An Ordinance to license electricians and electrical workers and
to regulate the business of installing, o¥~eratfng and maintaining
electrical wires, apparatus and plants within the city of Col~mbia
Heights.
The City of Columbia Heights does hereby ordain as follows:
Section 1. No person, firm or corporation shall ca~7~ on the
business of installing, ooerating and maintaining electric wires,
apparatus and plants within the City of Columbia Heights without
first having obtained a license to do so from the City Council~, nor
shall any permit for the erection, construction, alteration or change'
of any electric work or wiring be issued by the Electric Insp,~etor to
any person, ~'ixtn or corooration, except he or they be licensed by
the Oity Oouncil to engage in business as an electrician as herein-
after provided.
Section ~. Electrical licenses shall be divided into four classes
to-wit: Class A shall include all branches of the business of
installing, o~erating and maintaining electric wires, ap0~retus and
plants. 0lass B shall include only the n~nufacture and installation
of electric and combination fixtures. Class C shall include only the
wiring of electric signs. Glass D shall include only minor alterations,
extensions and repairs to existing systems of wiring in building
specifically designated on its license. No permit or license shall be
issued to arAv licens'~ewhose state license is not in force.
Section $. Ever~ electrican applying~ for a license must be a
resident of the Stats of Minnesota and not less than ~e~t~-one~years
of age and maintain a place of business in the City of Cotumb~ia
Heights.
For Class A such applicant nn~st furnish the State Board of
Electricity a certificate stating that he has a master electrtcian~s
state license atd a $1,000. surety bond in force , and for Class B,
C or D must furnish a certificate from said Board stating that he
has a Journeyn~_~ or special state license in force.
Section 4. Before receiving a Class B, C or D license .the
person, firm or corporation applying for the same shall execute
and deposit with the City Olerka surety bond to the City o£ Columbia
Heights to be approved by the City Council in the sum of $1,000.00
conditioned for the faithful performance of all work entered~up°n or
contracted for by him or them and for the strict compliance by him
or them with all the provisions and requirements of the Ordinances
of the Ctt~ of Columbia Heights relating to installing.,~ operating
and maintaining of electric wires, apparatus and plants, and tha. t
he or they will indemnify the City of Columbia Heights four any 'and
all losses and damage by reason of any negligence on the part. of
such licensee, his or their ,agents or employees while engaged in the
prosecution of his or their business as such licensee.
Section 5. All licenses granted pursuant to the pro¥isions of
this ordinance shall be issued by the City Clerk from boot~? 'prepared
by him for that purpose and on the stub of which shall be ~ept the
name of the licensee, his business location, the date of granting
and the date of issuing the licenses and such other detail as'may
be necessary to form a complete reference and memorandum of th~
license. All said licenses shall terminate and expire on the 'first
d~v of January next succeeding the issuance of the same unles~s sooner
revoke~ or forfeited as herein elsewhere provided and said license
shall not be transferable or assignable. An annual license fee of
$!0.00 for evex7 said license is hereby fixed and required to be paid
into the city treasury before the issuance of the license and in
ease any such license is applled for and issued after the first of
january of an~ license year, the license fee to be paid therefor shall
be such pro rata part of such $10.00 license fee as correspond to
the frs. ctional portion of the license year for which such license is
i~sued.
Section 8. No holder of any such electrical license shall allow
his or their n~ne to be used by any other party, either for the
purpose of doing work or obtaining pe~it under the penalty of for-
feiting his or their license and the electrical inspector is hereby
authorized to refuse to issue permits to ~ licensee violating these
provisions.
Section ?. Any person who shall violate a~y of the provisions of
this Ordinance shall on conviction thereof be subject to a fine not
exceeding $100.00 or imprisonment in the county Jail not exceeding
90 de~ys.
Section 8. All ordinances or parts of ordinances which conflict
with the terms of this ordinance are hereby repealed.
Section 9. This ordinance shall take effect and be in force
thirty days after its passage.
