THIS COUifCIL HEREBY, and under this presmb!e declares that a public emergency exists which subjects the city to the necessity of taking extraordinary measures, and t~,~a~ in order to promptly meet this emergency it is necessary to pass Ordinance No..~ as an emergency ordinance. A Youth Center is hereby defined to mesm stay non-profit estab!isb~ment or orgsmization maintained and operated on a non-profit basis for the recreation, care anf. well being of the youth of Columbia Hei~_ts~ ~vhere said youth are under the care and supervision of a youth director or someone appointed by him. Section 2. It shall not be unlawful for any Youth Center, as hereinbefore defined, to maintain and operate pool tables which shall be used exclusively by the members thereof, and it shall not be un!a~vfu! to charge a fee for such use. Section J. It shall not be un!a~vfu! for such Youth Center, as hereinbefore defined, to have upon its premises for the use and enjoyment cf its patrons, any musical device s:md devices to be used for dsmcing, smd any dancing thereunder shall be construed as a private dane e. Section 4. It shall not be unlawful for amy minor to be upon said premises, or returning therefrom during the hours when said Youth Center is open. Section 5. Tl~is ordina~nce is expressly enacted to permit at saia dancing, the use -o~s*~ ~ ~0 which said Youth Center is open without beln~ in viola- tlon ,.vith any exi~tmn~ ordinances. Section 6. Time of Taking Effect. This ordinance being necessary for the iz~medl_~te preservation off the public peace, h~ai~za amd safety~ is hereby declared to be an emer- gency ordinance and shall ts~e effect zm.,~e~ia~el~ upon its passage.
