RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLUMBIA HEIGHTS, MINNESOTA PRESENTING
THE OPINION OF THE PLANNING AND ZONING COMMISSION ON THE REVIEW OF HENNEPIN COUNTY'S
COMPREHENSIVE PLAN
WHEREAS, Hennepin County has prepared a draft Solid Waste and Transportation Plan
pursuant to the Metropolitan Land Planning Act, and
WHEREAS, Hennepin County, pursuant to Minnesota Statutes 473.858, Subdivision 2,
has submitted draft copies of their Solid Waste and Transportation Element of their
Comprehensive Plan to the City of Columbia Heights for review and comments, and
WHEREAS, the Planning and Zoning Commission and City Council have reviewed the draft
Solid Waste and Transportation Elements of Hennepin County's Comprehensive Plan in
regards to its scope and effect upon the City of Columbia Heights, and
WHEREAS, the City Council has expressed concerns about possible adverse effects
on the quality of life in Columbia Heights because of pollution problems with
proposed refuse derived energy and fuel systems within Northeast Minneapolis, and
WHEREAS, the Plan has failed to provide for the abatement of certain known existing
pollution sources adversely effecting the City of Columbia Heights,
NOW, THEREFORE, BE IT RESOLVED, the City Council of the City of Columbia Heights
expresses and forwards its comments to the Hennepin County Board of Commissioners
that it opposes that portion of the Plan advocating a refuse derived fuel system
at the NSP Riverside Plant because of a likely adverse effect on the quality of
life of the citizens of Columbia Heights because of the probable polluting nature
of such a system at that location. The City Council also opposes the Plan's failure
to include provision for abating air and sound pollution eminating from the
Cargill Plant at 37th Avenue and 5th Street N.E. and from similar pollution sources
in Northeast Minneapolis. That no other significant adverse effect of Hennepin
County's implementing its Solid Waste and Transportation Plan is currently perceived.
