I~inn.qsot.~... herein called the "Authority," h~.s prepared a redevelopment
plan for a revitalization program in the Centi-a] Business D~stric'B of Columbia
Heights, Minnesota, consisting of pages thirteen (13) through thirty-four (34)
of that certain document entitled "Downtown C.B.D.R. evita!ization P]an~" daBed
March 2, 1977~ and including a statement for f",nancing projects pr-oposeJ by
the "Plan," and,
Wi!EREAS., tile Plan was duly reviewed and approved by the Downtown Deve]opment
Counci~, oF Columbia lteights, Minnesota~ being a du'!y designated and acting
offic'isl ~dvisory body to the City Counc-il and Autho¥~'Ly, a copy of their
Resolct~on 77-~2 is attached and made reference to herein; and~
WitEREAS~ the M~thority, by Resolution 77-.16, adopted at a meeting held on
June 14~ 1977~ (a copy of which is attached and made reference to herein),
did 6.[,prove the Plan and did authorize application to the Cit.5.' Council For
~pp,.uV,:, o'f the Plan and submission to the City ~ ..... ~.~, o'f the Plan,
including a statement of the method proposed for.financing the project
proposed bb, the Plan, and t. he written opinion of the Planning a~d Zoning
Ccmii,ission of Columbia Heights, dated June 28, !2775 and~
WHEREAS~ application for approval of the Plan h~s now been made to the City
Councii~ and the Plan, a statement of the me'chod propes~m for financing the
project p~oposed by the Plan~ the written opinion of the Planning
Commission have r;ow b~en duly submStted to the CiLy Counci'l and the City
Council on August 3> 1977~ duly held a public hea~ing on the Plan pursuTmt

WIiEREAS, the Authority may not proceed with the Plan unless the City Council,
by ~esolution, makes certain findings with respect to the Project Area and
Plan, and approves the Plan~ and,
WHEREAS, the Authority has studied the location and the physical condition
of structures, land use, environmental influences, and social, cultural~ and
economic conditions of the Project Area, and the Planning Commission of the
City of Columbia Heights, Minnesota, being the duty designated and acting
official planning agency of Columbia Heights, Minnesota, has found and
determined that the Project Area is a deteriorated and deteriorating are~
within the meaning of Minnesota Statutes ~462.421, Subdivision 11, as set out
in its written opinion submitted to the City Cotmcil, which finding
determination was concurred in by the Authority; and,
WHEREAS, the City Council has duly consldered the written opinion of the
Planning and Zoning Commission, the Findings and Determinations and
Resolutions ~>f the Authority dated June tq~ 1977, the Findings and Deter-
minations and Resolutions of the Downtown DevetoF~ment Council dated June 15~
1977, the material and information included in the Plan, and the testimony
and evidence presented at the Public Hearing on August 3, 1977; and,
WHEREAS, the members of the City Council have knowledge of the conditions
prevailing in the Project Area and in the locality generally; and,
WHEREAS, the City Council has been fully apprised of all action that will
or may be necessary to be taken by the City of Columbia Heights relating to
the Plan and the implementation and carrying out of the Plan.
NOW THEREFORE, the City Council of the City of Columbia Heights, Minnesota
does hereby make the following findings and determinations:
That the area included with the Plan (the "Project Area") is a deter-
iorated and deteriorating area within the meaning of Minneseta
Statutes §462.421, subdivision 11, by reason of~ but not limited to~
such factors as serious structural deficiencies in sixty-one (61)
or r-~l% of the structures contained in the Project Area.
2. That the revitalization program proposed by the Plan is necessary to
eliminate, and prevent the spread of such deterioration.
That the Redevelopment Project Area is subject to conditions preventing
private development and would not be available for redevelopment without
the governmental assistance and financial aid proposed by the Plan.
That the Plan and its correspcnding Redevelopment Project Area affords
maximum opportunity ~or redevelopment by private enterprise, consistent
with the sound needs of the locality as a whole.
That the Plan provides an outline for the redevelopment and
rehabilitation of the Project Area, and is sufficiently complete
to indicate the relationship of the Plan to the objectives of the
City of ColL!mbia Heights as to appropriate land uses and general
standards for redevelopment or rehabilitation within the F~roject
Area°
That there is a feasible method 'For the relocation of businesses
and families who may be displaced from the Project Area, and that
there are available, or wilt be provided, decent, safe and sanita~=y
dwelling units at least equal in number to the number of displacies;
that the Authority~ in acquiring any properties; must and will pro-
vide all relocation assistance and benefits required by Minnesota
Statutss ~117.50 et. seq. and/or the Federa~ Uniform Relocation A.~sis-
tance and Real Property Acquisition Act of 1970, and any amendments
thereto.
That the objectives and purposes of the Plan conform to and are
consistent with the general land use proposals and planning objec--
rives established by the City of Columbia tleights in their
Comprehensive Plan dated June, 1970. ~
That the Plan provides a feasible and adequate method of financing
redevelopment projects recognizing that the Authority, wilt upon
approval of a specific development proposal within the Project Area~
add additional section to the C.B.D. Revitalization Plan addressing
said proposal in depth~ as to financing, land acquisition.~ tax incre-
ment analysis and land use.
That certification by Anoka County, Minnesota, of the Development
Project Area, pursuant to MSA 462.585, Subdivision 2, is for purposes
of establishing a base value only and is not intended to capture tax
increments until such time a written request is made by.the.$~thority
and approved by the City Council for tax increments on ~uen~T~em
properties within the Project Area.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF COLUMBIA HEIGIiTS,

That the Plan, in all respects, is hereby approved, including the
method proposed for financing specific development proposals within
the Project Area;
That the City Clerk is hereby directed to maintain on file a copy
of the Plan as hereby approved, together with the written opinion
of the Planning Commission, the Findings and Determinations and
Resolutions of the Authority dated June i4, 1977 and the Downtown
Development Council dated June 15~ 1977.
That in order to implement and facilitate tile effectuation of the
plan hereby approved, it is found and determined that certain
official action must be taken by ti]is body with reference among other
things tc changes in zoning, the Yacating and remoYal of streets, alleys,
and other public ways, the establishment of new street patterns~
location and relocation of sewer and water mains and other public
facilities and other public action, and accordingly, this body
hereby (a) pledges its cooperation in helping to carry out the plan;
(b) requests the various officials, departments, boards, and
agencies of the locality having administratiYe responsibilities in the
premises likewise to cooperate to such end and to exercise their
respective functions and po~ers in a manner consistent with the
plan; (c) stands ready to consider and take appropriate action up,In
proposals and measures designed to affectuate the plan.
That the llayor and City ~,ianager be, and they hereby are, authorized
and directed, for and on behalf of, and in the name of, the City oF
Columbia Heights to execute all such documents and agreements, an'~ to
take all such action, as are necessary to
implement the content of this Resolution.
