Preamble WHEREAS, the administrative service of the City of Columbia Heights has mistakenly permitted the erection and placement of certain signs within the City of Columbia Heights and whereas certain signs have been constructed and not yet placed in reliance on such administrative policy, the City Council has determined that severe economic hardship would result to persons so relying on past administrative policy if the literal provi- sions of Columbia Heights Zoning Code Ordinance No. 818 were to be applied.. Section 2. Non-Conforming Signs in the "RB", "kB", "CBD", and "GB" Districts All signs existing in the "RB", "LB", "CBD", "GB" Districts and all signs proposed to be placed in the "RB", "LB", "CBD", or "GB" Districts fo~: which a variance application was made prior to March 1, 1976 shall be con- sidered lawfully existing conforming uses and may be continued at the size and in the manner existing or proposed upon such date as hereinafter speci-- fled; provided, however, that any such sign which exceeds the area limita-- tions of Section 16.11 of Columbia Heights Zoning Code Ordinance No. 818 shall be considered a non-conforming use. Section 3. Restrictions Ail signs exceeding the area limitations of Section 16.11 of the said Zoning Code which are considered non-conforming uses hereunder shall be sub- ject to the restrictions of Sections 4.3 (3) through 4.3 (9) of Zoning Code Ordinance No. 818. Section 4. Effective Date This Ordinance shall be in full force and effect from and after thirty (30) days after its passage.
