RITCHAY, being duly sworn, on oath says he is and during all times here stated has been the vice president and printer of %he newspaper 'known as Columbia Heights-St. An- thony Sun and has full knowledge of the facts herein stated as follows~ ~1~ Said newspaper is printed in %he English language in newspaper format and in column and sheet form eqmvalent in printed space to at least 900 square roches. (2) Said newspaper is a weekly and is d~str~buted at least once each week. (33 Said newspaper l~as 50'¢ of ~ts news columns devoted to new~ of ~oca] interest to the community which J~ purports to serve and does not wholly duphca~e any other publication and is not made up eniirely of pa~ents, plate matter and advertisements, Said newspaper is circulated in and near the mumcipali~ms which it purports to s~rve, has at least 500 copras regularly delivered to paying subscribers, has an average of at k~a~t total circulation currently paid or no more lhan three months i~ arrears and ha~ ¢nlry a~ sec- ond-class matter in its local post-office, ~5~ Said newspaper purports to serve the C~ties of Columbia Heights and Hilltop m Anoka County, and St. Anthony in Hennepzn and Ramsey counties, and it has known office of issue in %he City of Fridley in Anoka County, established and open during its regular business hours for 1he gathering of news, sale of advertisements and sale of subscriptions and maintained by the managing officer of said newspaper or persons i~ 1ts employ and subject to his direction and control during all such regular business hours and devoted exc]usive]y during such reg~]ar business hours ~o %he business cf ~he newspap¢,r and business related thereto. That Section 1 of Ordi- nance 8~ which reads as follows: "Section 1. It is neeassary and expedient for the City of Colum- bia Heights to borrow mo~ey by issuing and selling i~s negotiable ~mUpon, general o~ligation bonds in the amount of $1,000,0~, to es- tablish a Capital Improvement Fund, and thereby to p['ovide funds for the capital improve- ments of a lasting character, in- cluding constructi~ of a public safety building, park buildings, the purchase of equipment, and such other public improvements of a las[Lng character, the c-est of which shall be payable from col leetions of general tax levies upon taxable properties. Subjeci to the referendum powers of the people, the bonds shall be iasued, sold and delivered as soon as reasonably n%cessary after ~his ordinance takes effect, such bonds to bear date of issue and dates of serial maturities to be in · such form and detail as shall be p.reseribed by resolution of the C~ty Cotmeil, and to bear interest at the lowest net average rate ob- tainable upon a public sale thereof."
