RESOLUTION APPROVING THE INFILTRATION/INFLOW
CONTRACT BETWEEN THE CITY OF
COLUMBIA HEIGHTS AND PROFESSIONAL SERVICES
GROUP, INC., ENGINEERING CONSULTANTS
WHEREAS, the City of Columbia Heights has been designated the authority to ad-
minister the Infiltration/Inflow Joint Study for the City of Columbia Heights
and the City of Hilltop by virtue of a joint powers agreement between the com-
munities; and
WHEREAS, the City of Columbia Heights did request engineering proposals to com-
plete an Infiltration/Inflow Study of the respective sewer systems; and
WHEREAS, the City Council of the City of Columbia Heights did review said pro-
posals and awarded conceptual approval of the proposal submitted by Professional
Services Group, Inc. on July 27, 1981; and
WHEREAS, Professional Services Group, Inc. has submitted a contract proposal to
the City of Columbia Heights based upon its conceptual proposal; and
WHEREAS, the contract has been reviewed by the City Council of the City of Colum-
bia Heights, and
WHEREAS, the United States Environmental Pollution Agency will fund 75% of the
study cost and the State of Minnesota will contribute 15% of the study cost
under a matching grant fund.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Columbia Heights
that:
1. The proposed contract in the amount not to exceed $99,340 is approved.
The City of Columbia Heights will not authorize Professional Services
Group, Inc. to proceed with the contract and no amount of money shall
be due to Professional Services Group, Inc. pursuant to the contract
unless the contract, including the amounts to be paid by the Metro-
politan Waste Control Commission and Environmental Protection Agency
have been approved by the Metropolitan Waste Control Commission, the
Minnesota Pollution Control Agency, and the Environmental Protection
Agency. Upon Professional Services Group, Inc.'s providing proof of
the fulfillment of the terms of paragraph two of this resolution, the
city shall make payments to Professional Services Group, Inc., pursuant
to the terms of the above contract.
That an estimated ceiling price of $5,500 for City Force Account Work
be included in the grant request, resulting in a final total estimate
of $104,840 to conduct the I/I Analysis.
That the Mayor and City Manager be authorized to execute said contract
with Professional Services Group, Inc. and Suburban Engineering, Inc.
upon approval of the Metropolitan Waste Control Commission and Minne-
sota Pollution Control Agency.
