ELE CTP~I CAL ORDi~.~CE ORD!~J2~E lfO. i80 The City of Columbia Heights does ordain: SUPERVISIOt~ OF ELECTg~ICAL SYST.~S: Section 1. The Electrical Inspector is hereby authorized, empowered and directed to regulate, determine and have general supervision over all electrical apparatus ~ud machinery, and the stringing, placing and attaching of electric light and power, telephone, telegraph ~ud all other electric wires of any other nature whatsoever, now or hereafter .~laced in, or in any ~s~uer directly attached to, ~ny building, or ~ny tent or similar tempor- ary structure, in the City of Col~mbia Heights, and to inspect and reinsoect all such ~lectrical apDgratus, machinery and ~ires which .~ne considers to be of sufficient importance or haz~rd to require such insoection, so as to or,vent fires, accidents or injuries to oersons or property, s~d to cause all such electrical a!?~atus, machinery and ~.~ires to be so constructed, pls~ed, supported and guarded as not to cause fire or acoident or endgnger life or pro- petty; and ~ny ~.d ~ll such electric apparatus, machinery ~nd ~.~ires now existing or hereafter constructed and placed mhall be subject to such inspection and supe_~zision. It shall be the dut~r of said Electrical Inspector to en- force compliance with the State laws relative to electricians, as far as such !a~,~s a?.?!y to the Cit~ of Columbia Heights. ELECTRICAL Section 2. The ~lea0ri~ml Inspeeto~ shell be subject to the order and direction of zhe 6ity Mans~er and is hereby vested with full authorit~r to enter an-~ buildings or premises and ar~¥ manhole or subway at any time in the ¢~,.ischarge of his duties, to pmss ~pon and decide any question arising under the provisions of this ordinance relative to the manner of construction or mater- ials and devices to be used in the erection, alteration or repair of muy electrical apparatus, machinery, wires or material. Section 3, (a) hro individual, firm or corporation shall enter upon the erection, construction, alteration or c~ha~uge of any electrica~l installation, work or wiring in the City of Columbia Heights, until proper permit has been issued by the City Clerk; and when required by said Inspector plans and specifications for the proposed work must be filed with him before commencing, or during the progress of said work, (b) Provided, however, tb~t no permits or applications for the same will be reouired for the installs, tion of wires to operate electric bells, gaslight mpp~.ratus, house a~nnunciators, burglar alarms, telephone, telegraph, district messenger, watch- clock, fire alarm, or ott~er similar instruments, except theft such permits shall be obtained when required by said Electrical Inspector. (a) Ye permi¥ for the erection, construction, alteration or change of ~ electric work or wiring shall be issued to an~ individual, firm or corporation, except he or they be licens- ed by the City Co~mcii to eng~e in business as an electrician as hereinafter provided~ ~o holder of any such electrical license Shall allow his or their name to be used by a~v other p~'urty either for the purpose of doing ~'ork or obtaining permit, and any holder of such electrical license who shall violate this provision of this ordinance shall, upon coviction thereof, forfeit his or their license. (b) Electrical licenses shall be divided into four (4) classes, to-wit: Class A shall include all br~uches of the business of installing, operating ~ud maintaining electric wires, apparatus ~ud plants. Class B shall include only minor alterations, exten- sions and repairs to existing systems of wiring in buildings speci- fically designated on his license. ~,~o permit shall be issued to any licensee whose State license is not in force. (c) Every electrici~u~ appl~ing for a license must be a resident of the State of Mi~tuesota, and not less th~ twenty-one (21) years of age. For Class ~%, such applicant must furnish, from the State Board of Electricity, a certificate stating that he has ~assed the examination as Master Etectrici~, as prescribed by said Board, and that he has a $5,000.00 surety bond in force; and for Class B, C or D, must furnish a certificate from said Bo~d stating that he b~s s, Journe~uan or Special State License in force, (d) Before receiving 8, Class ~, C or D License, the per- son, firm. or corvoration applying for the sene shall enecute and deposit ,,.,ith the City Clerk a surety bond to the City of Colr~mbia Heights, to be approved by the City Council, in the sum of Five Thousand ($5,000.00) Dollars, conditioned for the faitt~-~ul perform- anco of all work entered upon or contracted for bM him or them, and for the strict complis¢_ce by him or them with all the provisions and requirements of the ordinance of the City of Columbia Hei~jhts relating to tho installing, operating and maintaining of electric wires, apparatus P.ud plants, ~nd t~,t he or they will indemnify the City of Columbia Height s for~.~'~?~_~ ~_ud ~.1! losses ~d dsmage by t~~e part of such licensee, his or their reason of any negligence on agents or employes, while engaged in the prosecution of his or their business as such licensee. (e) All licenses greeted pursuant to the provisions of this ordins~.ce shall be issued ~ the City Clerk after a~orova! by the Ci~ Co~3_ucil from books ore-oared by hLm for tlu%t ouroose, on {he stub of which shall be kept the nsme of the licensee, and such other detail as m~ be necessary to form a complete reference and memoranda of tho license. All said licenses shall terminate ~ud cxpire of the 31st day of Dece.~0ber next succeeding the issuance of the s~me, ~uuless sooner revoked or forfeited as herein else~here provided, ~nd said license shall not be transferable or assignable. An ~_uual license fee of ten doltzrs ($10,00) for everM such license ~ _ cmt~ treasurv be-- is hereb~ fixed and required to be 'oaid into the ' ~ fore the issv~.nce of the license. In case any license a~,pplied for will not be in effect for a full ?-e~r, the license fee to be p~id therefo_~ s~hall be such pro rata part of said ten dollar license fee as corresponds to the fractional protion of the license yes~ for which such license is issued. (f) The City Cou~ucil m~, for Just cause, if it deems advisable, and after investigation and report by the City Xanager and Electrical insoector, revoke cny such electrical license. Section 5. (a) In ev.o~ electrical installation, all wires and attacbm~ents must be of at least such capacity as will safely m~intain service with full connected lo.an. Provided, however, that the Electrical Inspector may, in writing only, s~uthorize exceptions from the above when pls~s or specifications are submitted a~ud where the demand factor is such as will, in his opinion, warr~t a reduction in the feeder sizes and equipment. (b) ~o electrical work or wiring for which a permit is issued or required shs. ll be put to use until inspected ~nd accepted by the Inspector. (c) And ~hen such electrical work or ,,,iring is fo~d to have been insts!led without a pro-ocr permit or not in accordance with the ~orovisions of this ordinance, the Electrical insoector is hereb~ authorized o~ud empowered to remove the fuses, cut the or other~ise render the s~;stem inoperative %until such rebait been sec%u~ed from the Oit~~ Cl~r~, ~.nd the worT~ or viring reinsoected and approved by said Electrical Inspector. (d) The electrical contractor shall file a request for insoection at the City Office before andy ~lectrical work done by him is covered up or concealed and shall file a request for final approval within ~g hours ~fter the completion of andy electrical work done by said electrical contractor~ Such requests for inspections shall be recorded in ~ book kept in the City office for that purpose. (e) Before ~rU electrical work or wiring, done under permits hereafter granted, shall %e approved or an~ certificate of accepts~uce of the same be granted, the said electrical work or wiring must be complete; and in the case of electric wiring must, in addition to the other provisions of this ordinance, comply with the following requirements: All necessary branch and feeder wires, meter loops, cut- outs, cutout cabinets, ~uses, switches ~ud other materials an& de- vices must be furnished at the time of installation and must be in- stalle~ ~u~&er the direction of the Electrical Inspector, that the installation may be complete and ready for connection with the service. (f) Provided, kowever, that while the work of instal!in~, constructing, altering or repairing any electric wiring, or system of electric wiring, in any building is in progress, the Electrical Insoector ma~, in his discretion, issue to the ov~ner, contractor or other person desiring to use electric current in said building temporarily, a temporar~ permit for such use o£ such electric cur- rent, which permit shall expire when the electrical apparatus or wiring, or system of wiring, for such building, shall have been fully installed, constructed, altered, or repaired~ and a~,Dproved by said Electrical Inspector. /:: , . (g) ProVided, further, that the Electrical Inspector may, at his discretion, issue a temproar~* oermit £or the temporary use of electric wiring not 'tn i~ull compliance with the reauirements of this ordinance. In such case this oermit shall state the methods and materials to be employed and the date upon which such temporary permit shall exoire and the said wiring be removed. (h) All outlets ~r.d Junctidn boxes sh~!! be provided with approved covers by the wiring contractor ~uuless such outlets s~re covered by lighting fixtures, droo cords, receptacles or switches. All so'ices in circuit wires at outlets shall be soldered and taped bF the ~ire-man, ~nd o~.l~ the leads to be used to connect the light- ing fixtures may be left untaped, (i) Conductors shall be so spliced or joined a~s to be mechanically and electrically secu~-e without solder. The joints shall then be soldered, unless made with an s~pproved splicing de- vice, s~nd she, ll be covered with sm insulation equal to that on the conductors. ~¢I~S ~OT TO BE CO~CF~T~D BEFOM~ ~,, o~.~_~.w~. Section 6, (a) ~o so-called conce~aled wiring for which a permit is issued or required shall be lathed over or in any manner concealed fro~_ sight until inspected s~nd accepted b~ the inspector. (b) Any person he.ring charge of the construction, alter~- tion or repair oF any building, or s~uy other person, who covers or conceals, or causes to be so covered or concealed, any wiring for which a permit hs~s been issued or required, before the said ~iring has been insoected and approved, without having officially notified the Electrical Inspector (see Section 5-d) ~t legist forty-eight (4g) hours Previously, sh~ll be subject te the peno~lty provided in Section'. 9 for violation of this ordin._muce~ PENALTY .fOR CPTT!~G O..R DIST~RBI-~G ELECTRIC ?~IRES, ETC. Section 7. An.v person, except the duly authorized Elec- trical Inspector, ~.~ho shall cut, disturb, s~lter or change, or cause to cut, dist%~rbed, ~.ltered or changed, e~_y electric ~;ire, cutout, fuse, apparatus, machinery or m~terial in such a manner as to rend- er the same inooerative, &elective or not in accordas~ce ~ith the provisions of this ordinance, sh~ll be subject to the penalty provided in Section 9 for viols.tion of this ordinance. Section g'. (a) ~%~ .~nd all d~namos, motors, wires or other machinery, a_,,upar~tus, or material used for electric~.l pur- ooses which may at ar.¥ time become so defective as to be l~/cely, in the ooinion of the Inspector, to cause fires or accidents, or to ends~nger persons or property, she. ll be condemned by the Inspec- tor, and when, in his opinion, it is deemed necessary, in order to prevent such accident or da~uger, said Inspector is hereby authorized to discor~uect such ~ires or s~o'o~o~ratus, or to cause the same to be disconnected, from service; ~nd noon such condemnation the person or persons ov~ing or using the s?ne sh~.ll immediately cause' tho ssme to bo put in ~ safe condition. (b) In case of ~r person or persons o%~ning or using any electric ¥ires, d~namos, motors, or ~ny other electrical apparatus or m~terial of ~a? other nature whatsoever, %~hich m~ he.ye been con{[~u.~.ed by the Inspector sh~!! f~i! to have the sene put in safe condition ~ad accepted by the Inspector within forty-eight (48) hours ~-~fter the same have bee~ condemned, or ~ithin such other reasonable length of time as ~n~.l~ be prescribed by the ~nspector. then it shall be the duty of said Inspector to remove the fuse~, cut the ~,~ires or by other mesas completely disconnect, or cause to be disconnected, the condemned wires, s~p~matus or material from the source of electrical energy. (c) And ~hen any electric wires, ~dyn~mos, motors or electrical a?,paratus or material of a~uy nature whatsoever have been in any m~nner disconnected and rendered inoperative by the Inspector, as set forth in the foregoing provisions, it sh~ll be unlawful for shy person or persons to in any manner reconnect the same or cal~se the ssme to be reconnected to any source of electrical energy, or to use the same as a part of any electrical system, until they h~ve been put in safe condition and a certifi- c~te of s~ccept~ce h~s hsen issued by the Inspector. PENALTIES FOR VIOLATiOn? OF ~ O~wDINAI~TCE: Section 9- Ar~ person or persons who she. ll violate any provision of this ordinance or v~ho sh~ll fail to comply with say of its requirements shall be subject, upon conviction thereof, to ~ fine of not tess ths~u Ten Dol!8~s ($10.00), nor more than One Hundred Dollars ($100.00), for each offense, and may be imprisoned until such fine is oaid, not exceeding ninety (90) days. Each a~ud every day's continuance of anj? violation of a provision of this ordins~nce shall be ~and be deemed a separate offense. Section 10. Ail materials and devices use~ for electrical purposes under %he provisions of this ordinance must %e approved by the Electrical Inspector unless specified in %he "List of Approved ~lectrica! ~ittir~s," pu%!ished %j~ the ~_,Tationat Board of ~ire Under- writers, and kept on file in the office of the Oit,v Clerk. In the event of proposed or intended use of materials, devices smd methods of installation not specifically covered %y this ordinance, it shall be the duty of the electrical contractor $o secure oermission from the Electrical Inspector to use such materials, devices and methods, before so doing. The maker's name, trademark or other identification symbol shall be placed on all fittings ~nd materials, and in the case of current cons%uning devices shall, in addition, _have permanently attached to such devices the rating in amperes or w~.tts and th'e voltage such devices are approved for. II~STALLATI 0~ STA~rDA-W.D S: Section !1. All new electrical installations hereafter made and coming within the scope thereof shall be in strict con- fortuity with the provisions of this ordin~ce, the statutes of the State of Minnesota and the rules and regulations issued under authority of the State statutes, and shall be in conformity with approved methods of construction for safety to life s_nd property. In every case where no specific type or class of material, or no specific method of construction, is prescribed by the statutes of the State of ~{innesota, by regulations issued under the authori- ty of the State statutes or by this ordinance, conformity with the regulations as laid down in the ~Tational Electrical Code, as approv- ed Seotember 13, 1937, by the American Standards Association, shall be vrima facie evidence of conformit~? with approved methods of con- struction for safety to life and vrooerty, and lack of such con- formity shall be prima facie evidence of lack of conformity with avnroved methods of construction ~ ~ safety _.. ~o_ to life and property. Section 12. S~L?.VICES'~ (a) All services run on the ex- terior of or within buildings sb~!l be in rigid metal conduit or in electrical metallic tubing emp!o;~ing weatherproof fittings; except that buildiz~s requiring services in excess of 500,000 circular mils may ~zti!ized bus bars enclosed in a weatherproof housing. (b) The main service entrance conductors for all new residential bui!di:~gs andj when concealed, in old residential buildi.ugs shall consist of three (3) ~7o. 6 ~%merican Wire Ga%~e or larger cond~ctors, and shall be provided with a lift? (50) am'oere or larger set of service entra:%ce equi_~ment. The min%uum au~xi!iary ser~;ice to any such building shall consist of :'To. !0 ~_merican Wire Gauge conductors and a twenty-f?;e (25) am~oere set of service entrance e~ai~ment. (c) Service entrance rigid conduit or electrical metallic tubing placed ~,~ithin the struction of residential buildings, unless used only as an auxiliary service, shall not be smaller than the minimum resuirem~nts contained in the fotio%'~ing table: t family dwellings, t inch service 2 femily d~';eliings, 1~ inch service 3 & 4 family dwellings, Ih inch service 5 & 6 family dwellings, 2 inch service 7 through 10 family dwellings, 2~ inch service 1! through a0 f~nily dwellings, 3 inch service 21 through 30 fsmil? dwellings, 3~ lnch service 31 through 50 fa.~i!y d~.~e!!ings, 4 inch service (d) Recording watt-hour meters (except sub-meters) shall not be located in clothes closets, bedrooms, bathrooms or attics ir_ buildings of the dwelling house class, as defined by the State Housing Act, unless otherwise ap'oroved by the Electrical Inspector. Section 13. ~,?IRi!,~G ?~qODS: .~l! electric light, heat and power wiring shall be contained within approved rigid metallic raceway systems, except as £ollows, or where otherwise soecified in this ordinance. (a) Ru~-ldings of frs~e construction may be wired in flexible metallic raceways, except that all runs exceeding t~_ree (3) feet in length and located on or below the bottom face of the first it oor joists shall be in rigid metallic conduit or electrical metallic tubing. (b) Grounding conductors need not be run ~ithi:a metallic racew~.vs.~~ if the~. ~ consist of a ~Yo. 6 or larger conductor s~ad are not subject to mechanical injury. (c) ~o alterations or addition to e~xisting installations consisting of ~ob and tube ~n~d/or armored cable shall hereafter be made until special pe_~mission so to do shall have been obtained, in writing, from the Electrical Inspector. ~ (d) Armored cables shell not be aooroved for either open work or concealed work in new buildings or buildings ~nader construction, but ma~ be used in old finished buildings where except as other~,~ise provided for in this ordinance. (e) !~eutra! conductors shall have an approved insulation. Section 14. COLOP~ CODi5~G: Each conductor of a multi- wire circuit s~!l be identified throughout by a readily distiD~k- able, differently colored exterior finish. Section 15. SPECIAL B~CH CI?CUITS: '~ere electrical c~i~ment is hereafter insteP[led for purpose of operating or con- trolling heating plants,a separate circuit shall be orovided for" the exclusive use of such heating plants; provided, however, that if the branch circuit cabinet is not located in the basement, such electrical equipment or controls ms~, if their total rating does not exceed one hundred volt s~mperes, be connected to existing cir- cuits ~.,~here such circuits w~,re installed in ~u approved manner and are in good condition. Section 16. 7~ERGROUlrD M~C~'?AYS: An undergro-m~d race- way sh~.ll be so s~ranged that it will drain to one or both ends. In unusual cases where this is not possible, all low points shall be provided ~.~ith drains to a depth of at least 2 feet into the soil. Section 17. SERVICE ~'fITC:~S: All sera. ice switches or circuit breslcers shall be enclosed, externallM operable ~nd'readily accessible. Section lgo nv~,o~'~"~ u ~'~n.~,'~ PROTECT!0~: All plug fuse cut- out bases for branch circuits shall be orovided with fuses of the nont~u~ers~le t~e as approved by theElectrical Inspector. Section 19. CO~X~CTIO!fS TO TEP3.'i?TALS: So!der!ess lugs or connectors shall be used on all ?o. 4 American Wire Gauge or large conductors. Seotion 20. TkA{0UC-H S?/DS, JOISTS, AI.~ ~A~TERS: Joists and rafters shall not be notched except on the upper edge, nor then except within l0 inches of the bearing. Holes may be bored through Joists and rafters only when halfway between the two edges. Section 21. C0~w_ROSI0tT ~SISTA!~T ~4ATERIALS: ~:etal race~ ways, cable armor and all metallic elbows, couplings, fittings and boxes, unless made of corrosion resistant material, shall be suitably protected age. inet corrosion inside and outside (except threads at joints) by a coating of approved corrosion resiste~ut material such as zinc, cad~imm or aluminum. Section 22, C0I~MDUIT D.~LS. ~'rhen subject to excessive moisture or when extending t_hrough areas subject to differences in temperature, all conduit runs shs. ll be provided with adequate means of drainage. Section 23. ~ITCHi~G MOP~ TP3~7 ~00 ~PF~RES: Circuit bres!kers shall be used in lieu of knife switches for all loads exceeding 600 amperes~ Section 24. SPLICES A~ fA?S: No splices or taps shall be used within an arm, stem, c~hain or pendant of s~ay fixture. Section 25. C01~,-DL~CTOR SIZES FOR MOTOR CIRCUITS: Motor brauch circuit conductors shall have a current carrying capacity of at least 125% of the full load current of the motor, unless special written permission shall have been obtained from the Elec- trical Inspector to utilize conductors .h~?.ving a current capacity of not less than 85% of the full load current of the motor for motors operating ,.under special light lo~i conditions. Section 26. ~,rOU~2~rD ROTOP. Section 2y. MOTOR OVERCU_?J{E~T PROTECTION: The over- current protection for a motor of over one koree-power but not over five horeepower capacity especially designed and used for the operation of special equipr.~ent may exceed 125%, but shall not ex- ceed 140%, of the rated current of the motor. Section 2g. OIL D~%I~S: Drains for transformer vaults shall not be connected to storm or sanitary sewers, FEES FOR PEP2~IT~ Sectio~ 29. The Oity Clerk shall, before issuing any permit for the installation of any electrical work, wiring or de- vice, ree~ire the pa~,ment, by the applicant for such permit, of fees to the amount hereinafter set forth and in the manner herein provided, to-wit: a. For each oormit for new or additonal electric light wiring, for the first ten(lO) lighting outlets, or for a~v fraction thereof, if less than ten (lC), there shall be a minimum foe of $1.00, except as hereinafter provided i~. reg~mrd to oermits covering the addition of not to exceed three (3) outlets to an existing installation. And for each ten (t0) such outlets, or fraction thereof, inexcess of the first ten (lC), there shall be an additional fee of Y5 cents. Provided, however, that where not to exceed three (3) outlets for lighting or receptacles, or both, are to' be added to an existing .branch circuit, the fee for each such permit shall be 25 cents~ Lighting outlets shs. ll be construed to mean any outlets installed for lighting ?~ixttzres, wall receptacles or floor ceptacles where such receptacles are permitted .on branch lighting circuits~ Every such rece~tacie shall be considered a seps~ate outlet. The outlet fee shall cover the inzta!iation of tho wall receptacles or floor recept:~clos. Provided, however, that in the case of e~roosed knob and ~ tube or cleat %~:iring, a lighting outlet shall be construed to mean any con:.~ecticn made to the circuit ~,,~iring for the purpose of attach- lng a lighting fixture. Provided further, that lighting outlets shall also be construed to me~sn an~ outlets installed for future connection for lighting purposes. For the ou_~ooses of the ordinam_ce, each group of lights for windo,,,~ illumination, rigidly attached to one another and made up and installed as one tuuit and said unit insulated from all ground- ed metal ~rork in the manner provided by ordinance for fixtures, shall be consmm~red as one (t) outlet or.!~, when estLmating the fee for a wiring permit, and as fixt~re only ~hen estimating the Fee for a fixture permit. For each permit for ~irin~ for amd/or con~.ectir_g an elec- tric sign, for the first breach circuit req~ired for such sign, 50~. And for each additional branch circuit requireA for such sign, 25 cents. (b) For each permit for wiring for, installing s~%~- con- necting electric motors, or other apparatus rated in horsepower (E.P.) there s~l! be a min~¥~ fee for the first one (1) or fraction thereof, of $1.00. iud for each additional horsepower (H.P.) or fraction thereof, in excess of one (1) H.P., but not exceeding two h~udred (200) H.P., lO cents. ~d for each ten (lO) horsepower, or fraction thereof, in excess of two hunted (200) H.P., lO cents. For each permit for ~.~iring for, installi~g and connecting tr~_sformers for ~ ~ ' ~ l~g~_t~g or heat or power, generators, heating devices, recti~ers or other apparatus rated in watts, there shall be ~ min~ fee of $1.00 for the first one (1) kilo-volt-~pere (M.V.A.) caoacitv or fraction thereof, exceot as hereinafter vided in regard to small tr~nsfo~ers. For each kilo-volt-s~mpere cap~city or fraction thereof, in excess of One (1) but not exceeding two h~udred (200) there shs. ll be an additional fee of lO cents. ~ud for each ten (lO) ~,~lo-volt-~peres capacity, or fraction thereof, in excess of t~?o h~dred (~0) E.V.A,, there shall be ~n additional fee of lO cents. in dete~ining the sJao~t of the fees in this subdivision, (~), the ~its in each class of~.tho s~ppa~tus On~Oratod in this- SuDdivislo~ sh~l be fig~sd collectively but e~ch class shall be fi~ed independently of the other clgss, In dete~ining the ~no~t of the fees in this subdivision, ~otor-gener~tors shall be rated accordi~ to the rated horsepower of the motor only. (c) For each permit for the installation of l~mp sockets of lanp receptacles for use on lighting fixtures and drop c or&s or attached directly to the outlet, the minimum fee shall be 75 cents for the first ten (lC) sockets or receptacles or for any fraction thereof, if less than ten (lC), except as hereinafter provided in regard toI~e~ traits covering an addition of lamp sockets or lsnp re- ceptacles to an existing installation or the peplacement with new of any old fixture or fixtures therein, involving not to exceed three (3) sockets. And for each ten (lC) such sockets or receptacles, or fraction thereof, in excess of the first ten (lC) there s.h~ll be an additional fee of 50 cents. ?rovided, however, that for the addition, to ~ existing br~uch circuit, of lighting fixtures or receptacles containing a total of not to exceed three (3) sockets, or for the replacenent, in ~ny such existing branch circuit, of any old fixture or fixtures therein ~ith a new fixture or fi~turos containi~ a total of n~t to exceed three (3) sockets, the fee shall be 25 cents. (d) For each oermit for the~wiring of each conplete out- line lighting (other than luminous tube lighting), n~rouise, stage border, stoge footlight group, stye proscenium strip, or temporary lighting when p~rmitted, the feo shall be 50 cents for the first ten (lC) sockets, or recept~;oles, or for an}, fraction thereof, if less ths,n ten (lC), including the installation of such sockets or receot ac!e s o And for the next twenty (20) sockets, or fraction thereof, 50 cents. And for the next thirty (30) sockets, or fraction thereof, 5© cents. And for any fifty (50) sockets, or fraction thereof, in excess of the first sixty (60) such sockets or receptacles, 5© cents. Outline lighting shall be construed to mean that class of lighting used on the outside of buildings to mark the outlines thereof by the use of inca~_descent lamps. For each uermit for wiring for aud/or installing outline decorative or other lighting emplo~ing luminous tubes energized by transformers, for the first five hundred (500) volt-amperes, or fraction thereof, $1.00. And for each additional one hundred (100) volt-amperes, over the first 500, ten cents. This volt-amper~ rating shall be based on primary current and volt e~e. (e) For each permit for the wiring of each electric sign for outdoor use or of each bill-board, employing incandescent l~mps for ill~ination, for the first one thousand (1,O00) volt- amperes, or fraction thereof in the capacity of such sign or bill- board, $1.00. And for each a~tditiona! two hundred (200) volt-amperes, or fraction thereof, ten (lO) cents. The words, "wiring of~, as used in this subdivision, shall be construed to include .all electrical fittings and devices in or attachod to the exterior of shy such sign or billboard, but not including any supply wires thereto. (f) The fee for each permit for the alteration, re- arrs~.gement or repairing of existing electrical equipment, or for other electrical work not included in the above, shall bo $1.00 for each one hundred dollars ($10D.O0), or fraction of each one hundred dollars ($100.00), in thc estimated cost thereof. (g) ~here a combined permit is issued for both wiring a and fixtures, the fee to be charged for such pormit shall equal the combined fees, as above set forth, for each such class of such work or installation. (E) ~or a permit for wiring for and installing a stere- opticon or receptacle for one, installed thereunder, 75 cents. (i) For each p~rmit for wiring for, installing and con- necting moving picture machines, for each comolete machine,. $3,00, not including the rectifying ~pps~ratus. (j) For each pe!~mit for wiri~g for, installing and con- necting m storage battery, for each ten (lC) kilowatt hours rated capacity, of fraction thereof, $1.00. (k) For each pormit for installing and connecti~ mercury vapor lo~..ps or arc lamps, other than those used in moving ?picture machines or stereooticons, the fee sh~ll be in addition to the fee rec~.ired by this ordinance for the oermit for %~iring for the out- lets for seine, and sh~ll be, for each ten (lC) such lamps, or ~ay fraction thereof, 5© cents. Should any parson, co-partnership or corporation begin work of ~uy kind, such as hereinbefore set forth, or for ~hich a permit from the City Clerk is ~equired by ordin~uce, without having secured the necessary permit therefor from the City Clerk either provious to or during the day of the commencement of any such work, or on the next succeeding day where such work is commenced on a Saturday or on a Sunday or a holiday, he shall, when subsequently securing such permit, b~ required to p~? double the fees herein- before provided for for such permit, and shall be subject to all the pena~ provisions of this ordinance. Section 30, ~%ou!d any section, clause or provisions of this ordin~uce be held unconstitutional or invalid by any court, all other sections, clauses and provisions shall be nevertheless be deemed as effective as though such unconstitutional or invalid section, clause or provision had never been inserted in this ordin~uce. Section 31. This ordine~.ce shall t~ce effect ~nd be in force from and after thirty (30) dsys after its passsge.
