THE CITY COUNCIL OF T~E CITY OF COLUMBIA HEIGHTS DOES ORDAIN: Unreasona!be acceleration of any motor vehicle on any public or private street, highway, road or way within the City of Columbia heights, as unreasonable acceleration is herein defined, is hereby declared to be a public nuisance and is prohibited° Unreasonable acceleration of a motor vehicle is hereby defined as acceleration without apparant reason, and accomplished in such manner as to cause either or both of the following: squealing or screeching sounds by the tires or the throwing of sand, gravel or loose rocks and material by the tires of said vehicle° Prima Facie evidence of such unnecessary and unreasonable acceleration shall be squealing or screeching sounds emitted by the tires or the throwing of sand or gravel by the tires of said vehicle° First reading: April 13, 1970 Second reading: April 27, 1970 Offered by: Logacz Seconded by: Heintz Roll call: Ail Ayes "f~e~cretary to the Council / B~ce o wr c , y
