(612) 788.9221 i' "SERVICE IS OUR BUSINESS" RESOLUTION #79-28 FINDINGS AND DETERMINATIONS B~AND RESOLUTION OF THE CITY COUNCIL OF COLUMBIA HEIGHTS, MN RELATIVE TO AND AMENDING AN APPROVED REDEVELOPMENT PLAN AND REDEVELOPMENT PROJECT AREA FOR A COmmeRCIAL BUSINESS DISTRICT REVITALIZATION PROGRAM IN COLUMBIA HEIGHTS, MN, ENTITLED "DOWNTOWN C.B.D. REVITALIZATION PLAN", DATED MARCH 2, 1977. WHEREAS, on June 27, 1977, the Housing and Redevelopment Authority of Columbia Heights, MN adopted a redevelopment plan and redevelopment project area entitled "Downtown C.B.D. Revitalization Plan" dated March 2, 1977, which was recommended for approval by the Downtown Development Council on June 15, 1977, found consistent with the land use and related planning objectives of the City by the Planning and Zoning Commission on June 28, 1977 and subsequently adopted as the City's official redevelopment plan for the dow~tm~m Central Business District by the City Council on August 3, 1977, and, , pursuant to MN Statutes 462.411 the redevelopment district outlined in the plan set forth the boundaries of the downto~m project area in which the financial tool of tax increment financing can be utilized, and, IFHEREAS, the Columbia Heights Development Consortium, herein known as the developer, provided in a letter dated April 30, 1979 a redevelopment project for the downtown area and their intention to proceed with negotiations required to reach a total development agreement with the City/H.R.A. of Columbia Heights, MN, and, WHEREAS, the land required by the developer for this proposed project as described in this letter included a section of Block 5, Lot 12, Reservoir Hills Addition included in the legal description of LaBelle Park, and, ~EREAS, the Park Board of Col~nbia Heights, MN at a Special Meeting held on May 23, 1979, moved that the portion of LaBelle Park required for the dm~mtown redevelopment project as indicated on the attached map, be taken from park land and included on the redevelopment district, and, WHEREAS, the Housing and Redevelopment Authority on May 22, 1979, by Resolution #79-9 resolved that this property be included in the Development District as presented in the "Downtown C.B.D. Revitalization Plan" dated March 2, 1977, contingent upon a determination by the Planning and Zoning Commission of Columbia Heights, MN that this ammendment is consistent with the comprehensive land use plan for the City and that the plan modification be approved by the City Council, and, Bruce G. Nawrocki, Mayor E. "Sebe" Heintz, Councilmember Walter Logacz, Councilmember Gayle R. Norberg, Councilmember Kenneth E. Hentges, Councilmember EQUAl. OPPORTUNITY EMPLOYER WHEREAS, the Planning and Zoning C6mmission on June 5, 1979, found the proposed ammendment to the redevelopment district to be consistent with the goals and objectives of the city's Comprehensive Land Use Plan and made the recommendation to the City Council that this parcel of land be included in the redevelopment district, and, WHEREAS the City Council has considered all information and input associated with this ammendment and does find this action to be consistent with the adopted revitalization plan for the downtown C.B.D. and in the best interest of the community. NOW THEREFORE BE IT RESOLVED, by the City Council of Columbia Heights, ~ that the redevelopment district map as presented in the "Do~town C.B.D. Revitalization Plan dated March 2, 1977 be ammended to include the property legally described as follows: Reservoir Hills, Columbia Heights, Anoka County, Minnesota. That part of Lot 12 lying north of the following line: beginning at a point 135 feet south of the northeast corner of Lot 12, thence southwesterly to a point on the west line of lot 12 being 238.5 feet south of the north line of Lot 12, Block 5, Reservoir Hills.
