WHEREAS, it became necessary to properly carry on the functions of Municipal Government of the City of Columbia Heights, to proceed with public improvement; and WHEREAS, there is not sufficient time, due to the emergency to enable the City of Columbia Heights to advertise for bids for an air conditioning system for the number three liquor store. THIS CITY COUNCIL HEREBY and under this Preamble declares that an emergency exists for the preservation of the public safety, and health and welfare and that in order to promptly meet said emergency, it is necessary to pass Ordinance No. 766 as an emergency ordinance. N~w"rocki, Mayor //r~ary t6 the Counc i.l ORDINANCE NO. 766 AN ORDINANCE DIRECTING THE CITY MANAGER NOT TO ADVERTISE FOR BIDS FOR PURCHASING AND INSTALLING AN AIR CONDITIONING SYSTEM. THE CtTY OF COLUMBtA HEIGHTS DOES ORDAIN: Section 1. That the City Manager of the City of Columbia Heights is hereby directed to refrain from advertising for - 2 - bids for installing an air conditioning system at the number three liquor store in the City of Columbia Hei ghts. Section 2. That the City Council has been advised by the appropriate department heads of the City of Columbia Hei§hts that the air conditioning system at the number three liquor store is inadequate and is not functioning. A new air conditioning system must be purchased to replace the existing facility. A seven and one-half ton unit for the price of eighteen hundred and seventy-five dollars ($1,875.00) hasbeen purchased by the City, and has been installed. Section 3. This Ordinance being necessary for the immediate preservation of public peace, health and safety, hereby declares it to be an emergency ordinance and shall take effective immediately upon its passage.
