The City of Cot~ubia Heights Does Ordain: Section 1. Bicycles to be Registere~. No person shall ride or use a bicycle uoon arff oublic street, alley, highway or boulevard in the City of Col~mbia Heights, unless the s~me shall be licensed and registered as herein provided. Section 2. Bicycles to be Registered with City l~anager. Every o~ner of a bicycle shall list and register with the City Nsnager the name of the manufacturer of his bicycle, its number, style and general descrio- rich. Section S. City ~anager to Issue Plates and Registration Cards. Upon payment of a fee of Twenty-five Cents ($.25) the City N~s~er shall issue to the registered owner of each bicycle a metallic license clare and registration card, said metallic license olates and registrations cards having n~mbers stamped thereon in numerical order beginning with Number l, together with the words :'Columbia Heights" stmnped thereon; such metallic license olates shall be suitable for attachment upon the frames of bicycles. Such metallic license olate shall remain attached to the bicycle for which it was issued ~d if said olate becomes lost the bicycyle shall be reregist- ered. Section 4. Sale of Bicycles to be Reported. All persons eng~ed in the business of b~viug or selling new or second-hand bicycles in the City page of Colo~nbia Heights are hereby recuired to report all such tr~nsactions to the Chief of Police with 2z! hours, giving a list of all purchases or sales made by such dealer, the name and address of the person from whom each bicycle is purchased or to whom sold, a description of each bicycle our- chased or sold, the fr~e number thereof and the number of the metallic license plate found thereon, &f an~. ~o person shall purc~se or sell any bicycle which has no frame nEaber plainly set forth thereon. Section 8. Registration to be Transferred. It shall be the duty of ~z4y person who sells or transfers ownership of any registered bicycles to report such sale or transfer by returning to the City Manager the registration c~rd issued to such person as licensee thereof, together with the name and address of the person to whom said bicycle was sold or transferred, and such report shall be made within five days of the d~te of said sale or transfer. It shall be the duty of the purchaser or trs~nsferee of such bicycle to aoply for a transfer of registration therefor within five days of said sale or transfer. Such transfer of registration shall be made by the City Manager upon payment of a fee of Twenty-five Cents (~.2~). ~ection 6. License Plates Not to be Removed. It sh~ll be unlaw- ful for any person to wilfully or m~liciously remove, destroy, mntilate or alt~r the number of ~' bicycle frame licensed pLtrsu~nt to this ordinance. It shall also be unlawful for ar~ person to remove, destroy, mutilate or alter Shy license plate, seal or registration card; provided, however, that nothing in this ordinance shall prohibit the City Manager from st~uroing numbers on the frames of bicycles on which no serial number can be fottud or on which said n~nber is illegible or insufficient for identification our- poses. Page 3. Section 7. Bicycles Without License Plates to be Impounded. If any bicycle is found on any street, alley, highway or sidewalk of the City of Columbia Heights without a license identification tag or with a mtil~ted frame number, it shall be prima facie evidence that said bicycle is being operated upon the streets of the City of Columbia Heights without having been registered. Said bicycle shall be i.~uediately impounded by the oolice department and shall be surrendered to the o~mer thereof upon proof of ownership satisfactory to the Chief of PSlice and after payment of the registration fee and procurement of a license as hereinbefore provided, and after pa~vment of a further fee to the Chieff of Police, for stors~e, of Twenty-five Cents ($.25) for the first day such bicycle is held and Five Cents (~.05) for each dsy thereinafter. At the expiration of sixty (60) days after such impounding, each bicycle which has not been claimed shall be sold at public auction. Notice containing the description of the bicycle or bicycles to be sold shall be published in the official newspapers of the City of Columbia Heights at least two weeks orior to such sale. Section $. Riding on SidewaLks. No person shall ride or propel ~y bicycle uoon any sidewalk in such manner as to interfere with ar~v pedes- trane thereon. Section 9. Bicycle to be Operated in Careful Manner; Passengers Prohibited. ~o person shall ride or propel a bicycle upon a public street, alley, highway or sidewalk exceot in a prudent and careful ~ner and unless such person shall be capable of efficient control and operation of such bicycle; nor shall any person propelling or ooerating a bicycle uoon a public street, alley, highway or sidewalk, carry, or permit to be carried, a~v other person upon such bicycle. Page 4. Section 10. Reasonable Speed to be Maintained. No bicycle shall be ridden faster than is reasonable and proper, but every bicycle shall be operated with reasonable regard to the safety of the ooerator and other persons upon the streets and other oublic highways of the city. Section ll. Traffic signs to be Observed. Persons riding bicycles shall 6bserve all traffic signs and stop at all stop signs. Section 12. Lights Required. 17o bicycle shall be oermitted any street, alley or other public highway of the City between thirty minutes after suuset and thirty minutes before sunrise, without a headlight visible from the fron~ thereof for not less than 200 feet indicating the approach or presence of the bicycle, firmly attached to such bicycle properly lighted, nor without a red tail light or in lieu thereof a reflector attached to and visible from the rear of such bicycle for a distance of not less than 200 feet. Section 1S. Persons under 16 Years of ~ge Eot to Ride at Eight. I~o person ~uuder the age of 16 years shall ride or propel a bicycle upon any street, alley, highway or side~,~alk at night after the hour of 9:00 o'clock P. M. Section 14. Riding Abre~st Prohibited. No person shall ride or propel a bicycle uoon any oublic street, highway, alley or sidewalk in the City abreast or to the left of any other person so riding or propelling a bicycle. Section 15. General Traffic Re~ulations to be Observed. Every person riding or propelling a bicycle upon any public street, alley, high- way or sidewalk in the City of Columbia Heights shall observe all traffic rules and re~ulations a?olic~ble thereto, and shall turn only at inter- Page 5. 671 sections, signal for all ltl.Lrns, ride at the right hand side of the street or high.way, pass to the left when passing overtaken vehicles that are slower moving and shall oass to the right when meeting. Section 16. Penalties. Ar4v adult oerson who shall violate any provisions of this ordinance shall uoon conviction thereof be ounished by a fine of not to exceed One Hundred Dollars ($100.00) or by imprisonment for not to exceed ninety (90) d~ys; and any minor oerso~ who shall violate any provisions of this ordinance shall upon conviction thereof have his bicycle imoounded by order of Court for a period of not ~ exceed ninety (90) days, after which period the bicycle shall be returned to its owner upon payment of the storage fee as provided in se ction seven (7) hereof. If said bicycle is not t~ken by its owner within sixty (80) days after the period of its impounding ordered by the Court exoires, it shall be sold as ~hereinbefore provided. Section 17. Time of Taking Effect. This ordinance shall t~d~e effect a~d be in force from and after thirty (30) days after its passage.
