PREAMBLE TO ORDINANCE :~748, BEING AN
ORDINANCE ENTITLED "AN ORDINANCE DIRECTING
THE CITY MANAGER NOT TO ADVERTISE FOR BIDS
FOR A USED BOOM TRUCK FOR USE OF THE PUBLIC
WORKS DEPARTMENT."
WHEREAS, it has become necessary to properly carry on the functions of Municipal
Government of the City of Columbia Heights to proceed with essential equipment
replacement; and
WHEREAS, the City of Columbia Heights has not been able to receive bids on used
boom trucks for use in the tree ~riming, street lighting, and sema-phore repair work
as necessary to carry on these essential functions.
The City Council hereby and under this preamble declares that an emergency~ exists
and for the preservation of public peace, health and safety, and in order to meet said
emergency it is necessary to pass Ordinance ~748 as an emergency ordinance.

ORDINANCE NO. 748
AN ORDINANCE DIRECTING THE CITY MANAGER
NOT TO ADVERTISE FOE BIDS FOR A USED BOOM
TRUCK.
THE CITY OF COLUMBIA HEIGHTS DOES ORDAIN:
Section i.
That the City Manager of the City of Columbia Heights is hereby directed
to refrain from advertis£ng for bids for a used boom truck for use in the
Public Works Department on tree triming, street light and traffic signal
repair and maintenance.

That the City Council has been advised by the appropriate department
heads of the City of Columbia Heights that an existing u[ility vehicle
used for tree triming, street light and sema-phore repair and maintenance
has become obsolete. Further attempts to acquire bids on used replace-
ment vehicles from the public utility departments using such vehicles
have met 'with failure. The Council has in anticipation of such a possible
purchase budgeted funds for such used vehicle anticipating a cost of
approximately $3~000. Northern States Power Company has offered to
sell to the City of Columbia Heights a 1964 boom truck for a sum of
$3,100 based on competitive offers by potential purchasers. Said Northern
States Power Company has agreed to sell this vehicle for that price to
the City of Columbia Heights. The City Manager is therefore directed to
proceed with said purchase as offered by Northern States Power Company
in an amount of $3,100, which is shown to be a proper price for this
vehicle as determined by inspections and inquiries regarding the vehicle.
This ordinance being necessary for the immediate preservation of public
peace, health and safety is hereby declared to be an emergency ordinance
and shall take effect immediately upon its passage.
