V~EREA$: A group of public spirited citizens
in Columbia Heights have banned themselves together and
formed a non-profit corporation for ~he purpose of spon-
soring a Youth Center in ~he City of Columbia Heights, end,
~,',,%ER.~%S; A Youth Center has been orgsmized and
is nor operating, furn!shin~ to the youth of Columbia
Heights a place rhere'they cs_n spend their time under the
proper supervision end ~-;here their energies can be &raided
and directed in wholesome fun and enjoyment under the
proper kind of supervision, and,
~;~.ERE~%S: Such Youth Center has for the recrea-
tion mad enjoyment of the patrons thereof, pool tables,
for ~hich a fee is charged for the use thereof, and,
~I~R~%S. The Youth .~enter si~so has mechanical
musical instruments to be used for d~nc~n~, and~

while at said Youth Center is under the supervision of
a director at all times, and,

THIS COUifCIL HEREBY, and under this presmb!e
declares that a public emergency exists which subjects
the city to the necessity of taking extraordinary measures,
and t~,~a~ in order to promptly meet this emergency it is
necessary to pass Ordinance No..~ as an emergency
ordinance.

Section i. Yo'ath Center Defined. A Youth Center
is hereby defined to mesm stay non-profit estab!isb~ment or
orgsmization maintained and operated on a non-profit basis
for the recreation, care anf. well being of the youth of
Columbia Hei~_ts~ ~vhere said youth are under the care and
supervision of a youth director or someone appointed by
him.
Section 2. It shall not be unlawful for any
Youth Center, as hereinbefore defined, to maintain and
operate pool tables which shall be used exclusively by
the members thereof, and it shall not be un!a~vfu! to charge
a fee for such use.
Section J. It shall not be un!a~vfu! for such
Youth Center, as hereinbefore defined, to have upon its
premises for the use and enjoyment cf its patrons, any
musical device s:md devices to be used for dsmcing, smd
any dancing thereunder shall be construed as a private
dane e.
Section 4. It shall not be unlawful for amy
minor to be upon said premises, or returning therefrom
during the hours when said Youth Center is open.

tlon ,.vith any exi~tmn~ ordinances.
Section 6. Time of Taking Effect. This ordinance
being necessary for the iz~medl_~te preservation off the public
peace, h~ai~za amd safety~ is hereby declared to be an emer-
gency ordinance and shall ts~e effect zm.,~e~ia~el~ upon its
passage.
