner or keeper of a female dog
shall permit or suffer the same to run at large or be in
any street, alley or public place in said city while the
same is in heat.
Section 7. The City ~anager shall appoint an
officis~ dog supervisor whose duties shall be the enforce-
ment of the provisions of this ordinance.
Section 8. The city shall provide an adequate
pound where all dogs and animals of the dog kind taken into
custody by the dog supervisor shall be kept and properly
fed until disposed of according to the provisions of this
ordinance.
Section 9. Vfithin 24 hours after taking a dog
or animal of the dog kind into custody the dog super~zisor
shall, if the dog has on it an official dog tag, leave at
the adaress shown on the certificate of reglstratioh, a
notice that the do~ or animal of the dog kind is in his
custody and will be disposed of if not redeemed within a
stated time, which time shall not be less than three full
days after such dog was taken in custody.
Section !0. Every owner or person having the
custody of a dog or animal of the dog kind may redeem the
same from the dog supervisor by paying to such dog super-
visor a fee of ~2.00 plus ~.50 per day for board and keep
for each day or fraction thereof as such dog is held in
custody by the dog supervisor.
Section 11. Upon expiration of the time herein-
before provided a dog or animal of the dog kind in the
custody of the dog supervisor, shall be disposed of by
shooting or gasing the same. The dog super~-isor shall
keep an accurate account of all dogs received at the dog
pound and all dogs killed and released therefrom.

Section 12. No person shall keep a vicious dog
or animal of the dog kind within the limit of the $ity
of Columbia Hei~htso Upon conviction for the violation
of this section of the ordinance the court shall in
dition to imposition of sentence direct the dog supervisor
to take the dog in question in custody and forthwith dis-
pose of the ss~ne~ as may be directed by the health com-
misaioner.
Section 13. U~henever any dog within the City of
Columbia Heights shall ha~e bitten any person, the s~me
shall be reporte~ to the health officer and if the health
officer of the City of Columbia Heights shall so request
it shall be the duty of the dog supervisor , and he is
hereby authorized to take such do~ .t~,~the dog ~ound and
there keep said dog for such time as said health office
may request to give such health officer an opport~nity
to determine whether such dog is deseased and no meseased
dog shall be killed until so ordered by the health officer.
Section !~. Any person violating the provisions
of this ordinance shall be guilty of a misdemeanor and
shall upon conviction thereof be punished by a fine of
not to exceed ~i00 or imprisonment of not to exceed
days.
Section 1~. Ail ordinances or parts of ordinances
that conflict with this ordinance are hereby repealed.
This ordinance shall take effect and be enforced
thirty days after its passage.
