WHEREAS~ The t976 Legislature, desiring to facilitate its
required reapportionment following the 1980 cen~us~ enacted
Chapter t32 of Laws, 1976~ Chapter 132 provides for im-
plementation of a federal law which will guarantee that
first census data. returned to Minnesota wilt be by precinct,
and
WHEREAS The Legislation also requires tn~ the government
body of the municipality shall set boundaries between
