The orovisions of this ordinance shall ~overn the construc- tion, installation, alteration &nd reoairs, hereafter, within the City of Col~bia Heights, of all i~eating mn~! ~ir-con6itioning -olants, for mil buildings ~,~ithin the City of Colu~ibia Heights, ~d licensing of heisting Contractors. Section 2. License Recuired. i'?o person, firm, or corooration shall hereafter install, alter, or reoair a~ heating system in any buildin¥ or struc~o~e within the City of Col~r~bia Heights, or engage in or carry on the business of so doing in said City of Co!~-~bia Heights without first having secured a license from the City Co~cil of said City, authorizing him to do so and p~r the fee ~d f~ive the bond hereinafter orovided for. Section S. License Ao~3lication. Every ~erson, firm, or corooratiou desiring to engage in or carry on the businesc as above mentioned shall make written a~plication to the City Council of said City for a liceuse so to do, stating ti~erein the n~me of the person, firm or corooration desiriu~' such license, and his or t~emr o!sce of business. ~o such license sl~all be issued to any oerson, firm, or corporation ~m~less the above mentioned o.:~,..l~caut has an established ~iling address in the City of Col~rnbia Hei:.jhts. Sectio.n <. License Fee ~d Bond. ?~it!~ each such o;~'olication for a license, the aou!icant shall furnish a surety bond to the Citlr of Color,cia ~ ~ ~ ' ~ ~]1,000.00, conditioned that the licens~ shall in all ~%terials and eeuioment by him f~nished and iu all work bi him done and ?erformed in the constructing, ~!tering, re- ~airing of ~_eatlng at, stems as above mentioned, strictt2~ cornolv with the ~rovisions of this Or(liuance ~s provicled herein. Section 5. Permits. a. It shall be unlawful for any merson, firm, or corooration to construct or install, alter, reetace or remair stay heating or air-conditioni:eg elant or ecuipment in or for ~ building within the corporate lim~.ts of said City, v~itho~.t first obtainin~f a ~ermit therefor from tl~e Inspector of ~ui!dings, ~d u'oon demand of said Ins-oec- a~ person ap]o].yin~ for such permit s~'~!l f~nzsn him with all necessary vlsns, in duplicate, for all promosed work and with all ~roper and s~ficient infor~mtion relating thereto, and s~!l secure the a~omrova! of the Inspector of ~ildings before startlng any such work. %. Such ~ermits shall be iss~ed by tl~e Building Inspector only to installers or heating contractors !icenseS. ,~der this ordinance and t]~e owner or occ~3o~nt of premises where the wortc is to be done. !~o licensee shall sec~e a verm~t for others ~n~]er his license. The fee for such permit shall be one per cent (1,j~) of the cost of the work to be performed, the cost to be determined by the contract bid; in no case shall the fee be less ,~, , ' ~ the ~ui~ ~ing !nspecto~~ shall t~an One Dollar ~oer ~ermit. Section 6. Insvections, a. Be- fore a ,~errait shall be issued by the Building !ns.~ector, as herein ~rovided, for the in- stallation of any stes~m or hot water boiler, warts air furnace, or of any &evice perform- lng some specific service in connection with any heating or air-cond.itioning system or ~lant, the capacity of which device mi~'ht effect in whole or in mart the ef,ficiency of the system or plant, the contractor installing such boiler, furnace or device, or the manufactttrer of same', shall furnish said Inspector with such test data, measurements, ratings, capacities or other information as ~nay be required. Section 11.' Furnace Rooms. Rooms in which boiler or furnaces; with installations of any type of burner are located, shall be provided with adeeuate ventilation to assure continuous complete combustion. Section 12. Instructions for Use. Corem!ere instructions for the care and operation of any gas or oil burner egui~pment sk~!l be posted near the furnace end be r~.intained in readable condition by user. A warm air furnace shall consist of a direct fired, heater, warm air r~s, to consist of casing collar, da'n'oer, pipe and all necessary end:les, elbov,~s, boots, box and register; all joists are to be soldered, riveted or metal screwed and covered with non-combustible material and securely susvend- ed from the Joist. b. Ret~n air muir consists of boot or s}~oe-t~e-_ ~ transition duct e~_d reg'ister, joints of all ~ipes are to be soldered, metal screwed or riveted, and tsmed the ss:ne as warm ~ir ~i~es.~. Joints in duct are to be of sealed or se~:~ ~'~2~e. Casing joints and connections are to be secured s~d covered as pipes. Section !5. Headers. VYnenever it is necessary, installing or altering sn~ warm air heating plant, to cut joists or summorting members, promer headers ska].i be m~t in, and additional supports shall be provided when ~ecessary to vrevent wesl~enin~f of the struct~e, in a monner subject to the approval of the Building Inspector. Section t7. Validity. Should any section, clause or Vrovision of this or~]i~Yance be he~d u~.coustitutiona! or invalid by shy co~t, ~1i other sections, .clauses and pro- visions shsl! nevertheless be d~emed as effective as tkoueh such unconstitutional or inv~tid sectioa, ciaus~ or mrovision had never ~een inserted in~"~ ordinance. Section 18. P. ena!t~[. ~y ~erson, firm or cor~3orstion who shall viol.ate any ~ro- vision of this ordin~nce ~ ~' ' ~ s~s .~ be su~ect upon conviction thereof to a fine of not less than Five (~S.O0) ~o!l~rs nor more than One H~ldred ($100.00} Dollars, or to ~-' ~ '- by impriso~neht not exceed, lng ninety daFs.
