ORDINANCE NO. 757
BEING AN ORDINANCE HANDLING THE REGULATION
OF INHALING, BREATHING, DRINKING, PURCHASE, SALE
AND POSSESSION OF GLUE AND CERTAIN OTHER
SUBSTANCES.
THE CiTY OF COLUMBIA HEIGHTS DOES ORDAIN:
Section 1.
The inhaling, breathing, or drinking of certain
substances hereinafter defined and commonly known
as glue is prohibited and the purchase, sale and
possession thereof are regulated as follows:
Subd. 1. Inhaling, Breathing, Drinking of Certain
Substances Prohbited. No person shall inhale, breathe,
or drink, or be or become intoxicated by reason of
inhaling, breathing, or drinking any substance commonly
known as glue, adhesive, cement, mucilage, dope, solvents,
lacquer, drugs, fingernail polish and tacquer, nail
polish remover, or thinners for the above named
substances, mr any substances containing toluol, hexane,
tr[chloroethylene, acetone, touene, ethyl acetate,
methyl ethyl ketone, trichoroathane, isopropanot,
methyl [sobutyl ketone, methyl cellosolve acetate,
c¥c]ohexanone, or any other substance which contains
ketones, aldehydes, organic acetates, ether,
chlorinated-hydrocarbons, or any other similar
ingredient which releases toxic vapors for the
purpose of inducing symptons of intoxication,
elation, exci~ment, confusion, dizziness, paralysis,
irrational behavior, or in any manner change,
distort or disturb the balance, coordination, or
the audio, visual, or mental processes.
Subd. 2. Purchase, Sale, or Possession Regulated.
No person shall, for the purpose of violating or
aiding another to violate any provision of this
ordinance, intentionally possess, buy, sell, transfer
possession, or receive possession :of any glue
containing the intoxicating substances defined in
Subdivision 1.
Sect ion 2.
Subd. 3. Self Service Display Prohibited.
Retail establishments selling glue containing the
intoxicating substances defined in Subdivision 1
shall not sell such glue from a self-service display.
Any person violating the provisions of this ordinance
shall be guilty of a misdemaanor and upon conviction
shall be punished by a fine of not more than
three hundred dollars [$300.00) or by imprisonment
for not to exceed ninety [90) days or both.
Section 3.
This ordinance shall take effect and be in full
force from and after thirty (30) days after its
passage.
