RESOLUTION 79-27
WHEREAS, noise has a detrimental affect on property values; and
WHEREAS, local government would be required to enforce the proposed
Environmental Protection Agency's Interstate Rail Carriers Noise
Regulations; and
WHEREAS, the City of Columbia Heights feels these proposed receiver
standards, if adopted, would be impossible to enforce; and
WHEREAS, the City of Columbia Heights would be pre-empted from
enforcing standards which it believes are protective of public
health and welfare;
NOW, THEREFORE, BE IT RESOLVED that the City of Columbia Heights,
by passage of this Resolution, goes on record as being strongty
opposed to establishment of regulations as proposed in the E.P.A.
Rail Carrier Docket Number ONAC 79-01. The City of Columbia Heights
also concurs with the specific objections raised in the commend
document as written by the Chief of the Minnesota State Noise Section.
