HomeMy WebLinkAboutResolution 78-21CITY OF CITY OF COLUMBIA HEIGHTS RESOLUTION #78-21 AUTHORIZING THE PREPARATION AND SUBMISSION OF A PRE-APPLICATION FOR FEDERAL DOMESTIC ASSISTANCE TO THE ECONOMIC DEVELOPMENT ADMINISTRATION WHEREAS, the City Council of the City of Columbia Heights, M~ in conjunction with and in support of efforts by the Downtown Development Council and Housing and Redevelopment Authority has approved a plan for the revitalization of our ~Central Business District and, WHEREAS, the Over-all Economic Development Plan, recently adopted for Anoka County, identifies the revitalization of this area as a priority need for the future economic growth of the County, and, WHEREAS, the Columbia Heights Development Consortium (Developer) has submitted to the City of Columbia Heights a proposal for a multi-use office- retail-housing development conditioned upon substantial financial incentives provided by the City in the form of public improvements and land write-downs, and, WHEREAS, the City Council, Downtown Development Council and Housing and Redevelopment Authority have approved an agreement with the "Developer" dated May 10, 1978, to analyze the feasibility of said proposal; further recognizing the need for public incentives to encourage economic development; and, WHEREAS, the Housing and Redevelopment Authority, acting on behalf of the City of Columbia Heights, has prepared a pre-application for federal domestic assistance to the Economic Development Administration for the construction of a four hundred (400) car parking ramp and the acquisition and improvement of additional property for on-grade parking, and, WHEREAS, the City Council has reviewed said pre-application at their Regular Meeting on June 12, 1978. NOW, THEREFORE BE IT RESOLVED by the City Council of Columbia Heights, MN that: The pre-application for federal domestic assistance be approved as presented, and transmitted to Anoka County for their review and consideration. Hentges, Councilmember EQUAL OPPORTUNITY EMPLOYER The Executive Director of the Housing and Redevelopment Authority, for and on behalf of the City of Columbia Heights, MN, is hereby authorized and directed to take all such actions, including furnishing of documents, as he deems necessary and desirable to obtain and expedite approval of the funding request, reporting periodically to the City Council on status of same.
