Definitions: For the purpose of ti'lis ordinance the terms used herein are defined as follows: Automob%le Cs~p: Land or premises used or intended to be used, let or rented for occuoancy by camoers traveling by automobile or otherwise, or for occupaucy by or of travelers or movsble dwellings, rooms or sleeoing ouarters of any kind. Auto Trailer: iny structure or vehicle used as living q~rters or csoable of h~sn l'mbitation, mounted on wheels and cavable of being moved from place to place, either by its own cower or by cower supplied by some vehicle attached or to be atteched thereto. Section 2. ~geinten~nce of Automobile C~mo: }~o verson, fir~ or corooration shall maintain and/or ooerate an Automobile C~O wit!~in the City of Color,bis Heia'hts '.vit)~out first obtoining ~ license so to do. Section $. A'oolicatio~ fo~ License: Apolic~tion for License to ~".~int~in and/or o'oerate an Automobile Oe_~o sLall be ~ede to the City Council in writing. Each aop!ication shell state the na:~e and ad,ess of the a~oolicant, the location of the orooosed D2atomobile C~mp, the n~me of the owner, provrietor or msnager of said' Automobile C~mp, the 'rater supo!y avsitable, the toilet and sanitary facilities to be orovided, the size of the lot or marcel of gro~d to be used, and %h'e :~x-immm n~ber of Auto Trailers that will be accomodated. The eppiication shall be signed by the oromrietor or ~anager of the said Automobile Cam~o and shall be accompanied with a sl~etch, diagram or olat showing the location, spscing end arrangement of the Auto Trailers to be placed thereon, the location an0 srrangement of the toilet facilities, water mains, an~J other sanitary facilities. Said s]~etch, diagram or ~lat ~n~ll be t~en and considered as a cart of the aop!ic~tion for a license. Section z~. License Fee: The fee for a license ~o ~intain and/or ooerate an ~tomobite c~o s!~-~!l be T'.?enty-five and no/100 (?'~5.00) Dollars for ever~ Automobile Carny where it ,is provosed to accomodate fifteen (15) or less Auto Trailers; and for every Automobile C~,~D where it is proposed to acco:~.~odate more thal~ fifteen (i5) Auto Trailers an additional fee of One and no/100 ($!.00) Dollar shall be charged for each Auto Trailer over fifteen (15) which such Automobile C~v ~roooses or is ~rranged to accomodate. Section ~ ~ethod of A~rov~n~ A~ulications: Ail a~ptica.tions for license to ~ maintain and/or operate an A~to~;iobile CamQ shall ]~e submitted to the City Co~%cil at a reeler meetin~ thereof a~: referred to the City ~anager at such meeting for his investi- gation and re~ort at the next regular, meeting. A~oticstion for license ~der the terms of this ordinance shall not be granted by the City Council ~til the re~alsr meeting of said City Co~cil held next ~fter the re~lar meeting at which such a~plicatio:a w~s presented. Section 6. ~ater S~D!M: A~ adec~%te sup~ty of v~e water for drip,king and domestic ~oses shall be supplied to meet the reeuirements of every Automobile Ca~.~. Said water s~.~pDly shall %e obtained from faucets only, convenientl~ located in said Automobile Camp, and no dipping vessels or co~mon curs shall be vermitted. Section 7. Toilets: There shall be vrovided in every Automobile Cared one water-closet for each sex; one of such water-closets shall be distinctly ;m~r]ced "~or ~ Men~' and one of such water-closets shall be distinctly ~r):ed "~or ~?omen"; and tl~ere shell be provided one of each of such water-closets for each ten (10) or fractional part thereof of units of Auto Trsilers proposed to be acco~:;odated. Section 8. Garbs~e ~nd Rubbish Rece~Dtac!es: ~';o metal rece~tacles e~ul~ped with tifht fitti~%g metal covers shall be provided for each ~uto Trailer to be ~ccomod~ted. 0~e sh~lt l~e distinctly ~%r~ed "~or Garbage~ a~d the other shsl! be distinctly :~%rked "~or Rubbish". It shall be the duty of the menaa~er or o~erstor of every Automobile Camps to see that such rece*otactes are ~mqi~%tained in good condition and emptied at least once every twenty-four (2~) ho%~s. Section 9. Slop Si~ks: Every Automobile Cs~nv shatl-be ~rovided with one or more slop si~s Dro~er!y connected with a sewer or cesspool, such s~-~s s}~!l be conveniSntly !oc~ted at no greater distance than one hundred fifty (1~0) feet from any Auto Trailer Darked therein. Section 10. Refuse end Sewage. DisDosal~. It ~t~,_~.~_ be unlawful to permit an~ ~ ~r waste water or ~mz. teria! from si~:s, baths, showers or other plumbing fixtures in any Auto '~raller to be deposited u'po~ the surface of tl~e grou~d. Section !t. Li~.ihting: Every Automobile Camm licensed hereunder shall be vro- vided with means of lighting the s~nne at night, and all. public water closets and bath units shall be provided with sufficient lighting facilities, ?~hich shall be kept lighted du~'ing the time from one-half hour after sunset until one-half hour before sum.- rise. Section 12. Re~-~istration of Trailer and 0ccumants: Every licensee hereunder shall mrovide a suitable register for all persons seeking accomodations at any Auto.mobil~e Camp a~d shall be respo~sible to see that all ~erso~.~s stopping at such Automobile Camp s. re properly registered therein. Such registration s~mll include, the date of arrival, tl,-e name and home address of each occupant of the Auto Trailer being parked, the destina- tion of said Auto Trailer, and the trade ns~me and license ~azu.nber of each automobile. Section !S. Parkin#I Auto Trailers in Czty, 1'~o Auto Trailer shall be part~ed and occupied anywhere in the City of Colu~a]~ia Heights for a longer oeriod than twenty-fo~u~ (~4) hours, other than in a licensed Automobile Ca.~.~p, without first registering ss~id Auto Trailer with the ~olice. deoartment. Any person, firm or corporavio..' ~ desiring to so register an Auto Trailer shall furnish the police department with the names, ages, addresses and occupation of every occupant of said Auto 'Trailer together with i-~-formation regarding the place where said Auto Trailer is proposed to be oarl~ed, and the prooosed, length of stay of said Auto Trailer. A~ny person, firm or corooration so registeri~.~g an Auto Trailer shall £urther show that fresh water and. toilet facilities will be available to the occu.~.snts of said Auto Trailer a~ all ti.roes o~' the day and night at a distance of not greater than one hundred fifty (i~0) feet from the place where said Auto Trsiter is promosed to be marked. as hereinbefore orovided Umon the registration of such Auto Trailer with the 7~otice deDartment.,'the officer registering such Auto Trailer shall, if Z,.e finds the Dro¥isions of t}~is sectio:~ fully comDlied ,.~;ith issue a mermit to varl~ the said Auto Trsiler ' ~ ,~~ the vlace ,~romosed for a period of not 'to exceed ten (i0) days; provided h0we%~er tlc. at not more than two (2) such permits shall i~e issued to any 'one Auto Trailer or Auto Trailer occupant in any ca!enter year :,;ithout ~ smeciat mermission of the Cit,~ Couz~ci]. Sectioz~ 14. Parkin.~z on Street or Alle? or Priva'te Promert,y: I~o Auto Trailer shall be par!ced az~d occupied on a~y street or alley within the City of Col%rabia t;eigkts i'or a longer merio'd titan twenty-four hou_rs; and no A.~,o~ ~ Trailer shall be ~arked for any ~eriod of time umon any ~rivate property without the permission of the of suck property. Section !?. 0ccul~ation of Dism!my Lot of Lice~]sed Dealer: !~otking in this ordinance shall be construed to prohibit any duly licensed trailer dealer from occupy- ing, by himself or his agent, one tr,-qiler at such place of business where trailers are displso~ed, provided toilet facilities and run~ning~'~water are available to such occupant outside of said trailer .so occupied at a distance of not more than one h~u_ndred fifty (150) feet from such trsi].er at all times of the day and night. Section 18. If i~% the opinion of the health officer any such Automobile CeJsp. or any such Auto Trailer has become so unsanitary as to endanger tke health of the occupants of such Automobile Car~ or Auto Trsiter, or the surrotzr, ding coamunity, or the sanitary facilities of said Automobile Oe~np have beco~z~e inadeeuate to mroperty protect the health of tke occupants of said Automobile Ca.m.~ or the neal~, of the surrounding cozmmu~ity, the health officer shall report su. ciz fact to the City l~,anager in writing, together with his reco..~ae~datio.~.s of tke ste~s necessary to remedy the condition. The City }~mnager shall forthwith give the ov~ner, manager or proprietor of such Automobile Ca:~,v, or the occupant of such / 7_..,q. Auto Trailer written notice of tke findin~ and recommendations of the health officer, together with a der~'~md that the reco:mmendations of tke health officer be carried out witi~in ten (!0) days after receimt of such written notice and demand. If tke owner, mahou'er or promrietor of such Automobile Camp, or the occupant of such Auto Trailer fails or refuses to carry out and put into effect the recm~.m~endations of the hesttk officer as contained in the written notice of the City'Manager, the City Manager shall report suck fact to the City Cottncil at its next regn~.lar meeting, and the City may at suck meeting, either witk or without a public hearing, revoke the license or permit envolved. Section 19. Penatt~: Every person convicted of violating any of tke terms or Drovisions of this or, dinance shall be pvaaished bfa fine of not more them One Hundred and no/100 ($t00.00) Dollars, or by imprisonment for not more than ninety (~0) days ~lus the cost of the prosecution in amy case. Section 20. Ordinance ~to be Ad.iud~ed VolS.: In tke event that any part, clause or senter_ce of this ordinance' snal_' 1 be adjudged void or of no effect, suck decision shall not affect the rest or remainder of the ordinance.
